Amending and supplementing certain articles of Decision No. 27/2013/QĐ-TTg dated May 19, 2013 of the Prime Minister on the composition and tasks, powers of the Steering Committee for Popularizing and Promoting Legal EducationThe Prime Minister promulgates this Decision to amend and supplement certain articles of Decision No. 27/2013/QĐ-TTg dated May 19, 2013 of the Prime Minister on the composition and tasks, powers of the Steering Committee for Popularizing and Promoting Legal Education.

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Popularizing and Promoting Legal Awareness dated June 20, 2012;

At the proposal of the Minister of Justice;

Article 1. Amend and supplement certain articles of Decision No. 27/2013/QĐ-TTg dated May 19, 2013 of the Prime Minister on the composition and tasks, powers of the Steering Committee for Popularizing and Promoting Legal Education as follows:

1. Points c and d Clause 1 Article 1 are amended and supplemented as follows:

“c) Deputy Chairmen of the Committee: Deputy Ministers of the Ministry of Information and Communications, the Ministry of Education and Training, and the Ministry of Labor, Invalids and Social Affairs;

Invite the Deputy Chairman of the Vietnam Fatherland Front Central Committee to be a Deputy Chairman of the Committee.

d) Members of the Committee are representatives from the following agencies and organizations: Office of the Government, Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Ministry of Culture, Sports and Tourism, Ministry of Transport, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, Ministry of Health, Ministry of Finance, Ministry of Planning and Investment, Ministry of Construction, State Ethnic Minorities Commission, Vietnam Television, Voice of Vietnam Radio, Vietnam News Agency;

Invite representatives from the Central Propaganda Department, Supreme People's Procuracy, Supreme People's Court

Vietnam Association of War Invalids and Families, Vietnam General Confederation of Labor, Central Vietnam Farmers' Union, Central Vietnam Women's Union, Central Communist Youth Union Ho Chi Minh, Central Vietnam Bar Association, Vietnam Chamber of Commerce and Industry (VCCI) to be members of the Committee.”, 2. Point c Clause 2 Article 1 is amended and supplemented as follows:

“c) Members of the Committee are leaders of public security agencies, military agencies, specialized agencies under provincial people's committees, district people's committees, Radio and Television Stations;

Invite leaders from the following agencies and organizations: People's Procuracy, People's Court, Civil Enforcement Agency, Propaganda Department, Vietnam Fatherland Front Committee, War Invalids and Families Association, General Confederation of Labor, Farmers' Union, Women's Union, Communist Youth Union Ho Chi Minh, Bar Association, Business Association to be members of the Committee. In border areas, invite representatives from Border Guard Force agencies to be members of the Committee;

For the Provincial Steering Committee for Popularizing and Promoting Legal Education, invite leaders of the Bar Association to participate as members of the Committee.”

3. Clause 3, Clause 4 Article 4 are amended and supplemented as follows:

“3. Request agencies and organizations with representatives participating in the Committee to appoint persons to replace Committee members.

4. Carry out other tasks assigned by the Chairman of the Committee.”

4. Clause 1 Article 5 is amended and supplemented as follows:

“1. Members of the Committee are responsible for fully participating in all activities of the Committee; implementing tasks assigned by the Chairman of the Committee and being accountable to the Chairman of the Committee for the performance of these tasks;

In case they cannot attend Committee meetings, members of the Committee must submit their opinions in writing to the Committee's permanent office for consolidation and reporting to the Committee. The opinion of a member of the Committee is the official opinion of the agency or organization where they work;

Members of the Committee are responsible for advising and assisting the head of the agency or organization they represent as members of the Committee to direct and guide the implementation of specialized legal education within their jurisdiction or legal education for members of their organization; participate in popularizing and promoting legal education to the people; annually compile results, report to the Committee and propose solutions to resolve difficulties and shortcomings arising from specialized legal education or legal education for members of their organization.”

Members of the Council are responsible for advising and assisting the head of the agency or organization they represent as members of the Council in directing and guiding the implementation of specialized legal awareness and education activities within their jurisdiction or legal awareness and education for members and affiliates of their organization; participating in disseminating and educating the law to the public; annually compiling results, reporting to the Council, and proposing solutions to address difficulties and shortcomings arising from specialized legal awareness and education activities or legal awareness and education for members and affiliates of their organization.

Article 2. Effectiveness, transitional provisions, and responsibility for implementation

1. This Decision shall take effect from November 4, 2017.

2. The Council for Popularizing and Promoting Legal Education established pursuant to Decision No. 27/2013/QĐ-TTg shall continue its operations. Within three months from the date this Decision takes effect, all levels of the Council for Popularizing and Promoting Legal Education must be reorganized in accordance with this Decision.

3. Abolish Point e Clause 1, Article 2; Clause 5, Article 3 of Decision No. 27/2013/QĐ-TTg dated May 19, 2013 of the Prime Minister regarding the composition and tasks and powers of the Council for Popularizing and Promoting Legal Education.

4. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and heads of related agencies and organizations are responsible for implementing this Decision./.
