On the basis of the Minerals Law dated March 20, 1996 and the Law Amending and Supplementing Certain Provisions of the Minerals Law dated June 14, 2005;
On the basis of Resolution No. 59/2007/NQ-CP dated November 30, 2007 of the Government on some solutions to address difficulties in investment construction activities and administrative reform concerning enterprises;
Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 160/2005/NĐ-CP dated December 27, 2005 of the Government detailing and guiding the implementation of the Minerals Law and the Law Amending and Supplementing Certain Articles of the Minerals Law;
Implementing the Prime Minister's opinion in Official Letter No. 3174/VPCP-CN dated June 11, 2007 of the Government Office regarding the assignment to the Ministry of Industry (now the Ministry of Industry and Trade) to approve the Zoning Plan for Exploration, Exploitation, Processing, and Utilization of Industrial Mineral Groups (serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc) up to 2015, with consideration up to 2025;
Considering the Report No. 275/VMK-B1 dated June 27, 2008 of the Institute of Science and Technology for Mining-Metallurgy;
Considering the proposals of the Heads of the Departments of Planning and Heavy Industry;
DECISION:
Article 1. Approving the Zoning Plan for Exploration, Exploitation, Processing, and Utilization of Industrial Mineral Groups (serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc) up to 2015, with consideration up to 2025, with the main contents as follows:
I. DEVELOPMENT VIEWS
- Developing the industry of exploration, exploitation, and processing of industrial mineral groups (serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc) in accordance with the planning for the development of the industry of Vietnam, the economic and social development planning of localities, ensuring harmony between national and local interests, meeting the requirements for consolidating national defense security, protecting valuable cultural works, and protecting the ecological environment in areas with minerals;
- Developing the industry of exploration, exploitation, and processing of industrial mineral groups steadily and sustainably, with advanced technology, ensuring safety and economic efficiency to exploit and use resources rationally and thriftily;
- Implementing exploration projects to have sufficient reliable reserves to serve the establishment and implementation of exploitation and processing projects of industrial mineral groups during the planning period;
- Developing the industry of exploration and processing of industrial mineral groups based on resource advantages, mainly relying on internal strength, primarily serving the needs of the economy, only exporting products that have been processed and not fully utilized domestically;
II. DEVELOPMENT OBJECTIVES
- Concentrating on exploring industrial mineral group mines (serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc) which have been investigated and evaluated to meet the reliable reserves needed for exploitation and processing during the planning period;
- Meeting domestic demand and reasonably exporting part of industrial mineral group ores (serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc);
- Maximizing resource recovery in exploitation and processing through the application of advanced technology. Ensuring economic efficiency in exploitation and protecting the ecological environment in mining activity areas;
- Promoting the synchronous investment in deep processing facilities for industrial mineral group ores with advanced technology.

III. FORECAST OF DEMAND FOR SERPENTINE, BARITE, GRAPHITE, FLUORITE, BENTONITE, DIATOMITE AND TALC

IV. EXPLORATION PLAN
1. Exploration of serpentine ore
The proven and forecasted reserves of serpentine ore are about 37 million tons;
By 2015, additional exploration projects will be carried out at Nui Nuua in Thanh Hoa province, Thang Ha in Lao Cai province, and Tet Thang in Thanh Hoa province.
It is estimated that the total investment capital for exploration and additional serpentine exploration projects by 2015 will be around 35 to 50 billion VND;
The inventory of proven and forecasted reserves and the list of serpentine ore exploration projects are detailed in Appendices 1 and 2.
2. Exploration of barite ore
- The proven and forecasted reserves of barite ore are about 26 million tons;
- By 2015: carry out exploration of promising and large-scale mines with high content and favorable conditions for exploitation to design exploitation plans. Specifically, the mines and ore deposits: Che Pen, Na Ke, Ban Vai, Ban Ran (Cao Bang) with the target of class B+C reserves of 0.8 million tons;1 - Explore barite ore mines in Tuyen Quang to determine remaining reserves in the region;
- Explore barite ore deposits in Dong HUNG district, Phu Tho province;
- For associated barite ore in rare earth ore, exploration and exploitation will only be carried out when there is a need for rare earth ore exploitation. In the short term, explore the Na Cua deposit which has been calculated for barite-fluorite reserves;
It is estimated that the investment capital for barite exploration work will be around 120 to 140 billion VND.
