THE MINISTER OF PUBLIC SECURITY

Based on the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;

After reaching consensus with the Minister of Labour - War Invalids and Social Affairs,

Pursuant to …;

Article 1. The list of State secrets of Confidential level in the Labour - War Invalids and Social Affairs sector includes information within the following scope:

1. Plans and contents of negotiations with other countries regarding labor cooperation and experts; complex situations involving Vietnamese workers abroad related to foreign affairs that have not been disclosed;

2. Periodic reports and special topic reports of the Labour - War Invalids and Social Affairs sector that have not been disclosed;

3. Indicators, plans, and budgets for investment in the Labour - War Invalids and Social Affairs sector that have not been disclosed;

4. Projects adjusting salaries, incentive policies, and social insurance for state civil servants and policy beneficiaries that have not been disclosed;

5. Unpublished labor force survey data;

6. Documents and projects supported by foreign countries and international organizations that have not been disclosed;

7. Information, documents, survey results, and evaluations on the current status of social evils and special measures to address them that have not been disclosed;

8. Files and documents under inspection, inspection results, resolution of complaints and petitions; documents concerning political and internal issues of the Labour - War Invalids and Social Affairs sector that have not been disclosed;

9. Personnel files of leaders at the department level and above; documents concerning the restructuring of the Labour - War Invalids and Social Affairs sector that have not been disclosed;

10. National-level scientific research projects led by the Labour - War Invalids and Social Affairs sector related to national security and defense that have not been disclosed;

11. Documents on computer network design, internal databases of the Labour - War Invalids and Social Affairs sector; encryption keys, passwords, and protocols for ensuring information security and safety in the use and application of information technology in the sector.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Competent agencies of the Ministry of Labour - War Invalids and Social Affairs and the Ministry of Public Security are responsible for guiding and supervising the implementation of this Decision.

Article 3. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally governed municipalities are responsible for implementing this Decision./.
