Circular No. 41-TTGD on guiding the recognition of teachers from incomplete to full level

CIRCULAR

OF THE MINISTRY OF EDUCATION NUMBER 41-TTGD SEPTEMBER 6, 1962 ON GUIDELINES FOR RECOGNIZING TEACHERS WHO HAVE NOT YET BEEN PROMOTED TO FULL GRADE

In Circular No. 3437/PCB dated August 24, 1956, the Ministry had stipulated the criteria and procedures for recognizing teachers to teach higher grades. Up to now, many teachers who have demonstrated good teaching performance have been recognized as full-grade teachers. However, due to the increasing demand for development at all levels of general education and the limited capacity of teacher training institutions, localities have continued to promote a considerable number of teachers to teach higher grades, and currently, a large number of teachers have not yet been considered for full-grade recognition.

To implement the policy of continuously improving the quality of the education sector, the Ministry hereby uniformly stipulates the criteria for recognizing teachers to teach higher grades and the procedures as follows:

I. CONDITIONS FOR CONSIDERATION FOR RECOGNITION

1. Full-grade primary school teachers:

- Have completed the seventh grade curriculum of general education or supplementary education and obtained a certificate from the competent authority.

- Have taught grades 3 and 4 for three years, including at least one year teaching grade 4. If they have taught grades 1 and 2 for two years or more, then moved up to teach grades 3 and 4, the time spent teaching grades 3 and 4 must be at least two years, including at least one year teaching grade 4.

2. Full-grade secondary school teachers:

- Have graduated from the tenth grade of general education or the ninth grade under the nine-year system. If they have completed supplementary education, they must have graduated from the tenth grade in social sciences for social studies teachers or in natural sciences for natural science teachers.

- Have taught secondary school for at least two years, including at least one year teaching up to grade 7.

For teachers who graduated from a one-year secondary teacher training program (academic year 1959-1960), the condition for consideration is that they must have attended a summer refresher course and taught secondary school for two years.

For secondary school teachers who graduated from a self-study secondary teacher training program, the condition for consideration for recognition is that they have taught for two years at the secondary level.

3. Full-grade high school teachers:

Have graduated from a self-study university-level teacher training program and have taught at the high school level for two years.

For teachers with a full high school diploma or bachelor's degree who have been in the profession for three years or more (as of May 1, 1960), and have taught at the high school level for two years, they will also be considered for recognition.

II. ORGANIZATION OF RECOGNITION OF FULL-GRADE TEACHERS

- Regarding the recognition of full-grade primary school teachers:

- Each district will establish a Committee consisting of the Director or Deputy Director of the District Education Office, one or two primary school teachers from the Teacher Training Institute, the Principal of a primary school or one or two full-grade primary school teachers selected from among excellent teachers with extensive experience in the district, and one representative of the County Teachers' Union.

This Committee will be appointed by the Province Department and approved by the Provincial People's Committee.

The Committee will base its decision on the assessment of the School Council, the teaching results from files reviewed by the District and Province Departments, and recognize accordingly.

- If there are no files, the Committee will not consider.

The minutes of the Committee will be sent to the Province Department for review and approval by the Provincial People's Committee to issue a recognition decision.

- Regarding the recognition of full-grade secondary and high school teachers:

- Each region, city, or province will establish a Committee consisting of the Director or Deputy Director of the Regional, City, or Provincial Department, the Director or Deputy Director of the Province Department, a representative of the Regional, City, or Provincial Teachers' Union, the Principal or Vice Principal of a secondary teacher training institute, the Principal or Vice Principal of a secondary or high school, or full-grade secondary or high school teachers (depending on the type of recognition being considered) who are excellent in their field and have extensive experience.

This Committee will be designated by the Regional, City, or Provincial People's Committee.

Specifically, for the Viet Bac Autonomous Region, the recognition of high school teachers will be reviewed by the Committee at the Regional level, while the recognition of secondary school teachers will be reviewed by the Committee at the Provincial level.

- The Committee will base its decision on the assessment of the School Council, the teaching results from files reviewed by the Province Department, and recognize accordingly. Without files, the Committee will not consider.

The minutes of the Committee will be submitted for approval by the Regional, City, or Provincial People's Committee to issue a recognition decision.

For primary school teachers who have graduated from a self-study secondary teacher training program or secondary school teachers who have graduated from a self-study university-level teacher training program and continue to teach at their current level, they will not be considered for recognition as full-grade teachers of the higher level. Regarding salary policies for these teachers, the Ministry will provide further regulations. Teachers who have not yet been recognized as full-grade teachers but are transferred to work at the District, Province, Regional, or Central level, meeting the cultural and seniority requirements mentioned above, will not be recognized as full-grade teachers because they do not participate in teaching activities. However, regarding material benefits, they will be considered for placement at a salary level equivalent to that of research staff if they have the capability.

For staff working at the District, Province, Regional, or Central level who have graduated from a self-study secondary teacher training program or a self-study university-level teacher training program, they will not be recognized as full-grade teachers. After graduation, through a period of work, if they demonstrate significant progress and have the ability to take on higher responsibilities, the head of the unit may assign new tasks based on this, and on this basis, their salary will be reconsidered appropriately.

If they are transferred to a school to teach, they will be considered for recognition based on their assignment and teaching capabilities.

This circular shall take effect from the academic year 1962-1963 and apply to both public and private school teachers./.
