Decree No. 41/2015/NĐ-CP on awarding the titles of "People's Doctor" and "Outstanding Doctor"

DECREE

Article 24regarding the awarding of the title “TPeople's Doctor N |||”, “TPeople's Doctor AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF CIRCULAR NO. 16/2025/TT-BCT DATED FEBRUARY 1, 2025 OF THE MINISTER OF INDUSTRY AND TRADE ON THE OPERATION OF THE COMPETITIVE WHOLESALE ELECTRICITY MARKET2. Article 8 shall be amended and supplemented as follows:

Pursuant to the Law on Encouragement, Reward and Honor dated November 26, 2003;i Commendation and Reward Law amended on June 14, 2005, and the Law further amending certain articles of the Commendation and Reward Law on November 16, 2020,, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPm, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP ,No. of the Commendation and Reward Law,13;

At the proposal of the Minister of Health,

At the proposal of promulgates this Decree on the awarding of the title “People's Doctor”, “Outstanding Doctor”.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Decree stipulates the subjects, criteria, files, and procedures for awarding the titles “People's Doctor” and “Outstanding Doctor”.

Article 2. Recipients

The recipients of the titles “People's Doctor” and “Outstanding Doctor” include doctors, pharmacists, medical technicians, nursing staff, technical personnel, traditional medicine practitioners, traditional pharmacy practitioners, and health management officials (hereinafter referred to collectively as doctors).

Article 3. Explanation of Terms

In this Decree, the following terms shall be understood as follows:

1. Doctors in the field of medical examination and treatment, reproductive health care are doctors, pharmacists, and medical technicians, nursing staff, and technical personnel in the fields of medicine and pharmacy with at least a college-level specialty degree.

2. Doctors engaged in health management work are heads and deputy heads of healthcare facilities; civil servants working in departments, offices, and clinics of hospitals, institutes, and centers; civil servants at the Health Department of provincial health bureaus and the Ministry of Health; and civil servants specializing in health management work in ministries and agencies equivalent to ministries.

3. Doctors engaged in medical and pharmaceutical research work are those directly involved in research activities in medical and pharmaceutical research units or laboratories of institutions with functions in medical and pharmaceutical research within the health sector.

4. Traditional medicine practitioner is a person knowledgeable about traditional medical theory, having experience in diagnosing and treating diseases using traditional medical methods, either with or without medication, recognized by the Ministry of Health or provincial health bureaus after consultation with the Central Medical Council or provincial medical councils.

5. Traditional pharmacy practitioner is a person deeply knowledgeable about traditional medical theory as well as practical skills in the areas of herbal preparation and compounding, production and use of traditional medicines, who has been certified as a traditional pharmacy practitioner by a training institution designated by the Ministry of Health.

6. Time spent directly engaged in health technical work refers to time regularly spent on medical examination and treatment; traditional medicine; drug and food testing; pharmaceutical production; medical and pharmaceutical research; disease prevention and control; medical appraisal; and health education communication.

Article 4. Time of Awarding

The titles “People's Doctor” and “Outstanding Doctor” are awarded every three years and announced on the occasion of Vietnam Doctors' Day on February 27, according to a plan issued by the Minister of Health.

Article 5. Rights and Obligations of “People's Doctor” and “Outstanding Doctor”

1. Individuals who have received the titles “People's Doctor” and “Outstanding Doctor” are granted:

a) Medals and Certificates from the President of the State;

b) Monetary rewards as prescribed by laws on commendation and reward;

c) Other benefits as prescribed by current laws.

2. Individuals who have received the titles “People's Doctor” and “Outstanding Doctor” are responsible for continuing to uphold their moral qualities and talents to truly serve as role models for colleagues to emulate and be respected by the people.

Article 6. Calculation of time directly working in medical technical professions

1. The period of work of individuals engaged in medical technical professions at battlefields B, C, K; in the defense of the southwestern border, northern border, and volunteer troops of Vietnam in Laos and Cambodia shall be counted as direct working time in medical technical professions, with each year of work being equivalent to one year and six months.

