CIRCULAR

Amending and supplementing certain provisions of Circular No. 17/2016/TT-BQP dated March 11, 2016, issued by the Minister of National Defense, detailing and guiding the implementation of the work of enrolling students into military schools

Pursuant to the Education Law on June 14, 2005; 1. NATIONAL UNIVERSITIES ARE PUBLIC HIGHER EDUCATION INSTITUTIONS MANAGED BY THE MINISTRY OF EDUCATION AND TRAINING, HAVE LEGAL PERSONALITY, SEPARATE ACCOUNTS, AND USE STAMPS WITH THE NATIONAL EMBLEM. Amended and supplemented Education Law on November 25, 2009;

Based on the Law on Military Service dated June 19, 2015;

Pursuant to Decree No. 134/2006/ND-CP dated November 14, 2006 of the Government stipulating the recruitment system for higher education institutions at university, college, and intermediate levels within the national education system, which has been amended and supplemented by some Decrees; dated Pursuant to Decree No. 22/2013/ND-CP dated April 22, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to the proposal of the General Staff Department, promulgating this Circular amending and supplementing some provisions of Circular No. 17/2016/TT-BQP dated March 11, 2016, issued by the Minister of National Defense, detailing and guiding the implementation of the work of enrolling students into military schools./2006/17/2016/TT-BQP dated March 11, 2016, issued by the Minister of National Defense, detailing and guiding the implementation of the work of enrolling students into military schools. 1. NATIONAL UNIVERSITIES ARE PUBLIC HIGHER EDUCATION INSTITUTIONS MANAGED BY THE MINISTRY OF EDUCATION AND TRAINING, HAVE LEGAL PERSONALITY, SEPARATE ACCOUNTS, AND USE STAMPS WITH THE NATIONAL EMBLEM. in Government Decree No. 49/2015/"1. Non-commissioned officers and soldiers currently serving under the regulations of the law on compulsory military service, with a period of service of 12 months or more (counted until the month of enrollment); professional military personnel, civil servants, and defense employees serving in the military for at least 12 months (counted until September of the year of enrollment)./5/Relevant agencies and units organize preliminary screening, establish preliminary screening files for eligible candidates, submit these preliminary screening files to the schools and the Military Recruitment Board of the Ministry of National Defense according to the prescribed procedures. In cases where units have many candidates applying for preliminary screening, the unit must select a suitable number of candidates to ensure sufficient manpower for mission execution and combat readiness."

On the basis of Government Decree No. 35/2013/2. Article 12 shall be amended and supplemented as follows: organization "Article 12. Recruitment Areas

1. For the First Military Academy and the Second Military Academyenergy,

Minister of System a) The First Military Academy: Enroll candidates from the province of Quang Tri and northward; 1. NATIONAL UNIVERSITIES ARE PUBLIC HIGHER EDUCATION INSTITUTIONS MANAGED BY THE MINISTRY OF EDUCATION AND TRAINING, HAVE LEGAL PERSONALITY, SEPARATE ACCOUNTS, AND USE STAMPS WITH THE NATIONAL EMBLEM. b) The Second Military Academy: Enroll candidates from the province of Thua Thien Hue and southward;/2016/c) Candidates from the provinces of Quang Tri and Thua Thien Hue: Depending on their preference, they may apply for enrollment in either the First Military Academy or the Second Military Academy; the d) Candidates applying for enrollment in the Second Military Academy must have permanent residence registration in southern provinces as stipulated in Clause 3 of this Article, and must have completed at least one year of grade 12 studies and graduation exams in southern provinces. This Circular applies to individuals who have worked at the Ministry of Justice, Provincial Legal Departments, and relevant agencies and organizations that perform tasks within one of the fields listed in Article 3 of this Circular after ceasing to hold their positions. In cases where candidates have graduated from a junior college but do not yet have a high school diploma, having completed and been recognized as having successfully completed all subjects in the high school curriculum of the Ministry of Education and Training, they must have permanent residence registration in southern provinces as stipulated in Clause 3 of this Article, and must have studied and graduated from junior college in southern provinces.

Article 1. Amending and supplementing certain Articles of Circular No.2. For other schools specified in Clause 1 of Article 9 of this Circular: Enroll candidates nationwide.

1. Clause 1 Article 11 shall be amended and supplemented as follows:

3. Candidates with permanent residence registration in southern provinces are counted from the province of Quang Tri and southward. The time for permanent residence registration in southern provinces must be at least three consecutive years up to September of the year of application.

4. The Military Recruitment Boards of agencies, units, and localities shall compile lists of candidates with permanent residence registration in southern provinces but who do not meet the conditions to be counted as southern region candidates, and hand over these lists along with the preliminary application files of the candidates to the academies and schools."

