GUIDELINES FOR INCREASING MEAL ALLOWANCES FOR LAO AND CAMBODIAN STUDENTS STUDYING IN VIETNAM
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
To implement the guidance of the Prime Minister in Document No. 2281/VPCP-QHQT dated April 9, 2008 regarding the increase in meal allowances for Lao and Cambodian students studying in Vietnam, the Ministry of Finance hereby guides the implementation of the adjustment in meal allowance levels for Lao and Cambodian students studying in Vietnam as follows:
Article 1. This Circular guides the adjustment in meal allowances for various educational levels for Lao and Cambodian students currently studying in Vietnam as specified in Appendix I attached to Circular No. 16/2006/TT-BTC dated March 7, 2006 of the Ministry of Finance on the expenditure standards for training Lao and Cambodian students studying in Vietnam.
Article 2. The specific amounts of increased meal allowances for each educational level are as follows:
- Long-term secondary vocational education: 760,000 VND/person/month;
- Long-term higher education and postgraduate education: 880,000 VND/person/month;
- Short-term training participants (less than 12 months): 960,000 VND/person/month.
Article 3. The funds for the increased meal allowances for Lao and Cambodian students shall be included in the expenditure standard for training Lao and Cambodian students studying in Vietnam, sourced from the annual aid budget of the Government of Vietnam for the Governments of Laos and Cambodia. The increased meal allowance for Lao and Cambodian students shall take effect from April 1, 2008, replacing the meal allowance levels previously stipulated in Circular No. 16/2006/TT-BTC dated March 7, 2006 of the Ministry of Finance.
Article 4. Other aspects of the expenditure standard for training Lao and Cambodian students studying in Vietnam shall continue to be implemented according to Circular No. 16/2006/TT-BTC dated March 7, 2006 of the Ministry of Finance on the expenditure standards for training Lao and Cambodian students studying in Vietnam. .
Article 5. This Circular takes effect 15 days after its publication in the Official Gazette. Any issues arising during implementation should be reported to the Ministry of Finance for prompt resolution./.
