ISSUING REGULATIONS ON THE MINIMUM VOLUME OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES TO BE ACHIEVED BY STUDENTS UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL
IN FIELDS OF JOURNALISM, INFORMATION, BUSINESS, AND MANAGEMENT
industries and professions within the fields of journalism, information, business, and management

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, War Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for competencies to be achieved by students upon graduation at the college and vocational level;

At the proposal of the Director General of the Vocational Education Department,

The Minister of Labor, War Invalids and Social Affairs hereby issues this Circular on the minimum volume of knowledge and requirements for competencies to be achieved by students upon graduation at the college and vocational level in fields of journalism, information, business, and management.

Article 1. ANNEXED TO THIS CIRCULAR ARE THE REGULATIONS ON THE MINIMUM VOLUME OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES TO BE ACHIEVED BY STUDENTS UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL FOR FIELDS OF JOURNALISM, INFORMATION, BUSINESS, AND MANAGEMENT TO BE APPLIED TO VOCATIONAL SCHOOLS, COLLEGES, UNIVERSITIES THAT PROVIDE COLLEGE EDUCATION (HEREINAFTER REFERRED TO AS SCHOOLS), INCLUDING:

1. Field, Trade: Multimedia Communication;

2. Field, Trade: Public Relations;

3. Field, Trade: Administrative Clerical Work;

4. Field, Trade: Corporate Accounting;

5. Field, Trade: Administrative and Public Service Accounting;

6. Field, Trade: Commercial Marketing;

Article 2. DELEGATING THE GENERAL DIRECTOR OF THE GENERAL DEPARTMENT OF VOCATIONAL EDUCATION TO ISSUE DETAILED REGULATIONS ON THE MINIMUM VOLUME OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES TO BE ACHIEVED BY STUDENTS UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL FOR EACH JOB POSITION ACCORDING TO EACH TRAINING FIELD AND TRADE AS PROVIDED FOR IN ARTICLE 1 OF THIS CIRCULAR FOR SCHOOLS TO USE AS A BASIS FOR ORGANIZING THE DEVELOPMENT, REVIEW, AND APPROVAL OF TRAINING PROGRAMS AND TEXTBOOKS TO APPLY TO THEIR OWN SCHOOLS.

Article 3. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 10, 2019.

MINISTRIES, MINISTERIAL LEVEL ORGANIZATIONS, GOVERNMENT AFFILIATED ORGANIZATIONS, PROVINCE AND CITY PEOPLE'S COMMITTEES WITH SCHOOLS UNDER THEIR ADMINISTRATION; SCHOOLS REGISTERED TO OPERATE VOCATIONAL EDUCATION AT THE COLLEGE AND VOCATIONAL LEVEL FOR FIELDS AND TRADES AS PROVIDED FOR IN ARTICLE 1 OF THIS CIRCULAR AND OTHER ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
