Pursuant to Decree No./54/2003/NĐ-CP dated 19/5/2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to the Ordinance on Quality of Goods dated December 24, 1999;
