Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Based on the Decree No. 37/1998/NĐ-CP dated June 9, 1998 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;
After reaching consensus with the Minister of Fisheries,

Article 1. The List of State Secrets of Confidential Level in the Fisheries Sector includes information within the following scope:
1. Content related to the preparation for establishing negotiation delegations on fisheries cooperation between Vietnam and other countries.
2. Projects and research results in the fields of fishing technology, machinery, shipbuilding, production of net materials, breeding and cultivation of aquatic species, unannounced seafood processing technologies.
3. Production technologies and processes for new products; technologies still under development and not yet applied in production, useful solutions, and important vocational secrets significant to fisheries science and technology and economy that have not been announced.
4. Documents and data on fish, shrimp beds, and other economic marine resources.
5. Statistical and accounting data specific to the sector still under processing and not yet announced.
6. Inspection and supervision documents; inspection and supervision results in the fisheries sector that have not been announced.
7. Personnel files of department-level (and equivalent) leaders and above; planning documents for the leadership cadre of the fisheries sector; documents regarding the promotion and disciplinary actions of cadres still under processing.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The competent authorities of the Ministry of Fisheries and the Ministry of Public Security are responsible for monitoring the implementation of this Decision.
Article 3. Ministries; ministerial-level agencies; government-affiliated agencies; People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision.