The inventory of proven and forecasted reserves and the list of barite ore exploration projects are detailed in Appendices 4 and 5.
3. Exploration of graphite ore
The proven and forecasted reserves of graphite ore are about 29 million tons;
By 2015: carry out exploration of the Ba Hao graphite mine (Yen Bai) with the target of reaching 20 million tons of class C reserves;
and the Yen Thai graphite mine (Yen Bai) with the target of reaching 1.5 million tons of class C reserves;1- Let S represent the number of preferred shares to be sold to producers and suppliers of raw materials.2 It is estimated that the investment capital for graphite exploration work will be around 28 to 30 billion VND.1- Let S represent the number of preferred shares to be sold to producers and suppliers of raw materials.2;
The inventory of proven and forecasted reserves and the list of graphite ore exploration projects are detailed in Appendices 7 and 8.
4. Exploration of fluorite ore
The proven and forecasted reserves of fluorite ore are about 17 million tons;
By 2015: carry out exploration of the Xuan Lang fluorite mine (Phu Yen) with the target of reaching 15-25 million tons of reserves. It is estimated that the investment capital for fluorite exploration work will be around 15 to 20 billion VND.
The inventory of proven and forecasted reserves and the list of fluorite ore exploration projects are detailed in Appendices 10 and 11.
5. Exploration of bentonite ore
The proven and forecasted reserves of bentonite ore are about 95 million tons;
The determined and forecasted bentonite ore reserves are approximately 95 million tons;
Phase up to 2015: conduct exploration to upgrade the Tam Bo mine (Lam Dong) with a target reserve of 4 million tons at grade B+C; the Song Long Song, Nha Me mine (Binh Thuan) with a target reserve of 5 million tons at grade B+C; the Co Ding mine (Thanh Hoa) with a target reserve of 70 million tons at grade B+C.1; the Sông Lòng Sông, Nha Mé mine (Binh Thuan) with a target reserve of 5 million tons of grade B+C1; the Cổ Định mine (Thanh Hoa) with a target reserve of 70 million tons of grade B+C1
The estimated investment capital for bentonite exploration work is approximately 55 to 65 billion VND.
Statistics on reserves and forecasted resources and the list of exploration projects for bentonite ore are provided in Appendices 13 and 14.
6. Exploration of diatomite ore
The confirmed and forecasted reserves of diatomite ore are about 76 million tons;
Phase up to 2015: expand exploration at the Hoa Loc mine (Phu Yen) with a target reserve of 5 million tons at grade C; the Tuy Duong mine (Phu Yen) with a target reserve of 1 million tons at grade C; and the Dai Lao mine (Lam Dong) with a target reserve of 8 million tons at grade B+C.1 , the Tùy Dương mine (Phu Yen) with a target reserve of 1 million tons of grade C1 and the Đại Lào mine (Lam Dong) with a target reserve of 8 million tons of grade B+C1 ;
The estimated investment capital for diatomite exploration work is approximately 85 to 105 billion VND.
Statistics on reserves and forecasted resources and the list of exploration projects for diatomite ore are provided in Appendices 16 and 17.
7. Exploration of talc ore
The confirmed and forecasted reserves of talc ore are about 4.6 million tons;
Phase up to 2015: conduct exploration of the Tan Minh mine (Phu Tho) with a target reserve of 0.5 million tons at grade C and 1 million tons at grade C; explore the My Thuan mine (Phu Tho) with a target reserve of 0.5 million tons at grade C.1 and 1 million tons of grade C2; exploring the Mỹ Thuận mine (Phu Tho) with a target reserve of 0.5 million tons of grade C1 and 1 million tons of grade C2;
The estimated investment capital for talc exploration work is approximately 30 to 40 billion VND.