3. Article 16 shall be amended and supplemented as follows:

"Article 16. Health Standards

1. Select candidates (both male and female) who achieve Points 1 and 2 as stipulated in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, issued by the Minister of Health and the Minister of National Defense, regarding the examination of health for the fulfillment of military service obligations (hereinafter referred to as Joint Circular No. 16/2016/TTLT-BYT-BQP) on the following criteria: Internal medicine, neurology, surgery, dermatology, ophthalmology (excluding myopia with specific regulations), otolaryngology, stomatology, chest circumference.

2. Some specific standards are as follows:

a) Schools training command, political, logistics officers, including academies: Logistics, Air Defense-Air Force, Navy, Border Guard, and officer schools: Infantry 1, Infantry 2, Political, Artillery, Engineering, Armored, Communications, Special Forces, Chemical Defense:

- Physical Fitness: Select male candidates who are at least 1.65 meters tall and weigh at least 50 kilograms;

- Eyes: Do not select candidates suffering from myopia.

b) Schools training technical officers, including academies: Military Engineering, Military Medicine, Military Science; University of Culture and Arts of the Military; Aviation Engineer Training System of the Air Defense-Air Force Academy; Military Technical School (Vin-Hem Pich):

- Physical Fitness: Select male candidates who are at least 1.63 meters tall and weigh at least 50 kilograms; female candidates (if any) must reach Class 1 health status according to Item I of Appendix 1 of the Classification of Health Status Based on Physical Fitness and Diseases, issued together with Joint Circular No. 16/2016/TTLT-BYT-BQP (at least 1.54 meters tall and weighing at least 48 kilograms);

- Eyes: Admit candidates (both male and female) suffering from myopia not exceeding 3 diopters, with vision after correction meeting Point 1 as stipulated in Clause 1 of Item II of Appendix 1 of the Classification of Health Status Based on Physical Fitness and Diseases, issued together with Joint Circular No. 16/2016/TTLT-BYT-BQP.

4. The Military Recruitment Boards of agencies, units, and localities shall prepare a list of candidates who have their permanent residence registration in the South but do not meet the conditions to be eligible for the standard points according to the Southern region, and hand it over to the academies and schools along with the preliminary recruitment registration dossier of the candidates.

3. Article 16 is amended and supplemented as follows:

"Article 16. Health Standards

1. Select candidates (both male and female) who score Point 1 and Point 2 as prescribed in Circular Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, issued by the Minister of Health and the Minister of National Defense on the implementation of health examinations for military service obligations (hereinafter referred to as Joint Circular No. 16/2016/TTLT-BYT-BQP) regarding the following criteria: Internal Medicine, Neurology, Surgery, Dermatology, Ophthalmology (excluding myopia with specific regulations), Otorhinolaryngology, Stomatology, Chest Circumference.

2. Some specific standards are stipulated as follows:

a) Academies and Officer Schools training command, political, and logistics officers, including the Logistics Academy, Air Defense-Air Force Academy, Naval Academy, Border Guard Academy, and Officer Schools: Army 1, Army 2, Political, Artillery, Engineering, Armor, Communications, Special Forces, Chemical Defense:

- Physical Fitness: Select male candidates who are at least 1.65 meters tall and weigh at least 50 kilograms;

- Eyesight: Do not select candidates suffering from myopia.

b) Academies and Officer Schools training technical specialist officers, including the Military Technical Academy, Military Medical Academy, Military Science Academy; Military University of Culture and Arts; Aviation Engineer Training System under the Air Defense-Air Force Academy; Military Engineering Officer School (Vin-Hem Pich):

- Physical Fitness: Select male candidates who are at least 1.63 meters tall and weigh at least 50 kilograms; female candidates (if any) must meet Class 1 health standards as prescribed in Section I of Appendix 1 to Joint Circular No. 16/2016/TTLT-BYT-BQP (at least 1.54 meters tall and weighing at least 48 kilograms);

- Eyesight: Admit candidates (both male and female) suffering from myopia up to 3 diopters, with vision after correction meeting Point 1 as prescribed in Clause 1 of Section II of Appendix 1 to Joint Circular No. 16/2016/TTLT-BYT-BQP.

c) Candidates who have been registered in the urban area for three years or more, candidates from ethnic minorities residing in zone 1, islands, and candidates from ethnic minorities, applying to all schools: Shall be admitted candidates (both male and female) with physical fitness classified as Type 1 and Type 2 according to the Physical Fitness and Disease Classification in Appendix 1, Point I, issued together with Circular Joint Circular No. 16/2016/TTLT-BYT-BQP, except that male candidates must be at least 1.62 meters tall;

d) Male candidates from ethnic minorities belonging to sixteen very small ethnic groups listed in the Project on Supporting Economic and Social Development of Very Small Ethnic Groups during the period 2016-2020 by the Government's Committee for Ethnic Minorities (including ethnic groups: La Hu, La Ha, Pa Then, Lu, Chut, Lo Lo, Mang, Co La, Bo Y, Cong, Si La, Pu Peo, Ro Mam, Brau, O Du, Phula) applying to all schools: Shall be at least 1.60 meters tall, other criteria shall be implemented as for ethnic minority candidates generally;

