Pursuant to the Law on Government Organization dated February 18, 2025;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."pursuant to the Government's Resolution dated December 25, 2001;

Pursuant to the Investment LawNo. 67/2014/QH13 November 26, 2014;

Pursuant to the proposal of the Director of the Department of Ethnic Affairs and Religion Propaganda;on Establishing the Quang Tri Southeast Economic Zone, Quang Tri Provinceầ1. The Quang Tri Southeast Economic Zone is located in the southeast of Quang Tri Province, comprising 17 communes and towns: Hai An, Hai Ba, Hai Vinh, Hai Que, Hai Khe, Hai Duong (belonging to Hai Lang District); Trieu An, Trieu Phuoc, Trieu Van, Trieu Trach, Trieu Lang, Trieu Son (belonging to Trieu Phong District); Gio Quang, Gio Mai, Gio Hai, Gio Viet, and Cu Va Town (belonging to Gio Linh District). DECREES:The Quang Tri Southeast Economic Zone has a natural area of 23,792 hectares. Its boundaries are defined as follows:,

concerning the determination of restricted areas,ớ- North bordering Trung Giang Commune, Gio Linh District.

Article 1. - South bordering the boundary of Phong Dien District, Thua Thien Hue Province.

- East bordering the East Sea.

- West bordering National Highway 49C.

2. The Quang Tri Southeast Economic Zone includes functional areas such as industrial zones, administrative areas, residential areas, tourist areas, service areas, and ports. The scale and location of each functional area are determined in the General Plan for Construction of the Quang Tri Southeast Economic Zone approved by the Prime Minister.

Main objectives for the development of the Quang Tri Southeast Economic Zone

1. To fully exploit advantages in natural conditions, geographical and economic positions, and political factors in international and domestic trade and services, promoting socio-economic development in Quang Tri Province and the Central Region, thereby contributing to narrowing the gap between this region and other regions nationwide, closely combining investment attraction and economic development with national defense and security assurance.

2. To build and develop the Quang Tri Southeast Economic Zone into a comprehensive multi-sectoral economic zone, a breakthrough area of Quang Tri Province; an important growth pole of the Central Region; an international trading center, a center for processing agricultural, forestry, and aquatic products, production of construction materials, power generation, tourism, and commercial services; a large seaport of the Central Region; developing cities and other economic sectors linked to the East-West Economic Corridor; having a synchronized and modern infrastructure system; civilized cities with advanced architecture.

3. To form leading industries and products with high quality and competitive capacity in manufacturing, tourism, services, and agriculture, thereby creating a strong foundation for long-term development of Quang Tri Province and the Central Region.

Article 2. 4. To create jobs, train and improve the quality of human resources, increase income for workers.

Activities, mechanisms, policies, and management organization for the Quang Tri Southeast Economic Zone

Activities, mechanisms, policies, and management organization for the Quang Tri Southeast Economic Zone shall be implemented in accordance with laws on investment, laws on enterprises, Decree No. 29/2008/NĐ-CP dated March 14, 2008 of the Government on industrial zones, export processing zones, and economic zones, and Decree No. 164/2013/NĐ-CP dated November 12, 2013 on amending and supplementing certain provisions of Decree No. 29/2008/NĐ-CP, and other related legal documents.

1. This Decision takes effect from November 5, 2015.

2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Quang Tri Province are responsible for implementing this Decision./.

Article 3. Activities, mechanisms, policies, and management organization for the Southeast Quang Tri Economic Zone

Activities, mechanisms, policies, and management organization for the Southeast Quang Tri Economic Zone shall be carried out in accordance with the investment laws, business laws, Decree No. 29/2008/NĐ-CP dated March 14, 2008 of the Government on industrial zones, export processing zones, and economic zones, Decree No. 164/2013/NĐ-CP dated November 12, 2013 amending and supplementing certain articles of Decree No. 29/2008/NĐ-CP, and other related legal documents.

Article 4. Implementation Provisions

1. This Decision takes effect from November 5, 2015.

2. The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, and the Chairman of the People's Committee of Quang Tri Province are responsible for implementing this Decision./.
