Regulations on Functions, Tasks, and Organizational Structure of the Institute of Agricultural Economics
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Considering the proposal of the Director of the Institute of Agricultural Economics and the Director of the Cadre and Civil Servant Organization Department,
DECISION:
Article 1. Position and Function
The Institute of Agricultural Economics is a scientific and technological service unit under the Ministry of Agriculture and Rural Development, with the function of conducting scientific research and providing information to serve strategic planning and policy development for agriculture and rural areas.
The Institute shall use its seal and open a separate account in accordance with the provisions of the law.
The main office of the Institute is located in Hanoi; the southern base is located in Ho Chi Minh City.
Article 2. Tasks of the Institute
The main tasks of the Institute of Agricultural Economics are as follows:
1. Scientific Research:
a) Conducting scientific research and evaluating the impact of strategies, policies, institutions, and management systems for agriculture and rural areas;
b) Conducting market research on agricultural products;
c) Conducting economic and social research in rural areas;
d) Conducting research on economic and social management and resource utilization for agricultural and rural development.
2. Strategic Information:
a) Providing forecasts and warnings about market promotion activities;
b) Providing strategic and policy information to serve the state management work of the Ministry;
c) Providing agricultural information on rural development and poverty reduction;
d) Providing information on resource management for sustainable agricultural development;
e) Collecting, analyzing, and providing information to serve research, production and business management, investment, and development related to agriculture and rural areas.
3. Signing and implementing contracts for collaborative scientific research, technology transfer, training, and advisory services to build management models with organizations and individuals both domestically and internationally in accordance with the provisions of the law.
4. Managing organizational structure, budget, assets, and other resources assigned; implementing regulations and policies for staff and workers within the scope of the Institute; operating as a revenue-generating public service unit in accordance with the provisions of the law.
Article 3. Organizational Structure of the Institute
1. Leadership of the Institute:
The leadership of the Institute consists of the Director and Deputy Directors appointed by the Minister of Agriculture and Rural Development in accordance with current regulations.
The Director manages the operations of the Institute, is responsible before the Minister of Agriculture and Rural Development and the law for all activities of the Institute in accordance with the provisions of the law.
The Deputy Directors assist the Director, are responsible before the Director and the law for the implementation of assigned tasks.
2. Organizations under the Institute:
a) Department of Science and International Cooperation,
b) Administrative Office,
c) Department of Finance,
d) Strategy and Policy Department,
đ) Market Economy and Commodity Department,
e) Rural Development Department,
g) Resource Management Research Department,
3. Units directly under the Institute may use their seals and open separate accounts:
a) Southern Base.
b) Strategic Information Center is a revenue-generating public service unit that self-funds.
c) Policy Advisory and Economic Management Center is a revenue-generating public service unit that self-funds.
The Director of the Institute of Agricultural Economics is tasked with drafting the charter for the organization and operation of the Institute to be submitted to the Minister for promulgation; organizing the structure, defining tasks, and appointing leaders of subordinate organizations; registering and conducting scientific and technological activities of the Institute in accordance with current regulations.
Article 4. Effective date
This Decision takes effect fifteen days after its publication in the Official Gazette; it abolishes previous decisions regarding the functions, tasks, and organizational structure of the Institute of Agricultural Economics that conflict with this Decision.
Article 5. Responsibilities for Implementation
The Head of the General Office, the Director of the Cadre and Civil Servant Organization Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Institute of Agricultural Economics are responsible for enforcing this Decision./.