đ) The training subjects of military branches if selecting health standards according to specific criteria still need to meet general standards;

e) For pilot recruitment at the Air Force Officer School (if applicable), only candidates who have been examined and found eligible for pilot training by the Air Defense-Air Force Military Service Recruitment Board shall be selected;

4. Clause 1 of Article 19 is amended and supplemented as follows:

“1. Preliminary application dossier: Use one set of preliminary university and college application forms printed and distributed uniformly nationwide by the Military Service Recruitment Board under the Ministry of National Defense, including:

a) Three preliminary application forms;

b) One health examination form;

c) One political review and verification form;

d) One certificate of priority entitlement for candidates entitled to such benefits (if applicable);

đ) Four passport-sized photographs as prescribed in Point a, Clause 3, Article 20 of this Circular”;

5. Point a, Clause 1, Article 20 is amended and supplemented as follows:

“a) Preliminary application and first preference registration

- Candidates outside the military purchase the application forms and submit preliminary applications at the Military Service Recruitment Board at the district level;

- Military personnel on active duty submit preliminary applications at their battalion-level units;

- Each candidate may only register one first preference (highest preference) for one school within the military from the time of submitting the preliminary application (if the school offers multiple majors, the candidate may only apply for one major); remaining preferences shall be registered for schools outside the military or civilian programs of military schools, following regulations of the Ministry of Education and Training;

- Military schools will only consider candidates who have registered their first preference (highest preference). The Military Service Recruitment Board at the district level has the responsibility to widely announce and guide candidates in preparing preliminary application forms, candidates who have already participated in preliminary applications for schools under the Ministry of Public Security shall not participate in preliminary applications for schools under the Ministry of National Defense. The Military Service Recruitment Board at the district level shall proactively coordinate with the Public Security Service Recruitment Board at the district level to cross-check the list of candidates for preliminary applications”;

6. Clause 7 of Article 20 is amended and supplemented as follows:

“7. The organization of preliminary applications and registration for the National High School Examination shall be conducted as follows:

a) Candidates submit preliminary applications from March 1 to April 25 each year;

b) Candidates register for the National High School Examination according to the regulations of the Ministry of Education and Training;

c) Candidates outside the military may submit preliminary applications before or after registering for the National High School Examination.

Military personnel on active duty must pass preliminary examinations and meet the criteria before being allowed to register for the National High School Examination”;

7. Clause 2, Clause 3 of Article 21 are amended and supplemented as follows:

“2. Candidates outside the military

a) Are preliminarily examined by the Military Service Medical Examination Board at the district level: Clinical examination and health assessment according to eight criteria specified in Joint Circular No. 16/2016/TTLT-BYT-BQP;

b) In case of successful admission: In addition to the health form, the admission file must include all types of tests (conducted at district-level medical centers or higher) including: Chest X-ray; ECG results; HIV and drug test results; Protein and sugar levels in urine.

3. Annually, units and localities organize health examinations for candidates applying for admission in two rounds:

a) Round 1: Week 4 of March;

b) Round 2: Week 2 of April.

When the Ministry of Education and Training adjusts the schedule for admissions, the Military Service Recruitment Board under the Ministry of National Defense will instruct units and localities regarding the timing of health examinations for candidates applying for admission”;

8. Article 27 is amended and supplemented as follows:

“Article 27. Subject combinations for admission, application dossier, and acceptance of application dossiers

1. Subject combinations for admission: Implemented according to the regulations of the Ministry of Education and Training, including: Combination A00 (Mathematics, Physics, Chemistry); Combination A01 (Mathematics, Physics, English); Combination B00 (Mathematics, Chemistry, Biology); Combination C00 (Vietnamese, History, Geography); Combination D01 (Mathematics, Vietnamese, English); Combination D02 (Mathematics, Vietnamese, Russian); Combination D03 (Mathematics, Vietnamese, French); Combination D04 (Mathematics, Vietnamese, Chinese).

a) Military Medical Academy: Admits students based on the subject combination B00 and A00;

b) Border Guard Academy: Admits students based on the subject combination C00 and A01;

c) Military Science Academy: Admits students based on the subject combinations D01, D02, D04 and A00, A01;

d) Political Officer School: Admits students based on the subject combinations C00, A00 and D01;

đ) Other academies: Military Technical Academy, Logistics Academy, Air Defense-Air Force Academy, and officer schools: Army 1, Information, Engineering, Special Forces, Military Technical Academy (Vin-Hem Pich): Admit students based on the subject combination A00 and A01;

e) Naval Academy and officer schools: Army 2, Air Force, Artillery, Chemical Defense, Armored Forces: Admit students based on the subject combination A00;

g) In case schools have documents requesting changes to the subject combination for admission examination, the Military Recruitment Board of the Ministry of National Defense shall consider, decide, and announce such changes in the recruitment plan and the document "Important Information on Recruitment into Military Schools".