2. The period of work in special fields such as tuberculosis treatment, leprosy, mental health, HIV/AIDS; forensic medicine; pathology and work in detention centers, temporary detention centers, compulsory educational facilities, compulsory drug rehabilitation centers, juvenile correctional schools, remote areas, extremely difficult areas, border regions, islands shall be counted as each year of work being equivalent to one year and two months.

3. Medical doctors who engage in healthcare management at medical examination and treatment facilities, pharmaceutical production, medical research, disease prevention and control while still directly working in medical technical professions shall have their management time counted as direct working time in medical technical professions.

4. Time spent by medical doctors on study not related to professional training in medicine or pharmacy for more than twelve months in concentrated form, or time taken off without pay, maternity leave, sick leave, or annual leave exceeding the prescribed legal limit shall not be counted as direct working time in medical technical professions.

5. In cases where medical doctors change job positions or have interruptions in their direct working time in medical technical professions, the accumulated time of direct working in medical technical professions shall be added together.

Article 7. Granting the titles "People's Doctor" and "Outstanding Doctor" to individuals who have changed workplaces, retired, or are currently teaching

In cases where individuals have changed workplaces, retired, or are currently teaching, if the workplace they are currently working at or their place of residence does not meet the conditions to establish a Council, the individual may request the granting of the title according to the following regulations:

1. Individuals who have changed workplaces may request the granting of the title at the workplace where they directly worked in medical technical professions or in healthcare management before changing jobs.

2. Retired individuals who have not exceeded three years from the date of retirement and have not engaged in medical technical professions shall be eligible to request the granting of the title at the workplace where they worked before retirement.

3. In cases where individuals are engaged in clinical, paraclinical, disease prevention and control teaching at multiple practice facilities, they may request the granting of the title at the facility where they have practiced the longest.

4. Individuals engaged in clinical, paraclinical, disease prevention and control teaching at practice facilities must have confirmation from the practice facility and may request the granting of the title at their current workplace.

Article 8. Funding for the organization of awarding

1. The funding for organizing the awarding of the titles "People's Doctor" and "Outstanding Doctor" is regulated as follows:

a) The Ministry of Health is responsible for allocating funds for awarding activities and the operations of the Ministry-level Council and the State-level Council in accordance with the laws on state budget;

b) The Minister, Head of a ministry-level agency, Chairman of the People's Committee of a province or centrally governed city is responsible for allocating funds for awarding activities and the operations of the Ministry-level and provincial Councils in accordance with the laws on state budget;

c) Heads of units are responsible for allocating funds for awarding activities and the operations of the grassroots-level Council in accordance with the laws on state budget.

2. The funding for organizing the awarding of the titles "People's Doctor" and "Outstanding Doctor" is used for the following activities:

a) Developing and implementing the examination plan of the Board;

b) Reviewing the application files for awarding;

c) Organizing Council meetings;

d) Announcing information about the Council's selection results through mass media to solicit public opinions;

đ) Holding press conferences to announce the Council's selection results;

e) Organizing award ceremonies;

g) Printing and photographing materials for the awarding process;

h) Other activities as prescribed.

Chapter II

CRITERIA FOR GRANTING THE TITLES "PEOPLE'S DOCTOR",

"OUTSTANDING DOCTOR"

Article 9. Criteria for awarding the title "People's Doctor"

The title "People's Doctor" shall be awarded to doctors who have been conferred the title "Outstanding Doctor" by the State and meet the following criteria:

1. Loyalty to the Socialist Republic of Vietnam; strictly comply with the Party’s guidelines and policies, state laws, internal regulations, and rules of the agency, unit, organization, and locality.

2. Possess good moral character, dedication to their profession, wholehearted care for patients, and trust and respect from the people, patients, and colleagues.

