Pursuant to the Law Torganized by the Government on November 25June 2024;th year 2001;

Pursuant to the Law ofiJune 2024;||| This Law on Education was promulgated on June 14, 2005, and the Government issued a Decree on the organization and operation of educational inspection. Provincial People's Committees set specific pricesamending and supplementing certain articles of the Law ofeducation on November 25, 2009;

Pursuant to the Law ofreplacing the higher education bachelor's degree training regulation issued on June 18, 2012;

This Decision regulates the policy to support education expenses for ethnic minority students who are from poor or near-poor households as defined by the State, have been admitted to regular university or college programs at higher education institutions, including universities, academies, colleges, and institutes.;

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation

||| This Decree stipulates the organization and operation of educational inspection, including: Organization of educational inspection; activities of educational inspection; educational inspection officers and collaborators; responsibilities and relationships of agencies, organizations, and individuals related to educational inspection activities.F||| Early childhood education institutions, general education institutions, higher education institutions, continuing education institutions, vocational secondary schools; agencies, organizations, and individuals under the management of state administrative bodies for education.

Article 2. Inspection Objects

1. ||| Agencies, organizations, and individuals from Vietnam and foreign countries participating in educational activities in Vietnam.

2. ||| Agencies, organizations, and individuals operating in the vocational training sector are not within the scope of educational inspection.

3. ||| In cases where international treaties that the Socialist Republic of Vietnam has signed or acceded to have provisions different from those in this Decree, the provisions of such international treaties shall be applied.

Article 3. Application of International Treaties

||| Article 4. Principles of Educational Inspection Activities.

||| Educational inspection activities must comply with the law, ensuring accuracy, objectivity, honesty, transparency, democracy, and timeliness.

1. ||| There should be no overlap in the scope, objects, content, or time of inspection among agencies performing inspection functions; they should not hinder the normal operations of inspected agencies, organizations, and individuals.

Article 6. Duties and Authorities of the Inspectorate of the Ministry

Article 7. Duties and Authorities of the Head of the Inspectorate of the Ministry

Article 8. Position, functions, organization of the Inspectorate Sin

Article 12. Authority and Objects of Administrative Inspection in the Field of Education

The Inspectorate of the Ministry of Education and Training: Conducting administrative inspection of national universities; regional universities; academies, universities, institutes, colleges, vocational secondary schools, agencies, organizations, and individuals under the management of the Ministry of Education and Training; state-owned enterprises established by the Minister of Education and Training.

Ministries and ministerial-level agencies: Conducting administrative inspection of universities, academies, institutes, colleges,

secondary vocational schools, agencies, organizations, and individuals under the management of ministries and ministerial-level agencies.

1. Provincial Inspectorates: Conducting administrative inspection of universities, academies, institutes, colleges (excluding public secondary vocational schools, universities, academies, and institutes of ministries and ministerial-level agencies located in the locality); agencies, organizations, and individuals under the management of the provincial People's Committee according to the division of authority. trInspectorates of Departments of Education and Training: Conducting administrative inspection of secondary vocational schools (excluding public secondary vocational schools of ministries and ministerial-level agencies located in the locality); provincial cadre training schools; high schools, general schools with multiple levels including high school; continuing education centers; agencies, organizations, and individuals under the management of Departments of Education and Training.

INSPECTORS AND COOPERATING INSPECTORS IN EDUCATION

Article 17. Education Inspectors

1. An education inspector is a civil servant appointed to the inspector rank to perform inspection duties in the field of education at the Ministry's Inspectorate and the Department's Inspectorate.

2. Education inspectors are provided with uniforms, inspection cards, and enjoy salary, seniority allowances, occupational allowances, and other special benefits as prescribed by law.

2. The educational inspector collaborator is assigned tasks by the head of the inspection agency, the Chief of the Inspection Team, and is supervised by the head of the unit and the person who issues the inspection decision.inng unit, the person signing the inspection decision.

Chapter V

RESPONSIBILITIES AND RELATIONSHIPS OF ORGANIZATIONS, ENTITIES, AND INDIVIDUALS IN EDUCATIONAL INSPECTION ACTIVITIES

Article 19. Responsibilities of the Minister of Education and TrainingiImplement state management tasks related to educational inspection work.

1. Improve organizational structure, appoint, and transfer ranks of inspectors at the Ministry's Inspectorate according to their authority; allocate capable and virtuous staff to inspection work; decide to recognize educational inspector collaborators of the Ministry of Education and Training based on the proposal of the Chief Inspector of the Ministry; ensure material conditions, technical equipment serving the activities of the Ministry's Inspectorate;

1. Direct the Ministry's Inspectorate and agencies at the ministerial level to conduct inspections according to the division of state management in education for educational facilities under their jurisdiction.

a) Direct the Provincial Inspectorate to conduct inspections according to the division of state management in education for educational facilities within its jurisdiction;

b) Direct the Director of the Department of Education and Training to improve the organizational structure of educational inspection; appoint, remove, promote, and transfer inspectors of the Department's Inspectorate within their authority; decide on training and professional development for inspectors in educational inspection and the welfare policy for those engaged in educational inspection work upon the recommendation of the Director of the Department of Education and Training;in within their authority; decide on training and retraining rockployment, professional training for inspectors in education according to the proposal of the Director of the Department of Education and Training;

IMPLEMENTING PROVISIONS
