THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

To promptly reward products that have economic and social value and directly benefit agriculture and rural development;

Considering the proposal of the Director of the Science and Technology Department, the Standing Committee of the Ministry's Competition and Reward Council, and the Minister's Office Director,

DECISION:

Article 1. The "Vietnamese Golden Rice Ear Award" and the registration, selection, and awarding regulations for the Vietnamese Golden Rice Ear Award are hereby issued.

Article 2. This regulation shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Minister's Office Director, the Director of the Science and Technology Department, and the heads of relevant units shall be responsible for implementing this decision.

REGULATIONS

REGISTRATION, SELECTION AND AWARDING OF THE

VIETNAMESE GOLDEN RICE EAR AWARD YEAR

of the Minister of Agriculture and Rural Development)

The Ministry of Agriculture and Rural Development issues the "Vietnamese Golden Rice Ear Award" to encourage, motivate, and recognize the contributions of collectives and individuals who have created products, scientific works, inventions, innovations, and technological processes applied in practical production within the sector, thereby promoting the industrialization and modernization of agriculture and rural development.

PART I

GENERAL PROVISIONS

Article 1. Scope of Application

This regulation applies to industry-level awards, the selection and presentation of awards for products that are goods, services, and scientific and technological works (hereinafter referred to as products) in the field of agriculture and rural development that have economic and social value and directly benefit agriculture and rural development.

Trade fairs and exhibitions organized, co-organized, or sponsored by the Ministry of Agriculture and Rural Development (hereinafter abbreviated as the Ministry of Agriculture and Rural Development) shall establish regulations for awarding gold medals, silver medals, cups, and certificates based on this regulation, to be submitted for approval by the Ministry of Agriculture and Rural Development.

Article 2. Eligible entrants

1. Products from units and individuals both inside and outside the industry that have participated in trade fairs and exhibitions organized, co-organized, or sponsored by the Ministry of Agriculture and Rural Development, including those that have won gold medals, silver medals, and cups at such fairs and exhibitions;

2. Products from units and individuals both inside and outside the industry that have not participated in trade fairs and exhibitions organized, co-organized, or sponsored by the Ministry of Agriculture and Rural Development, but which have been evaluated by specialized state management agencies;

3. For research results, implementation of technological advancements, and other agricultural and rural development services, they must be accepted and put into wide-scale application in production, circulation, and export by the State-level Scientific and Technological Council, or provincial and municipal councils, achieving economic benefits.Article 3. The Vietnamese Golden Rice Ear Award for products, b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:

1. The emblem of the Vietnamese Golden Rice Ear Award;

2. The certificate recognizing the product of the unit that has won the Vietnamese Golden Rice Ear Award;

3. Prize money.

Article 4. The design of the emblem and the certificate for winning products: shall be stipulated by the Ministry of Agriculture and Rural Development.

PART II

PROCEDURES FOR REGISTRATION AND AWARD SELECTION

Article 5. Registration Objectives

Units and individuals within and outside the Ministry of Agriculture and Rural Development with products specified in Article 2 have the right to submit registration application forms for the Golden Rice Ear Award examination.

Article 6. Registration Procedures

Every two to three years, the Ministry of Agriculture and Rural Development issues a notification on the examination of the Golden Rice Ear Award. Based on the Ministry's notification, units and individuals wishing to participate in the award examination must send their registration application forms (either directly or through postal service) to the Standing Committee of the Examination Board (Room for Competition Promotion and Exhibition under the Ministry of Agriculture and Rural Development's Office). The application form includes two sets, following the provisions set out in Appendix II.

Article 7. Entry Fees for the Award

1. For units: pay an entry fee of 500,000 VND (five hundred thousand VND) for each product's application form for the award examination;

2. For individuals: pay an entry fee of 200,000 VND (two hundred thousand VND) for each product's application form for the award examination.

CHAPTER III

AWARD SELECTION PROCEDURE

Article 8. Announcing the time, format of organization, and procedures for receiving award applications

1. The Standing Committee of the Examination Board widely announces the schedule and format of the award organization (at least 60 days before the examination meeting) to units within the industry and through mass media so that units and individuals meeting the conditions stipulated in Article 2 can prepare and submit their registration application forms.

2. The Standing Committee of the Examination Board is responsible for receiving, reviewing, and notifying in writing to participating units and individuals about necessary supplementary materials according to regulations, compiling, and evaluating the content of the application forms to be submitted for the Board's review.

1. The Chairman of the Board is the Director of the Science and Technology Department;

2. Members include: the Standing Committee of the Ministry of Agriculture and Rural Development's Competition Board, representatives from various Bureaus, Departments, units, and experts (specific member lists will be decided for each award granting session);

3. Secretaries consist of two people: one from the Science and Technology Department and one from the Ministry of Agriculture and Rural Development's Office (Competition Promotion and Exhibition Room).