3. Demonstrate talent and outstanding achievements in disease prevention, treatment, development of medical science and technology, and significant contributions to the cause of protecting and improving public health, specifically as follows:

a) Serve as the principal investigator of at least one scientific and technological project at the ministerial or provincial level that has been accepted; or serve as the principal investigator of at least one applied innovation in the field of healthcare recognized by the provincial or ministerial Innovation Council; or be the author or co-author of at least one applied invention in the field of healthcare granted an exclusive patent by the Intellectual Property Office under the Ministry of Science and Technology.

b) Have been awarded the Labor Medal, National Defense Medal, Military Service Medal from Class Three upwards, or the National Model Worker title, or received a Certificate of Merit from the Prime Minister, and achieved the title of Model Worker at the ministerial or provincial level at least twice.

4. Have worked directly in technical professional work in the sector for at least twenty years; for health management officials, they must have worked in the sector for at least twenty-five years, including fifteen years or more working directly in technical professional work.

Article 10. Criteria for awarding the title "Outstanding Doctor"

The title "Outstanding Doctor" shall be awarded to doctors meeting the following criteria:

1. Loyalty to the Socialist Republic of Vietnam; strictly comply with the Party’s guidelines and policies, state laws, internal regulations, and rules of the agency, unit, organization, and locality.

2. Possess good moral character, dedication to their profession, wholehearted care for patients, and trust and respect from the people, patients, and colleagues.

3. Demonstrate talent in disease prevention, treatment, and development of medical science and technology.

a) Doctors not falling within the category specified in Point b of this Clause must meet the following standard: Serve as the principal investigator of at least two scientific and technological projects at the grassroots level or participate in at least two scientific and technological projects at the ministerial or provincial level, or serve as the secretary of one scientific and technological project at the ministerial or provincial level, or participate in one national-level scientific and technological project that has been accepted.

b) Doctors working in mountainous, remote, border, and island areas must meet the following standard: Serve as the principal investigator of one scientific and technological project at the grassroots level or serve as the principal investigator of two grassroots-level technological innovations that have been accepted and effectively implemented.

4. Achieve outstanding results in disease prevention, treatment, and development of medical science and technology, meeting the following standard: Have been awarded at least one Certificate of Merit from the Prime Minister, or received at least three Certificates of Merit at the ministerial or provincial level, or been awarded the title of Model Worker at the ministerial or provincial level twice and received one Certificate of Merit at the ministerial or provincial level, or been awarded the title of Model Worker at the grassroots level six times and received at least two Certificates of Merit at the ministerial or provincial level.

5. Have worked directly in technical professional work in the sector for at least fifteen years; for health management officials, they must have worked in the sector for at least twenty years, including ten years or more working directly in technical professional work.

THE COUNCIL FOR AWARDING THE TITLE "PEOPLE'S DOCTOR",

"OUTSTANDING DOCTOR"

Article 11. Tasks, principles of operation, and composition of the Council for awarding the titles "People's Doctor" and "Outstanding Doctor"

1. The Council for awarding titles shall be established at three levels:

a) Basic-level Council;

b) Ministry-level Council, provincial-level Council (hereinafter referred to as the Ministry-level Council and provincial-level Council);

c) National-level Council.

2. The Council shall be established by the head of the agency or unit with from nine to nineteen members.

3. The duties of the awarding council include:

a) Organize the awarding process in accordance with the provisions of the law;

b) Announce the results of the selection on mass media to solicit public opinions;

c) Completing the awarding dossier to submit to the competent council;

d) Examine and resolve any recommendations related to the awarding of the titles "People's Doctor" and "Outstanding Doctor".

