Amending and supplementing Circular No. 193/2010/TT-BTC dated December 2, 2010 on the regime for collection, payment, management, and use of fees for security condition assessment; examination fees for issuing security guard certificates; registration fee for issuance of certificate of registered seal model; fee for bringing fireworks into and out of Vietnam; fee for issuing a certificate of registered stamp model; fee for issuing a permit to bring fireworks into and out of Vietnam; fee for issuing a permit to manage firearms, explosives, and auxiliary tools

Pursuant to Decree No. 57/2002/NĐ-CP dated September 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Registration Fees; Decree No. 24/2006/NĐ-CP dated March 6, 2006 amending and supplementing Decree No. 57/2002/NĐ-CP dated September 3, 2002;

Pursuant to Decree No. 47/CP dated August 12, 1996 of the Government on weapons, explosives, and auxiliary tools management;

Pursuant to Decree No. 52/2008/NĐ-CP of the Government dated April 22, 2008 on the management of security guard services;

Pursuant to Decree No. 58/2001/NĐ-CP dated August 24, 2001 of the Government on seal management and use and Decree No. 31/2009/NĐ-CP dated April 1, 2009 amending and supplementing some articles of Decree No. 58/2001/NĐ-CP dated August 24, 2001;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

The Ministry of Finance stipulates the regime for collection, payment, and management of the registration fee for issuance of certificate of registered seal model as follows:

Article 1. Supplement Clause 3 of Article 2 as follows:

"3. In cases where certificates of registered seal models for election bodies of the National Assembly and People's Councils at all levels are issued, the collection shall be waived, and the applicable rates under the Fee and Registration Fee Schedule attached to this Circular shall not be applied."

Article 2.

1. This Circular takes effect from the date of signature.

2. Other contents related to fees for security condition assessment; examination fees for issuing security guard certificates; registration fees for issuance of certificate of registered seal model; fees for bringing fireworks into and out of Vietnam; registration fees for issuance of permit for managing weapons, explosives, and auxiliary tools not mentioned in this Circular shall continue to be implemented according to the guidance provided in Circular No. 193/2010/TT-BTC dated December 2, 2010 of the Ministry of Finance.

3. Organizations and individuals subject to fees and registration fees and relevant agencies are responsible for implementing this Circular. Any difficulties encountered during implementation should be promptly reported to the Ministry of Finance for consideration and guidance./.