Statistics on reserves and forecasted resources and the list of exploration projects for talc ore are provided in Appendices 19 and 20.
V. DEVELOPMENT PLAN FOR MINING AND PROCESSING
1. Mining and processing of serpentine ore
Serpentine ore is mined and processed into serpentine powder with MgO content ≥30%, SiO2≤ 42% for use in the production of NPK fertilizers and molten phosphate fertilizers.
- Phase up to 2015: Increase the mining capacity of the Bai Ang serpentine mine to 300,000-350,000 tons/year, invest in upgrading the crushing plant to a capacity of 80,000-100,000 tons/year. Invest in mining and processing the Thua Ha mine with a capacity of 200,000-250,000 tons/year.
- Phase 2016-2025: Maintain the production volume of the Bai Ang and Thua Ha mines. New serpentine mines in the regions of Lao Cai and Phu Tho will be developed when there is market demand.
- The total investment capital for mining and processing serpentine ore during the planning phase up to 2015 is estimated at 110 to 135 billion VND.
The list of industrial-scale investment projects for mining and processing serpentine ore is provided in Appendix 3.
2. Mining and processing of barite ore
- Products from barite ore are produced and processed to serve the oil and chemical industries.
+ Ground barite powder used in drilling fluids for oil and gas operations, cement production, and export: BaSO4: 75-85%
+ High-quality barite serving the chemical, glass, paint... industries to replace imported products (BaSO4 ≥ 95% with a density of 4.3g/cm3).
- Up to 2015:
+ Expand the production facility in Bac Giang, mine the Lang Cao barite deposit (Nuoi Am, Nuoi Ca, Nuoi Hin, Nuoi Chu) with an annual output of 10,000 tons;
+ Maintain existing mines and processing facilities; construct a new high-quality barite production facility in Tuyen Quang with a capacity of 1,500 to 2,500 tons/year using barite ore from mines in Tuyen Quang and surrounding areas;
+ Construct a barite production facility in Cao Bang with a capacity of 50,000 tons/year using barite ore from the Che Pen, Nake, Ban Vai - Ban Ran mines;
+ Invest in building and expanding the Bao Tre mine (Thanh Hoa) and Son Thanh mine (Nghe An), each with a capacity of 1,500 to 2,500 tons/year;
+ Invest in constructing and expanding the Dong Pao and Na Cuu beneficiation plants (Lai Chau) when the rare earth-barite-fluorite mining and processing project is implemented, with a total refined barite production capacity of approximately 41,500 to 42,000 tons/year.
- Phase 2016-2025:
+ Increase mining efforts to reach an annual output of 300,000 to 350,000 tons;
+ Invest in building a high-quality barite production facility in Lai Chau with a capacity of 5,000 to 10,000 tons/year.
- The total investment capital for mining and processing barite projects during the planning phase is estimated at 190 to 220 billion VND.
The list of industrial-scale investment projects for mining and processing barite ore is provided in Appendix 6.
3. Mining and processing of graphite ore
The main products expected to be produced include two types serving the metallurgy, refractory brick, electrode, pencil, etc. industries:
- Amorphous graphite powder containing 80%-85% carbon;
- High-quality crystalline graphite: containing 94% to 97% carbon, particle size: +80 mesh-100 mesh;
- Up to 2015:
+ Region of Yen Bai: Invest in upgrading the Cau Phuc graphite processing plant to a capacity of 5,000-10,000 tons/year. Prioritize investing in flotation circuits producing concentrate with carbon content C ≥ 94%. Ore will be sourced from graphite mines in Yen Bai province;
+ Region of North Central Vietnam: Invest in mining and processing the Hung Nhuong mine (Quang Ngai) with a capacity of 10,000-13,000 tons/year of concentrate with carbon content C ≥ 80%;
+ Region of Lao Cai: Mine the Nam Thi graphite deposit and build a processing plant with a capacity of 5,000-10,000 tons/year. The plant will be located in Lao Cai, primarily producing concentrate with carbon content C > 80%.