4. The Council for awarding the titles "People's Doctor" and "Outstanding Doctor" operates according to the following principles:

a) Democracy, transparency, and compliance with the legal regulations on competition and rewards;

b) Meetings of the Council for awarding titles shall be organized when at least 75% of the Council members attend as determined in the Decision establishing the Council, including the Chairman of the Council or the Vice-Chairman authorized by the Chairman. The Secretariat is responsible for collecting the opinions of absent members through voting ballots according to Model No. 10 and No. 11 stipulated in the Appendix issued together with this Decree;

c) The State-level Council only examines files submitted by the Ministry-level Council and provincial-level Council, the Ministry-level Council and provincial-level Council only examine files submitted by the grassroots Council in accordance with this Decree; they do not examine files that do not comply with the legal regulations on competition and rewards;

d) The grassroots Council only submits lists of individuals who have received at least 90% approval votes from the total number of Council members to the Ministry-level Council and provincial-level Council, the Ministry-level Council and provincial-level Council only submit such lists to the State-level Council, and the State-level Council only submits such lists to the Prime Minister;

đ) Members of the Council for awarding titles are not eligible for the awarding of the titles "People's Doctor" and "Outstanding Doctor".

5. The composition of the Council for awarding the titles "People's Doctor" and "Outstanding Doctor" includes the Chairman of the Council, the Vice-Chairman of the Council, and Council members representing relevant agencies and organizations, and some "People's Doctors" and "Outstanding Doctors".

6. The Councils at all levels use the seal of the agency or unit where the Chairman of the Council is a leader. The provincial-level Council may use the seal of the Department of Health upon authorization by the Chairman of the Council.

7. The Secretariat, established by the Chairman of the Council to assist the Council in reviewing the awarding files and being responsible before the Council for the validity of the files; compiling the results of the awarding of the Council; completing the files in accordance with this Decree.

8. The department or organization responsible for competition and rewards functions as the permanent Secretariat of the Council for awarding the titles "People's Doctor" and "Outstanding Doctor". For the State-level Council, the Ministry of Health serves as the permanent Secretariat.

Article 12. Grassroots Council

1. The grassroots Council at the district level includes the Health Station under the District Health Office and other health facilities within its jurisdiction

a) Composition of the Council includes: the Chairman of the Council is the leader of the People's Committee at the district level; the Vice-Chairman of the Council is the leader of the Health Office and the Chairman of the Trade Union at the district level; Council members include leaders of the Health Office, some Heads of Health Stations at the commune level, some "People's Doctors", and "Outstanding Doctors" (if any);

b) The recipients of the award are doctors currently working at the Health Office, Health Station, professional associations, Family Planning Center, and private health facilities in the district.

2. The grassroots Council at health units directly under the Ministry, Provincial Health Departments; Preventive Health Centers, private hospitals, pharmaceutical production enterprises (hereinafter referred to as units)

a) Composition of the Council includes: the Chairman of the Council is the leader of the unit; the Vice-Chairman of the Council is the leader and the Chairman of the Trade Union of the unit; Council members include leaders of some departments, offices, divisions, workshops, sections under the unit, some "People's Doctors", and "Outstanding Doctors" (if any);

b) The recipients of the award are doctors currently working at the unit and Health Stations at the commune level under the Health Center.

3. The grassroots Council at the Provincial Health Department

a) Composition of the Council includes: the Chairman of the Council is the leader of the Provincial Health Department; the Vice-Chairman of the Council is the Chairman of the Trade Union and Deputy Director of the Provincial Health Department; Council members include leaders of some departments, offices, related units, professional associations, and some "People's Doctors", and "Outstanding Doctors" (if any);

b) The recipients of the award are doctors currently working at the Provincial Health Department and health units without the conditions to establish a Council.

4. The Council at the grassroots level in the Ministry of Health agency.

a) Composition of the Council includes: the Chairman of the Council is a representative of the leadership of the Ministry of Health; the Vice-Chairman of the Council is the leader of the Ministry's Office and the Chairman of the Trade Union of the Ministry; Council members include leaders of the Inspectorate, the Department of Organization and Cadres, and some Departments, Bureaus, General Departments under the Ministry, and some "People's Doctors", and "Outstanding Doctors" (if any);

b) The recipients of the award are doctors currently working at the Ministry and central agencies without the conditions to establish a Council.

