during the Period up to 2020

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 290/2006/QĐ-TTg dated December 29, 2006 of the Government approving the Project "Orientation on Attracting and Utilizing Official Development Assistance during the 2006-2010 Period";

Considering the proposals of the Ministry of Planning and Investment (documents No. 1350 BKH/KCHT&ĐT dated March 5, 2007 and No. 1811 BKH/KCHT&ĐT dated March 20, 2007), the Ministry of Transport (document No. 1444/BGTVT-KHĐT dated March 21, 2007), the Ministry of Construction (document No. 546/BXD-XL dated March 23, 2007), the State Bank of Vietnam (document No. 2360/NHNN-TD dated March 21, 2007), and the Ministry of Finance (document No. 4356/BTC-ĐT dated March 29, 2007),

Article 1. Approves the Investment Portfolio for Some Important and Essential Infrastructure Transport Projects during the Period up to 2020 with the main contents as follows:

1. Viewpoints:

- Mobilize all resources to build and complete in stages the infrastructure transport system during the period up to 2020, focusing on investing in important and essential projects to contribute to accelerating the implementation of the country's industrialization and modernization.

- Alongside the investment in important and essential infrastructure transport projects, it is necessary to maintain and upgrade existing infrastructure transport capacity to maximize its utilization and develop a synchronized and gradually complete national infrastructure transport system during the period up to 2020.

- Serve as a basis for mobilizing and attracting investment funds (ODA funds, foreign direct investment, domestic funds, and other sources) for infrastructure transport investment.

- Serve as a basis for supplementing and adjusting transportation development plans.

2. Specific Objectives:

- For the period up to 2010

+ Road: Construct new sections of the North-South Expressway (Hanoi - Ho Chi Minh City - Can Tho), some expressways in two Economic Corridors and one Economic Ring between Vietnam and China, and in key economic regions; connect the Ho Chi Minh Highway according to the Resolution of the National Assembly; upgrade and widen some sections of National Route 1 to enhance traffic capacity and reduce congestion.

+ Rail: Gradually improve the capacity and modernize the existing North-South railway line, renovate and upgrade the Yen Vien - Lao Cai railway line; accelerate preparatory work for the construction of the North-South high-speed railway and the railway serving aluminum-alumina exploitation and production in the Central Highlands provinces.

+ Sea: Construct an international container transshipment port at Van Phong, Khanh Hoa Province (initial phase and northern gateway at Lach Huyen, Hai Phong City); construct channels for large vessels entering the Hau River.

+ Air: Construct passenger terminals at Da Nang International Airport and Terminal 2 at Noi Bai International Airport; construct the Duong To airport on Phu Quoc Island; accelerate preparatory work for the construction of Long Thanh International Airport in Dong Nai Province.

- For the period from 2010 to 2020.

+ Road: Continue constructing priority stations on the North-South Expressway, complete the construction of expressways in two Economic Corridors and one Economic Ring between Vietnam and China; construct the expressway from Dau Giay, Dong Nai Province to Dalat, Lam Dong Province; continue upgrading and widening some sections of National Route 1 to ensure it remains a vital traffic artery until 2020.

+ Rail: Implement the construction of the Hanoi - Ho Chi Minh City high-speed railway, the Lao Cai - Hanoi - Haiphong railway; renovate and upgrade the Dong Dang - Hanoi railway to double track; complete the construction of the railway serving aluminum-alumina exploitation and production in the Central Highlands provinces.

+ Sea: Continue investing to strengthen the capacity of the international container transshipment port at Van Phong, Khanh Hoa Province and the northern gateway port at Lach Huyen, Hai Phong City according to planning.

+ Air: Construct Long Thanh International Airport in Dong Nai Province.

3. Investment Capital Requirements:

The total investment capital requirement for the projects in the portfolio is estimated at approximately 67,570 million USD, of which 4,418 million USD has been identified as funding sources (including projects that have received investment decisions or signed loan agreements).

4. List of Some Important and Essential Infrastructure Transport Projects during the Period up to 2020 (attached appendix).

Article 2. Implementation

1. The Ministry of Transport:

a) Review and adjust transportation development plans to ensure consistency with related plans. Prioritize completing the planning for the high-speed road and rail systems during the period up to 2020 and beyond; conduct detailed planning for the North-South Expressway and the North-South high-speed railway.

b) Continue directing efforts to expedite the progress of projects that have received investment decisions.

c) For projects expected to use domestic capital, select priority projects and study mechanisms to mobilize capital for each project; simultaneously coordinate with relevant agencies to promote investment, prioritizing non-budgetary funds from various economic sectors.

d) Focus on completing the investment report for the Hanoi - Ho Chi Minh City high-speed railway project as a basis for submitting to the National Assembly for approval of the investment policy.

đ) Report periodically every six months

2. The Ministry of Planning and Investment:

a) Take the lead and coordinate with relevant agencies to review, update, and supplement projects in the portfolio into the overall socio-economic development plan and regional planning up to 2010 and future directions.

b) Take the lead and coordinate with relevant agencies to develop plans for mobilizing and calling for funds for projects expected to use ODA and foreign direct investment funds to invest in projects according to schedule requirements while ensuring macro balance of investment resources.

c) Take the lead and coordinate with the Ministry of Finance to perform the function of inspecting and supervising the allocation and use of investment development funds to ensure their intended purpose and effectiveness.

d) Report periodically every six months

3. Relevant Ministries and Sectors:

In accordance with their functions, tasks, and authorities, they are responsible for coordinating with the Ministry of Transport and the Ministry of Planning and Investment to implement the objectives of this Decision.

4. People's Committees of provinces and centrally governed cities related:

a) Coordinate with the Ministry of Transport to review and adjust planning and plans for the development of transport up to 2010 and orientations for subsequent years;

b) Update and supplement projects in the List into local socio-economic development planning and plans in accordance with overall planning and plans;

c) Be responsible for implementing compensation, support, and resettlement work to clear land according to regulations, meeting the requirements and progress of project implementation.

Article 3. This Decision shall take effect from the date of signing.

Article 4. Ministers, Heads of agencies, and Chairmen of People's Committees of provinces and centrally governed cities related are responsible for enforcing this Decision.
