CIRCULAR
Issuing the National Technical Regulation on state reserves for ventilated rice storage.
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on the National Reserve Law;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:
Article 1. The National Technical Regulation on state reserves for ventilated rice storage is issued together with this Circular.
Article 2. This Circular shall take effect six months from the date of issuance and shall replace the Storage Requirements for National Rice Reserves Decision No. 34/2004/QĐ-BTC dated April 14, 2004, and the National Technical Regulation TCN 04: 2004 on National Rice Reserves - Technical Requirements issued together with Decision No. 35/2004/QĐ-BTC dated April 14, 2004.
Article 3. The Director of the State Treasury General Department, heads of relevant agencies, organizations, and individuals involved in the management, import, export, and storage of rice shall be responsible for implementing this Circular.
During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