2. Application dossier for university and college admissions

a) Military schools only accept application dossiers for university and college admissions from candidates who have passed the preliminary selection, meet the standards set by the Ministry of National Defense, and participate in the National High School Examination in the year of application to obtain results for university and college admissions; the subjects must be compatible with the subject combination for admission to the school they apply for.

b) Application dossier for admission: Annually, the Military Recruitment Board of the Ministry of National Defense guides the implementation according to the regulations of the Ministry of Education and Training;

c) In cases where candidates do not submit or fail to submit complete application dossiers for admission to the school they submitted preliminary applications to within the time frame stipulated by the Ministry of Education and Training and the Ministry of National Defense, they will lose their right to be considered for their first preference admission at that school;

d) In cases where candidates submit application dossiers for admission to a school without submitting a preliminary application dossier, they will not be considered for their first preference admission at that school.

3. Admission registration

a) To be eligible for the first round of admission, candidates must submit the admission registration form together with the application dossier for the National High School Examination according to the regulations of the Department of Education and Training, along with the admission registration fee. For subsequent rounds of admission, candidates must follow the registration procedures and pay the fees as specified by the school;

b) After receiving the results of the National High School Examination, candidates may adjust their admission preferences once within the prescribed timeframe, either through online means or directly at the examination registration location;

c) Candidates are responsible for the authenticity of the information provided in their admission registration and examination registration. Schools have the right to refuse acceptance or require withdrawal if candidates do not meet the admission criteria when comparing the registration data with the original application dossier;

d) Candidates must register their first preference (highest preference) for admission into the military university or college training system at the military school where they submitted preliminary applications; remaining preferences can be registered for other schools outside the military or civilian systems of military schools that offer admissions;

Military academies and schools only consider candidates for admission into the military university or college training system who have registered their first preference (highest preference) for admission at the school where they submitted preliminary applications.

4. Schools implement admission rounds strictly in accordance with the regulations of the Ministry of Education and Training and the provisions of the Ministry of National Defense.

9. Article 28 is amended and supplemented as follows:

"Article 28. First Round Admissions and Supplementary Admissions

1. First Round Admissions

a) After the conclusion of the admission registration period, schools refer to information on the Ministry of Education and Training's Recruitment Portal to prepare appropriate admission plans;

b) After the conclusion of the candidate preference adjustment period, schools utilize information (from their own institution and related institutions) on the Ministry of Education and Training's Recruitment Portal to estimate admission scores and lists of candidates expected to be admitted;

c) Based on the results of the admission registration according to the subject combination applied for by candidates and the training quota, schools propose the admission score for the first preference and report it to the Military Recruitment Board of the Ministry of National Defense;

d) Schools submit the admission database (in electronic format), a list of candidate results ranked from highest to lowest, and a list of candidates expected to be admitted, along with a report proposing the standard score;

đ) After receiving notification from the Military Recruitment Board of the Ministry of National Defense, schools enter the list of admitted candidates onto the Ministry of Education and Training's Recruitment Portal for the system to automatically eliminate lower preferences of candidates expected to be admitted to multiple preferences;

e) Candidates who do not gain admission to their first preference (highest preference) at military schools will be considered for subsequent preferences at non-military schools or civilian systems of military schools that offer admissions, in the order of preference as specified by the Ministry of Education and Training;

2. Supplementary Admissions

a) After the first round of admissions, if the number of actual enrollments is less than the quota, schools may conduct supplementary admissions to fill the quota; the admission process follows the regulations of the Ministry of Education and Training and the provisions of the Ministry of National Defense;

b) Supplementary admissions for military university education: Only candidates who have applied for military university education at military schools, did not gain admission to their first preference, participated in the National High School Examination in the year of application, and registered for supplementary admissions at military universities and colleges with the required health conditions, recruitment areas, and subject combinations for admission will be considered;

The Military Recruitment Board of the Ministry of National Defense announces the quotas, schools receive applications, conduct admissions, compile reports according to the procedure, and only call candidates for enrollment upon decision by the Military Recruitment Board of the Ministry of National Defense;

c) Supplementary admissions may be conducted once or multiple times;

d) Schools announce the conditions for supplementary admissions, the minimum score for supplementary admission applications cannot be lower than the first round admission score; publish the admission schedule;

đ) Candidates may register for supplementary admissions online or through other methods specified by the school.

3. Admission Regulations

Based on the total test score of the candidate, including the total scores of each subject/exam according to a scale of 10 for each exam/subject within each examination combination and rounded to 0.25 (for schools that specify a main exam/subject, the main exam/subject is multiplied by 2 and converted according to the regulations of the Ministry of Education and Training) and bonus points; schools admit candidates according to the registered major; admissions are made from the candidate with the highest total test score down to the quota.

