THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
WHEREAS, Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
WHEREAS, Law on Standards and Technical Regulations No. 68/2006/QH11 dated June 29, 2006 of the National Assembly of the Socialist Republic of Vietnam, Session XI;
WHEREAS, Ordinance on Plant Seeds No. 15/2004/PL-UBTVQH11 dated March 24, 2004 of the Standing Committee of the National Assembly.

Article 1. ATTACHED TO THIS DECISION ARE THE REGULATIONS ON THE CERTIFICATION OF PLANT SEED QUALITY IN ACCORDANCE WITH STANDARDS.
Article 2. THIS DECISION SHALL TAKE EFFECT FIFTEEN DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE AND SHALL REPLACE Decision No. 52/2006/QĐ-BNN of the Minister of Agriculture and Rural Development on the Certification of Plant Seed Quality in Accordance with Standards.
Article 3. The Director of the Ministry's Office, the Director of the Crop Production Department, the Deputy Minister of Science and Technology, the Directors of the Departments of Agriculture and Rural Development of the provinces and centrally governed cities, and the heads of units, organizations, and individuals concerned shall be responsible for implementing this Decision.