5. The Minister of National Defense and the Minister of Public Security shall provide specific guidelines for establishing the grassroots Council at health units under their respective Ministries.

Article 13. Board at the Ministry and provincial level

1. The Council at the Ministry of Health level, the composition of the Council includes:

a) The Chairman of the Board is the representative of the leadership of the Ministry of Health;

b) The Vice-Chairman of the Board is the representative of the leadership of the Ministry of Health, the Chairman of the Trade Union of the Health Sector, the Director of the Department of Communication and Competition;

c) The members of the Board are representatives of the leadership of the Office of the Ministry, the Inspectorate of the Ministry, the Department of Organization and Cadres, representatives of some Departments, Bureaus, General Departments, and some "People's Doctors", "Outstanding Doctors".

2. The Board at the Ministry level of central Ministries and Committees with health sectors (hereinafter referred to as the Board at the Ministry level) shall consist of the following members:

a) The Chair of the Board is a representative of the Ministry's leadership;

b) The Vice-Chairman of the Board is the representative of the leadership of the health sector, the Chairman of the Trade Union of the health sector;

c) The members of the Board are the permanent members of the Board for Competition and Awards of the Ministry, representatives of some departments, medical facilities, some "People's Doctors", "Outstanding Doctors".

3. In cases where central Ministries and Committees with health sectors do not have the conditions to establish the Board as prescribed in Clause 2 of this Article, the leadership of the Ministry shall instruct the permanent members of the Board for Competition and Awards to guide and consolidate the results of the examination and awarding of the Board at the grassroots level to submit to the leadership of the Ministry for recommendation to the Ministry of Health for general review at the Ministry of Health Board.

4. Board at the provincial level, the composition of the Board includes:

a) The Chairman of the Board is the representative of the leadership of the Provincial People's Committee;

b) The Vice-Chairman of the Board is the Deputy Chairman of the Provincial People's Committee, the representative of the leadership of the Provincial Health Department, the representative of the leadership of the Provincial Board for Competition and Awards;

c) The members of the Board are the Deputy Directors of the Provincial Health Department, the Chairman of the Trade Union of the Health Sector, the representative of the leadership of the unit responsible for competition and awards work of the Provincial Health Department, the leadership of some units under/subordinate to the Provincial Health Department, the representative of the professional association on medicine and pharmacy, and some "People's Doctors", "Outstanding Doctors".

Article 14. National Level Board

1. The National Level Board is established by the Prime Minister upon the proposal of the Minister of Health, including:

a) The Chairman of the Council is the Minister of Health;

b) The Vice-Chairman of the Board is the representative of the leadership of the Ministry of Health, the General Confederation of Labor of Vietnam;

c) The composition of the Board includes representatives of the Office of the President, the Office of the Government, the Central Board for Competition and Awards, the Ministry of Defense, the Ministry of Public Security; professional associations on medicine and pharmacy; leaders of functional units under the Ministry of Health, including: the Office of the Ministry, the Inspectorate of the Ministry, the Department of Organization and Cadres, the Department of Communication and Competition, related Departments, Bureaus, General Departments, and some "People's Doctors".

2. The National Level Board completes the dossier and reports to the Minister of Health for consideration by the Prime Minister and submission to the President for decision on conferring the title of "People's Doctor" and "Outstanding Doctor".

Chapter IV

PROCEDURE AND Dossier FOR PROPOSAL TO AWARDS

"PEOPLE'S DOCTOR", "OUTSTANDING DOCTOR"

Article 15. Examination Procedure at Grassroots Level Board

1. Individuals proposing for examination and awarding may themselves or authorize another individual or organization to prepare the dossier for examination and awarding as prescribed in Clause 1 of Article 18 of this Decree and send the dossier directly or through postal service to the Grassroots Level Board (through the Permanent Secretariat of the Board).