In cases where admissions are made up to a certain score but there are still remaining quotas, and the number of candidates with the same high score exceeds the remaining quota, admissions will be made based on additional criteria as follows:

a) Criterion 1:

- For schools with examination combinations of Literature, History, Geography, candidates with higher Literature scores will be admitted;

- For schools with examination combinations of Mathematics, Physics, Chemistry and Mathematics, Physics, English, candidates with higher Mathematics scores will be admitted;

- Some schools apply specific additional criteria as follows:

+ Military Academy of Science: Admits based on examination combinations of Mathematics, Literature, Foreign Language (the Foreign Language subject is the main subject multiplied by 2) and candidates with higher Foreign Language scores will be admitted;

+ Military Medical Academy: Admits based on examination combinations of Mathematics, Chemistry, Biology and candidates with higher Biology scores will be admitted;

+ Political Officer School: Admits based on examination combinations of Mathematics, Literature, English and candidates with higher Mathematics scores will be admitted;

+ Chemical Defense Officer School: Admits based on examination combinations of Mathematics, Physics, Chemistry and candidates with higher Chemistry scores will be admitted.

b) Criterion 2:

After applying Criterion 1, if there are still remaining quotas but many candidates have the same score and the same Criterion 1, then Criterion 2 will be applied as follows:

- For schools with examination combinations of Literature, History, Geography, candidates with higher History scores will be admitted;

- For schools with examination combinations of Mathematics, Physics, Chemistry and Mathematics, Physics, English, candidates with higher Physics scores will be admitted;

- Some schools apply specific additional criteria as follows:

+ Military Academy of Science: Admits based on examination combinations of Mathematics, Literature, Foreign Language and candidates with higher Mathematics scores will be admitted;

+ Military Medical Academy: Admits based on examination combinations of Mathematics, Chemistry, Biology and candidates with higher Mathematics scores will be admitted;

+ Political Officer School: Admits based on examination combinations of Mathematics, Literature, English and candidates with higher Literature scores will be admitted;

+ Chemical Defense Officer School: Admits based on examination combinations of Mathematics, Physics, Chemistry and candidates with higher Mathematics scores will be admitted.

c) Criterion 3:

After applying Criterion 2, if there are still remaining quotas but many candidates have the same score and the same Criteria 1 and 2, then Criterion 3 will be applied as follows:

- For schools with examination combinations of Literature, History, Geography, candidates with higher Geography scores will be admitted;

- For schools with examination combinations of Mathematics, Physics, Chemistry and Mathematics, Physics, English, candidates with higher Chemistry or English scores will be admitted;

- Some schools apply specific additional criteria as follows:

+ Military Academy of Science: Admits based on examination combinations of Mathematics, Literature, Foreign Language and candidates with higher Literature scores will be admitted;

+ Military Medical Academy: Admits based on examination combinations of Mathematics, Chemistry, Biology and candidates with higher Chemistry scores will be admitted;

+ Political Officer School: Admits based on examination combinations of Mathematics, Literature, English and candidates with higher English scores will be admitted;

+ Chemical Defense Officer School: Admits based on examination combinations of Mathematics, Physics, Chemistry and candidates with higher Physics scores will be admitted.

d) When applying Criterion 3 still does not meet the quota, the Chairman of the Admissions Council will report to the Military Recruitment Board under the Ministry of National Defense for consideration and decision.

10. Clause 2 of Article 29 is amended and supplemented as follows:

“2. Implement a common admission standard for candidates who are military personnel and young people outside the military; implement separate admission standards according to each examination subject combination, according to two regions North and South or according to each military region.

Candidates whose permanent residence is in the South must meet the following conditions: Having a permanent residence in southern provinces as stipulated in Clause 3 of Article 12 of this Circular, and at the same time having studied and passed the graduation examination of secondary school in southern provinces for at least one year of grade 12.

In cases where candidates have graduated from a college but do not yet have a high school diploma, and have completed and been recognized as having finished all subjects in the high school curriculum of the Ministry of Education and Training, they must have a permanent residence in southern provinces as stipulated in Clause 3 of Article 12 of this Circular, and at the same time must have studied and graduated from a college in southern provinces.

