Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005 and the Law amending and supplementing certain articles of the Education Law dated November 25, 2009;
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Minister of Culture, Sports and Tourism,
The Prime Minister issues this Decision on preferential policies for students majoring in traditional arts and special fields in cultural-art schools.
Article 1. Scope and Applicability
This Decision stipulates preferential policies for students studying traditional arts and special fields in both public and private cultural-art schools, including: Traditional folk music performers, Hue traditional music performers, Southern Vietnamese folk music performers, traditional stage performance actors, folk song performance artists, Ca Tru performance artists, Bai Choi performance artists, traditional musical instrument performance artists.
Article 2. Tuition Fee Reduction
1. Students studying at public cultural-art training institutions shall have their tuition fees reduced by seventy percent (70%).
2. Students studying at non-public cultural-art training institutions shall have their tuition fees reduced to a level not exceeding the amount specified for corresponding majors in public cultural-art training institutions.
Article 3. Vocational Allowance
1. Students studying at public cultural-art training institutions shall be entitled to a vocational allowance equivalent to forty percent (40%) of the full scholarship/month.
2. Students studying at non-public cultural-art training institutions shall be entitled to a vocational allowance not exceeding the amount specified for corresponding majors in public cultural-art training institutions.
3. The vocational allowance provisions set forth in Clause 1 and Clause 2 of this Article shall only apply during months when students are enrolled in studies and shall be paid at the beginning of each month.
Article 4. Study Equipment Provision
Students studying at public cultural-art training institutions shall be provided with study attire and issued once annually, specifically as follows:
1. Two (2) sets of practice clothing;
2. Four (4) pairs of canvas shoes;
3. Seven (7) pairs of socks.
Article 5. Funding Implementation
1. Public cultural-art training institutions shall budget funds to implement the preferential policies stipulated in Articles 2, 3, and 4 of this Decision and allocate them within the annual regular budget for training purposes, subject to approval by the competent authority according to the law. These institutions must provide the preferential benefits to eligible recipients based on actual enrollment figures and ensure that the benefits are utilized for their intended purpose.
2. The State shall directly allocate funds to public cultural-art training institutions to implement the preferential policies stipulated in Articles 2, 3, and 4 of this Decision.
3. The State shall directly provide financial support for the tuition fee reduction and vocational allowance stipulated in Articles 2 and 3 of this Decision to students studying at non-public cultural-art training institutions.
Article 6. Effectiveness
This Decision shall take effect from September 9, 2014.
Article 7. Implementation Organization
1. The Ministry of Culture, Sports and Tourism shall be responsible for reviewing and evaluating traditional arts and special fields requiring priority and preferential treatment to propose recommendations to