2. The Standing Body of the grassroots Council shall perform the following tasks:

a) Propose to the competent authority to decide on the establishment of the Grassroots Level Board for awarding the titles of "People's Doctor" and "Outstanding Doctor" and the Secretariat to assist the Board;

b) Verify the validity of the documents in the file; receive and compile reports on the opinions and complaints of individuals and organizations (if any) and report to the competent authority for handling;

c) Compile a list of individuals requesting to be considered for the award along with a summary of each individual's achievements;

d) Propose the head of the unit to decide on organizing a meeting of cadres, civil servants, and employees to solicit opinions from the masses regarding support and introduction of the individual proposed for examination and awarding. Soliciting opinions is only valid if at least two-thirds of the cadres, civil servants, employees, and workers with intermediate-level qualifications in medicine and pharmacy participate in the meeting. The results of soliciting opinions must be recorded in a minutes. The individual proposed for examination and awarding must receive support from at least 80% of the participants to be eligible for consideration at the Grassroots Level Board;

đ) Compile and send the documents specified in Point c of this Clause to the members of the Board and organize meetings of the Board.

3. The grassroots Council shall perform the following tasks:

a) The Board convenes a meeting and conducts a secret ballot to select individuals who meet the criteria for examination and awarding the titles of "People's Doctor" and "Outstanding Doctor". Individuals who receive at least 90% of the votes in agreement from the total number of Board members as decided shall be included in the list for submission to the higher-level Board for consideration;

b) Announce publicly by posting the list of results selected by the Board at the workplace of the unit within ten working days;

c) In case there are objections or suggestions, the Board has the responsibility to examine and report to the authorized person for handling according to the provisions of the law.

Article 16. Procedure for awarding at the Ministry-level and provincial Councils

1. The Ministry-level and provincial Councils shall receive files from the basic-level Councils.

2. The Standing Body of the Ministry-level and provincial Councils shall receive and examine the composition and validity of the documents contained in the file submitted by the basic-level Council; receive, consider, and report to the competent authority on any complaints or suggestions related to the awarding process; send the documents specified in Points e and g, Clause 2, Article 18 of this Decree to the members of the Council and organize meetings of the Council.

3. The Ministry-level and provincial Councils shall perform the following tasks:

a) Hold a secret ballot meeting to select individuals who meet the criteria for the award of the titles "People's Doctor" and "Outstanding Doctor". Individuals receiving 90% or more of the votes in favor from the total number of Council members as decided upon shall be included in the list to be submitted to the higher-level Council for consideration;

b) Publicly announce the results of the selection through the Ministry’s and provincial information media within ten working days;

c) In case there are objections or suggestions, the Board has the responsibility to examine and report to the authorized person for handling according to the provisions of the law.

4. The Ministry-level Council shall submit the file for the award of the title "People's Doctor" to the Party Cadre Management Board of the Ministry for comments, while the provincial Council shall submit the file for the award of the title "People's Doctor" to the Provincial Committee Standing Committee or Municipal Committee Standing Committee for comments before submitting to the State-level Council.

Article 17. Procedure for awarding at the State-level Council

1. The State-level Council shall receive files from the Ministry-level and provincial Councils.

2. The Standing Body of the State-level Council shall receive and examine the composition and validity of the documents contained in the file submitted by the Ministry-level and provincial Councils; receive, consider, and report to the competent authority on any complaints or suggestions related to the awarding process; send the documents specified in Points e and g, Clause 2, Article 18 of this Decree to the members of the Council and organize meetings of the Council.

