DECREE
OF THE GOVERNMENT DECREE NO. 41-CP OF JUNE 12, 1993 ON THE FUNCTIONS, DUTIES, POWERS AND ORGANIZATION OF THE YOUTH UNION OF VIETNAM
THE GOVERNMENT
Pursuant to the Law on the Organization of the Government dated September 30, 1992;
Considering the proposal of the Minister responsible for youth work and physical culture and sports of the Government, and the Minister, Head of the Organization-Cadre Department of the Government;
DECREE:
Article 1. - The Youth Union of Vietnam under the Government is hereby established.
The Youth Union of Vietnam is an organization coordinating body that works with ministries, ministerial-level agencies, government-affiliated agencies, and people's mass organizations to study and resolve issues concerning youth; assisting the Government in managing state affairs in the field of youth work.
Article 2. - The Youth Union of Vietnam has the following duties and powers:
1. To take the lead in coordinating with ministries, ministerial-level agencies, government-affiliated agencies, and people's mass organizations in drafting and submitting to the Government strategies, plans, programs, projects, systems, and policies for youth; coordinating among ministries, ministerial-level agencies, government-affiliated agencies, and people's mass organizations in implementing these strategies, plans, programs, projects, policies, and systems.
2. To monitor, guide, urge, and inspect ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees directly under the central government, social organizations, and economic organizations in implementing state regulations concerning youth.
3. To coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union, associations of young people, and people's mass organizations in mobilizing and organizing youth to fulfill tasks related to socio-economic development, national defense, and ensuring legitimate interests of youth.
ARTICLE 3.The composition of the Youth Union of Vietnam includes:
- Chairperson,
- One Vice-Chairperson specializing in the position; one Vice-Chairperson who is the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union,
- The Chairperson and the specialized Vice-Chairperson are appointed and relieved from duty by the Prime Minister.
- Members of the Union are representatives of leaders from the Ministry of Education and Training, the Ministry of National Defense, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Culture, Sports and Tourism, the General Department of Physical Culture and Sports, the Vietnam Women's Union, and some specialized members.
The Youth Union of Vietnam has a streamlined Secretariat with a number of staff members to assist in its operations.
The Youth Union of Vietnam has its own seal and budget.
Article 4.-The Youth Union of Vietnam fulfills its duties and powers through the activities of the Union's collective body and individual members.
The Chairperson of the Committee is responsible to the Prime Minister for all activities of the Committee.
Ministries, government-affiliated agencies, and people's mass organizations represented as members of the Union have the responsibility to direct their sectors and mass organizations to implement assigned youth-related tasks, and create conditions for members to actively participate in Union activities.
Article 5.-At the provincial level, the Provincial Youth Union under the Provincial People's Committee is established.
The Provincial Youth Union is an auxiliary body helping the Provincial People's Committee organize coordination among departments to implement youth-related tasks at the local level.
The Chairperson and other members of the Provincial Youth Union are decided by the Chairman of the Provincial People's Committee.
The Provincial Youth Union has one or two specialized staff members to assist, located at the Provincial People's Committee Office.
Article 6.At the district and county levels, a Deputy Chairman of the People's Committee is assigned to be responsible for coordinating the implementation of youth-related tasks within the area, and a staff member from the People's Committee Office is designated to concurrently handle youth work.
Article 7.- The Minister in charge of youth work and physical training and sports of the Government, the Ministers, Heads of ministerial-level agencies, and government-affiliated agencies, and the Chairpersons of the People's Committees of the provinces and centrally governed cities shall be responsible for implementing this Decree.This Decree takes effect from the date of issuance.