Article 10. Responsibilities and Authorities of the Board

1. Advising the Minister of Agriculture and Rural Development on selecting products to receive the Golden Rice Ear Award.

2. The award examination board operates based on the principle of scoring and voting by board members (according to the scoring table in Appendix III). A full board meeting is considered valid when at least two-thirds of the board members are present. The average score of the board members is considered valid when at least two-thirds of the board members have completed the scoring sheet.

3. The selection board must prepare a summary report and minutes to be presented to the Minister of Agriculture and Rural Development for decision-making before the award ceremony.

Article 11. Standards and Methods for Awarding, Recommending the Ministry of Agriculture and Rural Development to Recognize Products Receiving the Golden Rice Ear Award

1. Award standards: Products subject to selection as specified in Article 2 must be those  achieving  quality of the document simultaneously poor quality of the document  high quality and economic-social effectiveness, having scientific and practical significance, paying attention to environmental protection, and submitting complete registration application forms and fees as required to the Standing Committee of the Examination Board within the deadline announced.

2. Award methods: Each member of the award examination board independently scores according to the scoring table specified in Appendix III. A product is recommended for the Golden Rice Ear Award when the average score of the board members reaches 80 points or higher and all procedures as stipulated in this section are complete.

Article 12. Documents to be submitted to the Ministry of Agriculture and Rural Development for recognition of the Golden Rice Ear Award include:

1. A proposal from the Standing Committee of the Ministry of Agriculture and Rural Development's Competition and Reward Board and the Science and Technology Department, along with a draft decision recommending the Minister of Agriculture and Rural Development to grant the Golden Rice Ear Award;

2. A summary report and minutes of the board meetings for each product;

3. Scoring sheets of the board members;

4. Other related documents (if any).

PART IV

ORGANIZING THE AWARD AND RECOGNITION

Article 13. Organizing the Award Ceremony

The awarding of the Golden Rice Ear Award is organized by the Ministry of Agriculture and Rural Development and widely publicized through mass media.

Based on the annual work plan, the organizing committee will propose to the Minister of Agriculture and Rural Development to organize the award ceremony at appropriate times and locations.

Article 14. Sources of funds for the Golden Rice Ear Award shall be drawn from the following sources: Male: 1. Solicitation and fundraising;

2. Allocation from entry fee revenues for the award;

3. Science and technology activity funding of the Ministry of Agriculture and Rural Development;

4. Trade promotion funding of the Ministry of Agriculture and Rural Development;

5. Other sources.

Article 15. Collection and utilization of entry fees for the award

The Office of the Ministry of Agriculture and Rural Development (Competition Promotion and Exhibition Department) collects entry fees together with application documents for the competition. Entry fees shall be allocated for: awards, meetings of the award council, review of applications, office supplies, etc., in accordance with current regulations.

Article 16. Funding for organizing the award

The Office of the Ministry of Agriculture and Rural Development (Competition Promotion and Exhibition Department) shall take the lead in coordinating with the Science and Technology Department to plan and implement revenue and expenditure, and report financial statements to the Chairman of the Award Council in accordance with regulations.

CHAPTER V

REWARD AND PENALTY

Article 17. Reward and penalty

1. Based on the situation of the Golden Rice Ear Award assessment work, the Ministry of Agriculture and Rural Development will consider rewarding units and individuals who have made positive contributions to the assessment work.

2. Units and individuals related to the assessment process who are negligent or obstruct the assessment process will be subject to disciplinary measures according to current regulations.

Chapter VI

IMPLEMENTING PROVISIONS

Article 18. Effective Date

1. The Office of the Ministry of Agriculture and Rural Development, the Science and Technology Department, the Standing Committee of the Competition and Reward Council of the Ministry of Agriculture and Rural Development, and relevant units shall be responsible for guiding and creating conditions for units and individuals participating in the competition and coordinating to promote the award through mass media.

2. Relevant units and individuals shall be responsible for implementing this regulation. All previous regulations that conflict with this regulation shall be abolished.

3. In the course of implementation, if any issues arise or difficulties occur, units and individuals shall promptly submit written reports to the Ministry of Agriculture and Rural Development (through the Competition Promotion and Exhibition Department - Office of the Ministry of Agriculture and Rural Development) for consolidation and reporting to the Minister of Agriculture and Rural Development for timely resolution.

1. The application for consideration for the award (in accordance with the form attached as Appendix I)

2. A confirmation certificate from the agency or individual directly using the service results and the appraisal opinion of the competent authority as prescribed;

3. Copies of achievement certificates for the service product awarded by trade fairs and competent authorities; medals, commendations, etc., awarded.

4. Samples, images, documents of the product under assessment (if available, or as required by the assessment council).

5. Quality testing report of the service product issued by the competent authority (if available, or upon request of the Award Review Board).

6. Other related documents (if any).

Section 3. For works, scientific and technological advancements
