Pursuant to the Enterprise Law 2005;
Designate Vietnam Post Corporation
Considering the proposal of the Minister of Information and Communications,
DECISION:
Article 1. - Abbreviation: Vietnam Post
- International trade name: Vietnam Post, abbreviated as VNPost
As the enterprise responsible for maintaining and managing the public postal network; providing universal postal services according to tasks and plans assigned by the State; providing international postal services and other services within the framework of international postal agreements to which the Socialist Republic of Vietnam is a member.
Responsibilities of the Ministry of Information and Communications and relevant ministries and sectors:
Article 2. a) The Ministry of Information and Communications shall take the lead, in conjunction with the Ministry of Finance and relevant ministries and sectors within their respective functions and duties, to guide Vietnam Post Corporation in providing universal postal services;
b) The Ministry of Information and Communications shall guide Vietnam Post Corporation in providing international postal services; specify the scope, rights, and obligations of Vietnam Post Corporation when participating in activities of international postal organizations.
Responsibilities of Vietnam Post Corporation
Article 3. Vietnam Post Corporation is responsible for implementing Vietnamese laws on maintaining and managing the public postal network, providing universal postal services, providing international postal services, and provisions in international postal agreements to which Vietnam is a party; participating in activities of organizations under the Universal Postal Union (UPU) and the Asia-Pacific Postal Union (APPU).
This Decision takes effect from October 1, 2011.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairman of the Board of Directors of the Vietnam Posts and Telecommunications Group, General Director of Vietnam Post Corporation, and heads of related units are responsible for implementing this Decision./.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairman of the Board of Members of the Vietnam Post and Telecommunications Group Corporation, General Director of the Vietnam Post Joint Stock Corporation, and Heads of related units are responsible for implementing this Decision./.