The provisions regarding the ratio of admission quotas and admission standards according to examination subject combinations, according to two regions North and South or according to each military region are as follows:

a) According to examination subject combinations:

- The number of admissions for each examination combination at the Military Medical Academy: Quota for combination A00: 25%, quota for combination B00: 75%; Political Officer School: Quota for combination A00: 30%, quota for combination C00: 60%, quota for combination D01: 10% compared to the annual admission quota;

- Academies and schools that simultaneously admit two examination combinations: Mathematics, Physics, Chemistry (Combination A00) and Mathematics, Physics, English (Combination A01): Implement a common admission standard for both examination combinations A00 and A01;

- Admission quota for the Border Guard Academy according to examination combination A01: Not exceeding 25% of the total quota.

b) According to two regions North and South or according to each military region:

- Border Guard Academy admits 45% of the quota for candidates with permanent residence in the North (from Quang Binh province northward), candidates with permanent residence in southern provinces are determined by each military region: Military Region 4 (Quang Tri and Thua Thien Hue provinces): 04%, Military Region 5: 14%, Military Region 7: 17%, Military Region 9: 20%;

- Second Army Officer School determines admission standards for each military region in the South according to the ratio: Military Region 4 (Quang Tri and Thua Thien Hue provinces): 05%, Military Region 5: 33%, Military Region 7: 35%, Military Region 9: 27%;

- The Military Technical Officer School (Vin - Hem Pích) shall recruit 40% of candidates with permanent residence registration in the Northern region, and 60% of the quota for candidates with permanent residence registration in the Southern region;

- The academies: Logistics, Navy, and the officer schools: Engineering, Telecommunications, Political Affairs, Special Forces shall recruit 65% of the quota for candidates with permanent residence registration in the Northern region, and 35% of the quota for candidates with permanent residence registration in the Southern region;

- The Military Medical Academy, Air Defense - Air Force Academy, and the officer schools: Artillery, Armored, Chemical Defense shall recruit 70% of the quota for candidates with permanent residence registration in the Northern region, and 30% of the quota for candidates with permanent residence registration in the Southern region;

- The Military Science Academy and the Air Force Officer School shall recruit 75% of the quota for candidates with permanent residence registration in the Northern region, and 25% of the quota for candidates with permanent residence registration in the Southern region;

- The Military Technical Academy shall recruit 80% of the quota for candidates with permanent residence registration in the Northern region, and 20% of the quota for candidates with permanent residence registration in the Southern region”.

11. Article 30 shall be amended and supplemented as follows:

“Article 30. Announcing Admission Results

1. Schools shall publicly announce the admission results of candidates (in alphabetical order from highest to lowest scores) on their school’s website, the Ministry of National Defense’s Electronic Information Portal (http://bqp.vn), and other mass media both within and outside the military.

2. The Ministry of National Defense’s Military Admissions Board shall announce the university and college admission thresholds for schools under the military.

3. Schools shall compile the results of candidates confirming enrollment and update them on the Ministry of Education and Training’s admissions information portal”.

12. Clause 2 of Article 32 shall be amended and supplemented as follows:

“2. Conducting health examinations and classifying health status according to the provisions of Circular Joint Circular No. 16/2016/TTLT-BYT-BQP, including clinical and paraclinical examinations (blood test; blood type; liver function: SGOT, SGPT; kidney function (Urea, Creatinine); blood sugar; ten parameters of urine; electrocardiogram; general ultrasound; chest X-ray; HIV and drug screening tests)”.

13. Clause 4 of Article 32 shall be amended and supplemented as follows:

“4. Health Assessment

- Within 15 days from the date of the candidate's enrollment (as specified in the enrollment notification), the schools must inform candidates who have enrolled about the classification of their health standards, and process the return to their home regions for those candidates who do not meet the health standards;

- Within 15 days from the date of receiving the decision to return to their home regions due to failing to meet the health standards, if there are complaints, candidates must submit a petition to the school’s Admissions Board (the submission time is calculated from the moment the candidate directly submits the petition at the school or via registered mail, outside this period, the school’s Admissions Board will not consider or resolve the issue). The school’s Admissions Board shall prepare a list to request the Ministry of National Defense’s Medical Examination Board to organize medical examinations;

- Assign the Medical Examination Board of Military Hospital 103 under the Military Medical Academy to be responsible for examining candidates with permanent residence registration from Thua Thien Hue and northward, and assign the Medical Examination Board of Military Hospital 175 to be responsible for examining candidates with permanent residence registration from Da Nang and southward. Within 15 days from the date of receiving the request letter from the school’s Admissions Boards, the Medical Examination Boards of the hospitals must complete the health examination for the candidates, notify the examination conclusions to the schools, and report the examination results to the Ministry of National Defense’s General Department of Military Medicine;

- Assign the Ministry of National Defense’s General Department of Military Medicine to direct the Medical Examination Board of Military Hospital 103 under the Military Medical Academy and the Medical Examination Board of Military Hospital 175 to organize health examinations for the candidates; compile the examination results, propose recommendations, and report to the Ministry of National Defense’s Military Admissions Board”.

14. Clause 1 of Article 37 shall be amended and supplemented as follows:

“1. Admissions

a) Training of mid-level officers at the associate degree level: Each year, based on the training quotas, the Ministry of National Defense’s Military Admissions Board shall be responsible for guiding the schools to organize admissions that are suitable for each school's target candidates;

b) Associate Degree Military Training in Engineering

The Air Force Officer School shall conduct admissions for the first choice and supplementary choices for associate degree military training in Aviation Engineering, following the same procedures as admissions for mid-level officer training at the bachelor's degree level; health standards shall be implemented according to Clause 1 and Point b of Clause 2 of Article 16 of this Circular.

