Article 1. Supplement 447 communes belonging to 192 districts of 33 provinces and centrally-administered cities (as listed in the attached Decision) to the list of particularly difficult communes to benefit from the policies of the Socio-Economic Development Program for Particularly Difficult Communes, ethnic minority mountainous regions, border areas, and remote and far-flung areas (Program 135) starting from the 2001 plan.
Article 2. The Minister of Planning and Investment, the Minister of Finance shall allocate funds of Program 135 under the 2001 plan to the People's Committees of provinces and centrally-administered cities to distribute to the aforementioned communes for implementation of the program.
Article 3. This Decision shall take effect from the date of signing.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Heads of related sectors, and Chairmen of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision.
