Pursuant to Decision No. 153/2004/QD-TTg dated August 17, 2004 of the Prime Minister on issuing the Strategic Orientation for Sustainable Development in Vietnam (Vietnam's Agenda 21);
Pursuant to Decision No. 1032/QD-TTg dated September 27, 2005 of the Prime Minister on establishing the National Sustainable Development Council;