- Target candidates: Male candidates (including active-duty military personnel, former military personnel, defense workers and officials, and non-military youth) who have passed preliminary selection and meet the criteria set by the Ministry of National Defense;

- Admission method: Admitting candidates based on the results of the National High School Entrance Examination according to the regulations of the Ministry of Labor, Invalids, and Social Affairs. When the Ministry of Labor, Invalids, and Social Affairs changes the admission method, the Ministry of National Defense’s Military Admissions Board shall be responsible for guiding its implementation;

- Admission threshold: Determined based on two regions, North and South (North from Quang Binh and northward, South from Quang Tri and southward);

- Based on the quota and number of applicants, the school shall forecast the admission score, report to the Ministry of National Defense’s Military Admissions Board for review and decision;

- After the first round of admissions, if the actual number of admitted students is less than the quota, the school may admit supplementary choice candidates according to the regulations of the Ministry of National Defense’s Military Admissions Board.

c) Associate Degree Training in Archival Management

The Military Arts and Culture University shall conduct admissions for the first choice and supplementary choices for associate degree military training in Archival Management, following the same procedures as admissions for mid-level officer training at the bachelor's degree level; health standards shall be implemented according to Clause 1 and Point b of Clause 2 of Article 16 of this Circular.

- Admissions targets: Male and female candidates who are active military personnel, defense workers, and civil servants serving in the Military, having passed preliminary screening, and meeting the standards set forth by the Ministry of National Defense. The quota for female candidates shall not exceed 50% of the total admission quota.

- Admission method: Admitting candidates based on the results of the National High School Entrance Examination according to the regulations of the Ministry of Labor, Invalids, and Social Affairs. When the Ministry of Labor, Invalids, and Social Affairs changes the admission method, the Ministry of National Defense’s Military Admissions Board shall be responsible for guiding its implementation;

- Admission threshold: Determined based on two regions, North and South (North from Quang Binh and northward, South from Quang Tri and southward);

- Based on the quota and number of applicants, the school shall forecast the admission score, report to the Ministry of National Defense’s Military Admissions Board for review and decision;

- After the first round of admissions, if the actual number of admitted students is less than the quota, the school may admit supplementary choice candidates according to the regulations of the Ministry of National Defense’s Military Admissions Board.

15. Article 38 is amended and supplemented as follows:

“Article 38. Schools for admissions and training

1. Logistics Academy.

2. Air Force Officer School.

3. Chemical Officer School.

4. Special Forces Officer School.

5. Military Technical Officer School (Vin-Hem Pích).

6. Military College of Industry.

7. College of Technology and Automotive Engineering.

8. Military Medical College 1.

9. Subordinate Technical College of Anti-Aircraft and Air Defense.

10. Subordinate Technical College of Naval Engineering.

11. Border Guard Subordinate College 1.

12. Border Guard Subordinate College 2.

13. Border Guard Subordinate College 24.

14. Subordinate Technical College of Information.

15. Subordinate Technical College of Engineering.

16. Subordinate Surveillance College.

17. Military Medical College 2.

18. Subordinate Technical College of Armament.

19. Subordinate Technical College of Cryptography.

20. Subordinate Technical College of Tanks and Armored Vehicles.

21. Subordinate Technical College of Central Vietnam”.

16. Clause 1, Clause 2 of Article 39 are amended and supplemented as follows:

“1. Target group

a) Non-commissioned officers and soldiers currently serving under the provisions of the law on compulsory military service, with at least 12 months of service (as of April of the year of admission); professional military personnel, defense workers, and civil servants serving in the Military for at least 12 months (as of September of the year of admission). The number of applications for admission will be registered according to the quota allocated to each unit;

b) For professions that train technical staff for the Military: Medicine, pharmacy, mechanical engineering, information technology, telecommunications, cryptographic services, cooking, finance. Based on staffing needs, the annual admission quota will be allocated; units will select candidates for training in accordance with usage plans.

2. Standards

a) Political ideology, morality, culture: Implemented in accordance with Articles 14 and 15 of this Circular. Specifically, the conduct assessment (discipline) for high school years or equivalent must be good or higher; academic performance assessment for high school years or equivalent must be average or higher;

b) Age: From 18 to 27 years old (as of the year of examination);

c) Health:

- Selecting candidates who meet Points 1 and 2 as stipulated in Joint Circular No. 16/2016/TTLT-BYT-BQP regarding internal medicine, neurology, surgery, dermatology, ophthalmology, otolaryngology, maxillofacial surgery, chest circumference; dental health can be up to Point 3;

- Candidates with permanent residence registration for at least three years in Zone 1, islands, southern regions (from Quang Tri Province southward) and ethnic minority candidates: Physical fitness can be up to Class 3;

- Preliminary medical examinations and selection examinations are conducted in accordance with the provisions of Articles 21 and 32 of this Circular”.