- Phase 2016-2025:
Increase the capacity of the Cau Phuc graphite mine and processing plant in Yen Bai to 15,000-20,000 tons/year of concentrate with carbon content C ≥ 90% to meet domestic demand. Maintain production in other regions and increase capacity if there is market demand.
- The total investment capital for mining and processing graphite projects during the planning phase is estimated at 150 to 180 billion VND.
The list of industrial-scale investment projects for mining and processing graphite ore is provided in Appendix 9.
4. Mining and processing of fluorite ore
Expected product types:
- Low-grade fluorite products: for the cement and metallurgical industries, CaF2=80-85%;
- High-grade fluorite products: for the chemical, glass, electroplating, etc. industries, CaF2=90-98%.
- Up to 2015:
+ Region of Phu Yen: Invest in building a Phu Yen fluorite processing plant with a capacity of 5,000-6,000 tons/year, achieving a CaF2=80-85% content. Ore will be sourced from the Xuan Lan mine.
+ Region of Thai Nguyen: Joint venture investment in new mining and processing of the Nui Phao fluorite mine with a capacity of 196,000 tons/year;
In Lai Chau Province: Fluorite is a by-product when mining the Dong Pao rare earth mine (F3 ore body), processing fluorite products with a capacity of 1,300 tons/year, and mining and processing fluorite from the Na Cua mine (ore bodies 9 and 16) with a fluorite capacity of approximately 1,500 tons/year, achieving a CaF content.2=90-98%
- For the period 2016-2025: Maintain production of fluorite at existing facilities and increase production volume according to market demand.
- The total investment for projects related to mining and processing fluorite plants during the planning phase up to 2015 is expected to be around 35-40 billion VND (excluding investments in the Mountain Fire Mine, the rare earth-barite-fluorite Na Cua Mine, and the Dong Pao Mine).
The list of projects for investing in industrial-scale mining and processing of fluorite is detailed in Appendix 12.
5. Mining and processing bentonite
Bentonite is produced according to API SPEC 13A standards and TC 01:2001/DMC.
- Up to 2015:
+ Thanh Hoa Province: Maintain mining and processing at the Co Ding mine with a capacity of 20,000 tons/year.
+ Lam Dong Province: Invest in a processing plant in the Di Linh district area with a capacity of 25,000-30,000 tons/year, sourced from the Tam Bo mine.
+ Binh Thuan Province: Invest in a processing plant in the Tuy Phong district area with a capacity of 30,000-35,000 tons/year, sourced from the Nha Me mine; according to market demand, invest in a second processing facility with a capacity of 15,000-20,000 tons/year, sourced from the Song Long Song mine.
- Phase 2016-2025:
+ In the Lam Dong region: It is planned to increase the processing capacity of the Di Linh bentonite plant to 50,000-60,000 tons/year.
+ In the Binh Thuan region: Depending on market demand, it is planned to increase the processing capacity of the Tuy Phong plant to 60,000-70,000 tons/year and the Song Long Song production facility to 70,000-80,000 tons/year.
- In the Thanh Hoa region: Increase the mining and processing capacity of bentonite at Co Ding to 50,000-60,000 tons/year.
- The total investment for projects related to mining and processing bentonite plants during the planning phase is expected to be around 335 to 390 billion VND.
The list of projects for investing in industrial-scale mining and processing of bentonite is detailed in Appendix 15.
6. Mining and processing diatomite
It is planned that processed diatomite products include ground diatomite powder used as an absorbent for environmental treatment in brackish shrimp farming, high-quality diatomite products (filter aid powder) used in the beer-wine-beverage industry and other sectors.
