Regarding the issuance of the vocational standards for nursing staff categories
THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of officials and civil servants in state-owned units;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating functions, tasks, powers, and structure of the Ministry of Home Affairs;
Pursuant to the Proposal of the Ministry of Health at Official Letter No. 2188/YT-TCCB dated March 25, 2005;
Considering the proposal of the Director of the Civil Servant and Public Officer Department,
DECISION:
Article 1. Issuing the vocational standards for nursing staff categories (with attached vocational standards) including:
1. Primary Nursing Assistant - Category Code 16b.122;
2. Intermediate Nursing Assistant - Category Code 16b.121;
3. College-Level Nursing Assistant - Category Code 16a.200;
4. Nursing Assistant - Category Code 16b.120;
5. Senior Nursing Assistant - Category Code 16a.199.
Article 2. The vocational standards for the above categories shall serve as the basis for ministries, sectors, and localities to implement recruitment, utilization, and management of the nursing staff workforce.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. This Decision replaces the vocational standards for nurse, senior nurse, and advanced nurse categories issued together with Decision No. 415/TCCP-VC dated May 29, 1993 of the Minister - Head of the Organizational Cadre Board of the Government (now the Minister of Home Affairs) on issuing vocational standards for the category of civil servant in the health sector.
Article 5. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
Vocational Standards for Nursing Staff Categories

PRIMARY NURSING ASSISTANT
1. Responsibilities:
Is a technical professional staff member in the healthcare sector, directly or assisting in caring for patients at healthcare facilities.
Specific duties:
- Directly performing routine care for patients according to professional regulations and facility rules.
- Directly or assisting in implementing basic nursing techniques such as administering medication, changing dressings, and giving injections based on doctors' orders and instructions from supervising nurses.
- Monitoring and recording vital signs (pulse, temperature, blood pressure, respiration, bowel and bladder functions) and promptly reporting any abnormal patient conditions to treating physicians and higher-level nurses for timely intervention.
- Receiving, guiding, and transferring patients between departments, hospitals, or for specialist consultations and basic tests as assigned.
- Preparing sufficient, correct, and timely medical equipment, tools, medications, medical records, and assisting physicians and higher-level nurses in diagnostic work, emergency care, patient care, and treatment.
- Participating in initial first aid in case of accidents; complying with regulations when a patient dies according to the physician's orders and assignments from supervising nurses.
- Properly managing and being personally responsible for the medications and assets (medical equipment...) under their charge.
- Participating in health education, directly urging and reminding patients and their families to maintain hygiene and order.
- Participating in primary health care programs (maternal and child health care, family planning, vaccination...).
- Adhering to ethical guidelines, professional regulations of the healthcare sector, and relevant laws concerning nursing.