17. Clause 1, Clause 2 of Article 40 are amended and supplemented as follows:

“1. Admission criteria: Conduct admissions based on the high school transcript or equivalent.

Uniformly use the high school academic record plus bonus points as the admission criterion.

In cases where candidates have completed a two-year college program but do not yet have a high school diploma, if they meet the admission criteria, their total average score of all subjects over the two-year college period divided by 2 and multiplied by 3, plus bonus points for admission, will be considered.

2. Admission regulations: Implement admissions and training according to designated locations, prioritizing units that are understaffed compared to their establishment.

a) Head units directly under the Ministry of National Defense are responsible for organizing preliminary screening, selecting candidates, preparing files (including certified copies of high school transcripts or equivalent), and sending lists to the admission schools according to the assigned quotas;

b) Admission boards of the schools will review the lists and files of candidates according to the training quotas allocated to units; compile and report to the Military Recruitment Board of the Ministry of National Defense for consideration and decision on admission confirmation;

c) Regarding permanent residence registration, candidates will be eligible for admission based on the Southern or Northern standard, implemented as per the regulations for university recruitment at the division level”.

18. Point a Clause 1 of Article 55 is amended and supplemented as follows:

“a) Selecting from among professional military personnel, defense workers, and civil servants (combatant sector) currently serving in the Military for at least 12 months (as of September of the year of admission), who have graduated from high school or equivalent”.

19. Point b Clause 1 of Article 56 is amended and supplemented as follows:

“b) Age not exceeding 35 years old (as of the year of admission), having graduated from high school or equivalent, and passing preliminary screening to meet the specified standards”.

20. Article 76 is amended and supplemented as follows:

“Article 76. Preferential policies by category

Categories benefiting from preferential policies in admissions are implemented in accordance with the current regulations of the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs”.

21. Article 77 is amended and supplemented as follows:

“Article 77. Preferential policies by region

Categories benefiting from preferential policies in admissions are implemented in accordance with the current regulations of the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs”.

22. Article 78 is amended and supplemented as follows:

“Article 78. Direct admission and preferential admission policies

1. Categories for direct admission and preferential admission are implemented in accordance with the regulations for regular undergraduate, college, and vocational college admissions of the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs. The quota and method for direct admission to military schools are carried out in accordance with the regulations of the Minister of National Defense.

2. As for candidates who have had permanent residence registration for three years or more, have studied for three years and graduated from high school in poor districts (students studying at boarding schools for ethnic minorities are counted based on their permanent residence registration), up to the date of submitting the application for enrollment according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program for Rapid and Sustainable Poverty Reduction in 61 Poor Districts and Decision No. 293/QĐ-TTg dated February 5, 2013 of the Prime Minister on Targeted Support from the Central Budget for 23 Districts with High Poverty Rates under the Investment Infrastructure Mechanism stipulated in Resolution No. 30a/2008/NQ-CP; candidates belonging to ethnic groups with very small populations according to the current regulations of the Prime Minister, and candidates from 20 border and island districts in the Southwest Region applying for direct admission to military schools shall be handled as follows:

a) Schools admitting candidates directly

- Schools allocated more than 100 admission quotas may directly admit up to 3% of their quotas; schools allocated 100 or fewer admission quotas may directly admit up to 5% of their quotas;

- Specifically, the Military Technical Academy, Military Medical Academy, Military Science Academy, Air Defense-Air Force Academy (Aviation Engineering Training System), and Air Force Officer Academy (Military Pilot Training System) have not yet implemented direct admission for candidates specified in Clause 2 of this Article.

b) Examination and Admission Organization

The Military Recruitment Board of the Ministry of National Defense is responsible for guiding schools on procedures, application forms, examination criteria, and organizing the examination process.

23. Clause 1 of Article 79 is amended and supplemented as follows:

“1. Based on the annual recruitment plan and schedule, the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of National Defense, and the Military Recruitment Board of the Ministry of National Defense will organize inspection and supervision teams to strengthen inspection, supervision, and monitoring throughout the entire recruitment process for military schools.”

Article 2. Repeal

Abolish Articles 64, 65, 66, 67, 68, 69, 70, 71, 72, 73, 74, and Article 75, Chapter IX, Circular No. 17/2016/TT-BQP dated March 11, 2016 of the Minister of National Defense detailing and guiding the implementation of the recruitment process for military schools.

Article 3. Effectiveness

This Circular takes effect from April 14, 2017.

Article 4. Responsibilities for Implementation

Deputy Chief of General Staff; Directors, Principals of military academies and schools; Heads of agencies and units; organizations and individuals related to this matter are responsible for implementing this Circular.