- For the period up to 2015: Invest in mining and processing diatomite for use as an absorbent and environmental treatment for brackish shrimp farming and filter aid powder (SiO2 ≥ 85%) to meet domestic demand and for export, including the Tuoi Duong, Hoa Loc (Phu Yen) and Dai Lao (Lam Dong) mines. The processing capacity for absorbents and environmental treatment is expected to be about 90,000-100,000 tons/year in Phu Yen and 70,000-80,000 tons/year in Lam Dong. The processing capacity for filter aid powder is expected to be 30,000-45,000 tons/year in Phu Yen.
- For the period 2016-2025: Depending on market demand, expand the processing capacity for diatomite used as an absorbent and environmental treatment for brackish shrimp farming to 200,000-280,000 tons/year; increase the processing capacity for filter aid powder to about 250,000 tons/year to meet domestic demand and for export.
- The total investment for projects related to mining and processing diatomite plants during the planning phase is expected to be around 545 to 605 billion VND.
The list of projects for investing in industrial-scale mining and processing of diatomite is detailed in Appendix 18 attached to this Decision.
7. Mining and processing talc
Talc powder with a MgO content ≥ 24%, SiO2 ≥ 60% is used in the pharmaceutical, rubber, ceramic-tile industries, etc.
- Up to 2015:
+ In Phu Tho Province: Expand the talc powder grinding plant with a capacity of 10,000 tons/year. Ore is mined from the Thu Ngac and Ngoc Lap mines. Construct a super fine talc powder production plant with a capacity of 20,000 tons/year, mining ore from the Tan Minh and My Thuong mines.
+ In Son La Province: Construct a talc powder grinding plant in the Ta Phu area with a capacity of 10,000-20,000 tons/year, sourced from the Ta Phu-Chanh Ke mine; depending on market potential, expand the capacity to 40,000 tons/year.
- For the period 2016-2025:
In Phu Tho Province: Depending on market demand, expand the Thu Ngac talc powder grinding plant to 50,000 tons/year; expand or construct additional super fine talc powder production plants in the Tan Minh and My Thuong areas to 50,000 tons/year.
- The total investment for projects related to mining and processing talc plants during the planning phase is expected to be around 740 to 830 billion VND.
The list of projects for investing in industrial-scale mining and processing of talc is detailed in Appendix 21 attached to this Decision.
VI. INVESTMENT CAPITAL
Estimated investment capital for exploration, mining, and processing serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc during the planning phase is approximately 2,498 to 2,885 billion VND.
Of which: Up to 2015, approximately 1,083 to 1,295 billion VND; for the period 2016-2025, approximately 1,415 to 1,590 billion VND.
Sources of investment capital: Including self-raised funds by enterprises, state development loans, commercial loans, and direct foreign investment, etc.
VII. MAJOR POLICIES AND SOLUTIONS
1. General policy solutions
- Processing industrial minerals (serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc) to produce high-quality products primarily for domestic needs, with a reasonable portion of deep-processed products for export.
- Strengthening hierarchical management of mineral resources, perfecting regulations, and enhancing bidding for mineral activities; establishing joint-stock companies with the participation of organizations and individuals with experience and capability in mining and financial strength to invest in exploration, mining, and deep processing of minerals. Encourage diverse forms of ownership, attract domestic and foreign resources to participate in developing the mining and processing industry for serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc, prioritizing domestic enterprises with capability; forming joint ventures and associations with foreign entities in fields requiring advanced technology such as diatomite, graphite, and talc processing.
- Enhance the social responsibility of enterprises in the operation of serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc mineral activities by contributing to infrastructure development; attract training and utilizing local labor; take proactive measures to protect the ecological environment and actively participate in improving the social environment.
