RESOLUTION
Provisions on the functions, tasks, organization, and staffing of the Office of the Delegation of National Assembly Members

NATIONAL ASSEMBLY STANDING COMMITTEE
Based on Article 7, Article 59, Article 60, and Article 61 of the Law on the Organization of the National Assembly, adopted at the tenth session of the tenth National Assembly on December 25, 2001;
Based on Article 45 and 46 of the Rules of Procedure for National Assembly Deputies and Delegations;
After reaching agreement with the Prime Minister;
RESOLVES
Article 1. The Office of the Delegation of National Assembly Members is an assisting body to the Delegation of National Assembly Members and National Assembly Members; it has the function of advising and organizing services for all activities of the Delegation of National Assembly Members, the head and deputy heads of the Delegation of National Assembly Members, and the National Assembly Members within the Delegation of National Assembly Members from the locality.
Article 2. The Office of the Delegation of National Assembly Members shall perform the following tasks:
1. Assist the head and deputy heads of the delegation in planning the program and plan of activities (monthly, quarterly, semi-annually, and annually) of the Delegation of National Assembly Members;
2. Serve National Assembly Members within the delegation in implementing their monthly, quarterly, semi-annual, and annual activity plans;
3. Organize services for National Assembly Members to meet citizens; receive, transfer petitions, monitor, and urge the resolution of complaints, denunciations, and suggestions from citizens that have been transferred by National Assembly Members and the Delegation of National Assembly Members to competent authorities for resolution;
4. Organize services for National Assembly Members to meet voters; assist the head of the delegation in compiling and reporting consolidated opinions and suggestions of voters to the Standing Committee of the National Assembly as prescribed and send them to relevant agencies and organizations for consideration and resolution of voter suggestions within the scope and authority of the locality;
5. Serve the Delegation of National Assembly Members and National Assembly Members within the delegation in contributing to Draft Laws, Ordinances, Draft Resolutions, and reports sent by the Standing Committee of the National Assembly;
6. Serve the Delegation of National Assembly Members and National Assembly Members in supervising the implementation of laws at the local level; coordinate with functional departments of the National Assembly Office to serve inspection teams of the Standing Committee of the National Assembly, the National Ethnic Council, and various Committees of the National Assembly working in the locality;
7. Serve the activities of the Delegation of National Assembly Members and National Assembly Members within the delegation in external affairs;
8. Serve the activities of the Delegation of National Assembly Members and National Assembly Members within the delegation during the sessions of the National Assembly according to the Regulations on the Sessions of the National Assembly and other legal provisions;
9. Assist the head and deputy heads of the Delegation of National Assembly Members in managing the work of document management and archives;
10. Assist the head and deputy heads of the Delegation of National Assembly Members in preparing the annual budget for the delegation's activities to be submitted to the National Assembly Office and manage, spend, settle, and finalize financial accounts of the delegation according to state financial regulations;
11. Assist the head and deputy heads of the Delegation of National Assembly Members in managing and using equipment and assets of the delegation in accordance with state regulations;
12. Assist the head and deputy heads of the Delegation of National Assembly Members in summarizing the activities of the delegation and members within the delegation to report to the Standing Committee of the National Assembly;
Article 3. Staffing of the Office of the Delegation of National Assembly Members is stipulated as follows:
1. For a Delegation of National Assembly Members with fewer than ten members, the leadership of the Office consists of a Director and four civil servants;
2. For a Delegation of National Assembly Members with ten to fifteen members, the leadership of the Office consists of a Director and five civil servants;
3. For a Delegation of National Assembly Members with more than fifteen members, the leadership of the Office consists of a Director and a Deputy Director (if necessary), and six civil servants (special cases decided by the Standing Committee of the National Assembly);
4. Depending on the volume and nature of work, the Office of the Delegation of National Assembly Members may employ additional contractual workers after reaching agreement with the Head of the National Assembly Office;
5. Specific staffing of each Office in the locality is determined by the Head of the Delegation of National Assembly Members based on specific circumstances, after consultation and agreement within the delegation, working with provincial or centrally governed city functional agencies, and reaching agreement with the Head of the National Assembly Office;
Article 4.
1. The Chairman of the People's Committee of the province or centrally governed city appoints the Director and Deputy Director of the Office based on the proposal of the Head of the Delegation of National Assembly Members and agreement with the Head of the National Assembly Office;
2. Civil servants of the Office of the Delegation of National Assembly Members are managed by local functional agencies according to their authority; all policies and benefits for civil servants working at the Office of the Delegation of National Assembly Members are implemented according to the regulations of the state at the locality;
Article 5. The Director of the Office of the Delegation of National Assembly Members receives a position allowance of coefficient 0.7; the Deputy Director receives a position allowance of coefficient 0.5 (for Hanoi City, Hai Phong City, and Ho Chi Minh City, coefficients are 0.8 and 0.6 respectively); other civil servants receive salaries according to the Administrative Salary Table issued by Decree No. 25/CP dated May 23, 1993 of the Government, or enter into labor contracts in accordance with Chapter IV of the Labor Code;
Article 6.
1. The Office of the Delegation of National Assembly Members has a seal as prescribed by the state;
2. The budget of the Office of the Delegation of National Assembly Members is included in the budget of the Delegation of National Assembly Members' activities;
Article 7. The Office of the Delegation of National Assembly Members maintains working relationships with the Offices of: Provincial Party Committee (or Municipal Party Committee); People's Council, People's Committee, Vietnam Fatherland Front Committee, and local agencies, organizations, and units, while maintaining regular and close ties with the National Assembly Office to coordinate in serving the activities of the Delegation of National Assembly Members and National Assembly Members;
Article 8. The Head of the National Assembly Office; the Head of the Delegation Work Committee; the Head of the Delegation of National Assembly Members; the Minister of Home Affairs; the Chairmen of the People's Committees of provinces and centrally governed cities are responsible for implementing this Resolution.
