Regulations on functions, tasks, powers, and organizational structure of the Post Publishing House

MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Pursuant to Decision No. 370/QĐ-TTg dated April 10, 2008 of the Prime Minister on units under the Ministry of Information and Communications;

At the proposal of the Director of the Personnel Department and the Director of the Post Publishing House.

DECISION:

Article 1. Position and Functions

The Post Publishing House is a unit subordinate to the Ministry of Information and Communications, with the mission and purpose of serving readers who use scientific, technological, technical, vocational, economic, and legal knowledge about press; publishing; postal services and delivery; telecommunications and the Internet; broadcasting and transmission; radio frequency; information technology and electronics; radio and television and national information infrastructure (hereinafter referred to as information and communication); it is a specialized publisher implementing the function of publishing other publications related to information and communication.

The Post Publishing House is a self-financing public service entity with legal personality, its own seal and separate account as prescribed by law; its main office is located in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The Post Publishing House has the following tasks and powers:

1. Implement publication:

a. Political books, legal books, cultural-social books, literary and artistic books: Party documents, management documents, policies, laws on information and communication; historical tradition books, literary and artistic books on information and communication; books serving foreign information tasks.

b. Scientific and technological books, economic books: scientific documents, technological documents, procedures, standards, economic and technical norms in production, construction of projects; rules and procedures for managing and operating networks, business services, user guides; textbooks, reference books, materials for various training systems, introducing scientific works, new solutions domestically and internationally on information and communication.

c. Vocational books; telephone directories, telephone yearbooks, and golden pages; other publications with specialized content on information and communication (calendars; audiovisual tapes, discs; postal images, postcards, etc.);

2. Develop and implement publication plans; organize compilation, editing, printing, and distribution of books and publications in accordance with the law;

3. Cooperate, form joint ventures, and establish partnerships with domestic and foreign organizations and individuals in publishing, printing, and distribution activities in accordance with the law;

4. Actively develop publishing, printing, distribution activities, and other activities in accordance with the law; preserve and develop assigned resources;

5. Manage organization, personnel, property, and files of the Post Publishing House in accordance with the law and the delegation of the Minister.

6. Performing other tasks assigned by the Minister.

Article 3. Organizational Structure and Staffing

1. Leadership.

The Post Publishing House has a Director, Deputy Directors, Chief Editor, and Deputy Chief Editors.

The Director manages the Post Publishing House and is responsible before the Minister and the law for all aspects of the Post Publishing House's operations according to the Law on Publishing and this Decision.

Deputy Directors assist the Director in directing and managing all aspects of the Post Publishing House's work and are responsible before the Director and the law for the tasks delegated to them.

The Chief Editor and Deputy Chief Editors perform the tasks and powers assigned by the Director in accordance with the Law on Publishing.

2. Organizational Structure and Staffing.

- Planning and General Affairs Department

- Finance and Accounting Department

- Book Editing Board for Technical Books

- Book Editing Board for Economic and Social Books

- Publication Sales Department

- Branch in Ho Chi Minh City

- Branch in Da Nang City

The functions, tasks, powers, and working relationships between departments, boards, and branches are defined by the Director.

The branch in Ho Chi Minh City and the branch in Da Nang City have seals and accounts as prescribed by law.

The staffing of the Post Publishing House is established by the Director of the Post Publishing House and submitted to the Minister for decision.

Article 4. Effective date

This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette. Abolish Decision No. 18/2005/QĐ-BBCVT dated May 12, 2005 of the Minister of Posts and Telecommunications.

Article 5. Responsibilities for Implementation

The Head of the Office, the Director of the Personnel Department, the Director of the Post Publishing House, the Heads of the agencies and units under the Ministry of Information and Communications are responsible for implementing this Decision./.