3. The State Council shall perform the following tasks:

a) Hold a secret ballot meeting to select individuals who meet the criteria for the award of the titles "People's Doctor" and "Outstanding Doctor". Individuals receiving 90% or more of the votes in favor from the total number of Council members shall be included in the list to be sent to the Central Steering Committee for Mobilization and Reward for review, and then submitted to the Prime Minister for consideration and recommendation to the President for decision;

b) Publicly announce the results of the selection on the Government Portal, the Ministry of Health Portal, and the Health and Life newspaper within fifteen working days;

c) In cases of complaints or suggestions, the Council shall have the responsibility to review and report to the competent authority for handling according to the law;

d) After the announcement period specified in Point b of this Clause has expired, the State-level Council shall complete the awarding file and submit it to the Minister of Health. The Ministry of Health shall send the file to the Central Steering Committee for Mobilization and Reward for review, and then submit it to the Prime Minister for consideration and recommendation to the President for decision.

Article 18. File for requesting the award of the titles "People's Doctor" and "Outstanding Doctor"

1. The documents for proposing to award for individuals include:

a) A form of achievement report for requesting the award of the title "People's Doctor" according to Form No. 08, and "Outstanding Doctor" according to Form No. 09 as prescribed in the Appendix attached to this Decree;

b) Documents proving achievements in professional activities, scientific research, and contributions to the health care and improvement of people's health including: certified copies if the individual submits the file via postal service or photocopies with original documents for verification if the individual submits directly to the basic-level Council Standing Body for certificates or decisions on awards, medals, prizes, state honors, and other forms of commendation; decisions recognizing the results of the Scientific and Technological Council, the Invention Council of the competent authority, or Patent Certificates, Invention Certificates.

2. The file for awarding submitted by the lower-level Council to the higher-level Council includes:

a) A request for awarding the titles "People's Doctor" and "Outstanding Doctor" according to Form No. 01 as prescribed in the Appendix attached to this Decree;

b) A list of individuals proposed for the award of the titles "People's Doctor" and "Outstanding Doctor" according to Form No. 02 as prescribed in the Appendix attached to this Decree;

c) Minutes of introduction and results of soliciting opinions according to Model No. 03 prescribed in the Appendix issued together with this Decree;

d) Minutes and results of the approval vote according to Form No. 04 as prescribed in the Appendix attached to this Decree;

đ) A brief list of individual achievements proposed for the award of the title "People's Doctor" according to Form No. 05 as prescribed in the Appendix attached to this Decree;

e) A brief list of individual achievements proposed for the award of the title "Outstanding Doctor" according to Form No. 06 as prescribed in the Appendix attached to this Decree;

g) A report on the procedure for awarding the titles "People's Doctor" and "Outstanding Doctor" according to Form No. 07 as prescribed in the Appendix attached to this Decree;

h) Decision on establishment of the Council;

i) Personal file as specified in Clause 1 of this Article.

Article 19. Quantity and time for submitting files

1. Individuals requesting to be considered for the award shall submit one set of files to the Basic Level Council no later than July 1 of the year of consideration.

2. The Basic Level Council shall submit two sets of files for consideration to the Ministry/City Council no later than August 15 of the year of consideration.

3. The Ministry/City Council shall submit two sets of files to the State Council no later than October 15 of the year of consideration.

4. Files for requesting consideration may be submitted directly or through postal service at the Standing Office of the Council as stipulated in Article 18 of this Decree.

5. The Standing Office of each level shall receive and inspect the files. In cases where the files do not comply with the provisions of Article 18 of this Decree, within ten working days from the date of receipt of the files, the Standing Office must notify the individual or lower-level Council to supplement the files. Upon receiving the notification, within ten working days, the individual or lower-level Council must complete the file supplementation.

Chapter V

IMPLEMENTING PROVISIONS

Article 20. Effective Date

1. This Decree takes effect from June 20, 2015.

2. Abolish regulations on the awarding of the titles "People's Doctor" and "Outstanding Doctor" that are contrary to this Decree.

Article 21. Responsibility for Implementation

1. The Minister of Health shall issue plans for the awarding of the titles "People's Doctor" and "Outstanding Doctor" and guidelines for organizing and implementing throughout the health sector.

2. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of People's Committees of provinces and centrally governed cities, agencies, organizations, units, and individuals related to this matter are responsible for enforcing this Decree./.