2. Specific solutions and policies
a) Market solutions: Establish and develop domestic markets for serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc products according to a market mechanism with state management and in line with Vietnam's integration process; cooperate and link closely to ensure raw material sources for processing facilities that have been and are being planned for investment and construction; gradually capture the domestic consumption market and step-by-step participate in international markets.
b) Research, transfer, and reception of science and technology:
- Focus on researching and applying advanced mining technologies. Improve and upgrade existing mining and processing production lines. Study and build high-quality product processing technology procedures through a combination of state-enterprise, scientific and technological enterprise, and mineral extraction and processing enterprise under various economic components;
- Cooperate with foreign countries to research and produce graphite with carbon content ≥ 95%; high-quality barite, diatomite filter aid, and talc.
c) Development and training of human resources: Collaborate with educational institutions (vocational schools, colleges, universities) to train and retrain staff and conduct scientific research for mining, mineral processing, and metallurgy stages suitable for the scale and conditions of serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc mineral exploitation in Vietnam. Emphasize training management and business administration teams with appropriate qualifications to meet the requirements of developing enterprises in competitive and integrated environments.
d) Environmental protection: Enterprises engaged in mineral activities must fully implement all proactive environmental protection measures during exploration, mining, and processing according to modern, environmentally friendly technology (complying with solid waste, wastewater, and exhaust gas regulations; recycling water circulation); strictly carry out mine closure and post-mining land restoration. Ensure industrial hygiene and workplace safety during production. Encourage the research and application of advanced environmental treatment technologies in all production stages. State management agencies should strengthen investment in equipment for environmental monitoring and inspection work.
đ) Investment capital solutions: To attract approximately 20,000 billion VND for the development of serpentine, barite, graphite, fluorite, bentonite, diatomite, and talc ore extraction and processing industries by 2025, it is expected to mobilize from the following sources:
- Enterprise self-raised funds;
- Budget funds: support infrastructure technical projects outside the fence for large-scale mining and processing areas; invest in training and scientific research and technology for institutes and schools in the industry;
- State credit investment capital: projects for ore extraction and processing in economically and socially difficult and extremely difficult areas as stipulated;
- Domestic and foreign commercial loans;
- Foreign direct investment: joint ventures with foreign countries in large-scale exploration, mining, and processing projects of barite, diatomite, bentonite, graphite, and talc ores.
e) State management work:
- Regularly review, update, and adjust the planning for the development of serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc ore extraction and processing industries to be consistent with national and international socio-economic development situations;
- Develop and perfect the management mechanism for exploration, mining, and processing of minerals towards centralization at one focal point to ensure consistency and tightness, avoiding overlap, enhancing the mobility and effectiveness of resource management, protection, and exploitation of serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc ores;
- Rectify resource management and statistical reporting work for serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc mineral activities regularly from grassroots to provincial and ministerial levels. Implement strong measures and sanctions against organizations and individuals who fail to comply with laws on minerals and the environment. Strengthen inspections of mineral activities to prevent illegal mining and export of minerals;
- Review and amend indicators for ore reserves and resources of serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc to be consistent with increasing ore and processed product prices, current advancements in mining and processing technology.
VIII. IMPLEMENTATION
1. The Ministry of Industry and Trade shall be responsible for announcing and directing the implementation of the Planning. Regularly update and adjust the Planning and propose sustainable development mechanisms and policies for the serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc ore extraction and processing industry to ensure synchronization and consistency with socio-economic development and international integration commitments.
2. Ministries: Natural Resources and Environment, Science and Technology, Planning and Investment, Finance, Transport, Agriculture and Rural Development, Information and Communications shall, within their respective functions and responsibilities, take the lead and coordinate with the Ministry of Industry and Trade to implement specific measures and policies outlined in this Decision.
3. Provincial People's Committees have the responsibility to:
- Organize the management and protection of serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc ore resources within their jurisdiction; prevent illegal mining and export of minerals.
- Organize the preparation and submission to the same-level People's Council for approval of the exploration, exploitation, and processing planning for serpentine, barite, graphite, fluorite, diatomite, bentonite, and talc within the local authority's jurisdiction and consistent with this Planning Scheme. Delimit and approve areas prohibited, temporarily prohibited, and restricted for mineral activities.
- Coordinate with state management agencies and create favorable conditions for enterprises to implement projects specified in this Decision.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairpersons of provincial People's Committees, and centrally governed city People's Committees shall be responsible for implementing this Decision./.
