THE MINISTER OF FINANCE
- BASED ON DECREE NO. 86/2002/ND-CP OF November 5, 2002 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES AT THE MINISTERIAL LEVEL;
- BASED ON DECREE NO. 77/2003/ND-CP OF July 1, 2003 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
- PURSUANT TO THE PROPOSAL OF THE STANDING BOARD OF THE LOTTERY CONSTRUCTION COUNCIL IN THE NORTHERN REGION AND THE DIRECTOR OF THE DEPARTMENT OF BANKING AND FINANCIAL ORGANIZATION FINANCE;
DECISION:
Article 1. APPROVES THE REGULATIONS ON THE OPERATIONS OF THE LOTTERY CONSTRUCTION COUNCILS OF THE PROVINCES AND CITIES IN THE NORTHERN REGION (INCLUDING PROVINCES FROM HA TINH NORTHWARDS).
THE STANDING BOARD OF THE LOTTERY CONSTRUCTION COUNCIL IN THE NORTHERN REGION SHALL BE RESPONSIBLE FOR LEADING THE COUNCIL TO COMPLY WITH THE MANAGEMENT REGULATIONS ON LOTTERY CONSTRUCTION ISSUED BY THE MINISTRY OF FINANCE; MANAGING THE LOTTERY CONSTRUCTION ACTIVITIES IN ACCORDANCE WITH THE REGULATIONS ON THE OPERATIONS OF THE LOTTERY CONSTRUCTION COUNCILS OF THE PROVINCES AND CITIES IN THE NORTHERN REGION AS APPROVED.
Article 2. THE DEPARTMENTS OF FINANCE OF THE PROVINCES AND CITIES IN THE NORTHERN REGION SHALL BE RESPONSIBLE FOR GUIDING ALL ACTIVITIES AND CREATING FAVORABLE CONDITIONS FOR THE LOTTERY CONSTRUCTION COMPANIES TO OPERATE EFFECTIVELY AND TO COMPLY WITH THE REGULATIONS APPROVED IN THIS DECISION.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM JANUARY 1, 2005.
THE DIRECTOR OF THE DEPARTMENT OF BANKING AND FINANCIAL ORGANIZATION FINANCE, THE HEAD OF THE MINISTRY'S OFFICE, THE DIRECTORS OF THE DEPARTMENTS OF FINANCE, AND THE DIRECTORS OF THE LOTTERY CONSTRUCTION COMPANIES IN THE PROVINCES AND CITIES IN THE NORTHERN REGION ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
