Regulations on the issuance of national construction bonds for 2005 - education bonds

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Issuance of National Construction Bonds number 12/1999/PL-UBTVQH10 dated April 27, 1999;
To implement the issuance of education bonds according to Resolution number 09/2002/QH11 dated November 28, 2002 of the National Assembly;
At the proposal of the Minister of Finance,
DECREE:
Article 1. Continue to implement the issuance of national construction bonds for 2005 named education bonds to mobilize capital to support mountainous provinces, Central Highlands and provinces with many difficulties, to achieve the goal of eliminating three-shift classrooms, eliminating thatched and bamboo classrooms, and reinforcing schools as stipulated in Resolution number 09/2002/QH11 dated November 28, 2002 of the National Assembly.
Article 2. The total amount of funds raised from the issuance of education bonds in 2005 is 1.5 trillion VND (one thousand five hundred billion Vietnamese dong).
Entrust the Minister of Finance to decide the timing and interest rate of the issuance of education bonds in 2005 based on the progress of using revenue from the issuance of education bonds in 2003 and the financial market situation.
Other provisions regarding the issuance of education bonds in 2005 shall be implemented as prescribed in Decree number 28/2003/NĐ-CP dated March 31, 2003 of the Government on the issuance of national construction bonds for 2003 - education bonds.
Article 3. The Ministry of Culture, Sports and Tourism shall coordinate with the Ministry of Finance and relevant ministries and sectors, provincial-level cities under the central government to organize propaganda on the purpose and significance of issuing education bonds so that all social strata understand clearly and actively participate.
Ministries, ministerial-level agencies, governmental agencies within their respective functions and powers, People's Councils, People's Committees at all levels shall cooperate with the Vietnam Fatherland Front at all levels to organize, propagate, and mobilize economic and social organizations and all social strata to participate in purchasing national construction bonds.
Article 4. This Decree takes effect fifteen days after its publication in the Official Gazette.
The Minister of Finance shall be responsible for guiding and organizing the implementation of the issuance of education bonds in 2005 as prescribed in this Decree. Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairmen of Provincial People's Committees under the central government shall be responsible for implementing this Decree.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for implementing this Decree./.
