and organizational structure ofthe Central Institute for Economic Management

under the Ministry of Planning and Investment

Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of Ministries and ministerial-level agencies;

Article 1. Scope

At the proposal of the Minister of Planning and Investment;

The Prime Minister issues this Decision to stipulate the functions, tasks, powers, and organizational structure of the Central Institute for Economic Management under the Ministry of Planning and Investment.

Article 1. Position and Functions

Article 1. The Central Institute for Economic Management is a scientific institution under the Ministry of Planning and Investment, performing the function of researching economic management mechanisms and policies and promoting enterprise development; providing public service activities in the fields of scientific research, training, and consulting services as prescribed by law.

Article 2. The Central Institute for Economic Management has legal personality, its own seal, separate account, and headquarters in Hanoi; operational funds are guaranteed by the State in accordance with the provisions of the law.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

Clause 1. Research and propose to the competent authority for consideration and decision:

Point a. Drafts of economic management mechanisms and policies, international economic integration policies, policies to promote economic restructuring and improve the growth model.

Point b. Proposals on reforming economic management mechanisms and policies, improving the business environment, enhancing competitiveness, perfecting the economic system, and supporting and promoting enterprise development and other cross-sectoral economic management issues.

Clause 2. Evaluate the implementation of economic management mechanisms and policies; Summarize practical experiences in economic management; propose the application of new economic management mechanisms and policies.

Clause 3. Study theoretical and methodological aspects of economic management science and develop economic management science in Vietnam.

Clause 4. Study and provide opinions on economic management mechanisms and policies at the request of other agencies and organizations drafting such policies.

Clause 5. Establish a system of information on economic management and provide it to agencies, organizations, and individuals as prescribed by law.

Clause 6. Provide public service activities

Point a. Implement scientific research programs and topics on economic management, international economic integration, improving the business environment, enhancing competitiveness, and related scientific fields as prescribed by law;

Point b. Train doctoral students in economics as prescribed by law;

Point c. Conduct consulting activities in other areas related to assigned functions and tasks;

Point d. Compile publications, scientific research works, and research materials on economic management and improving the business environment as prescribed by law.

Clause 7. Carry out international cooperation in economic management as assigned by the Minister of Planning and Investment.

Clause 8. Manage the organizational structure, cadres, civil servants, employees, finance, and assets allocated according to the provisions of the law and the delegation of the Minister of Planning and Investment.

Clause 9. Perform other tasks and powers delegated by the Minister of Planning and Investment in accordance with the provisions of the law.

Section 1. General Research Department.

Section 2. Industry and Sector Research Department.

Section 3. Business Environment and Competitiveness Research Department.

Section 4. Enterprise Reform and Development Research Department.

Section 5. Social Issues Research Department.

Section 6. Consulting, Training, and Information Center.

7. Office.

Article 4. Leadership

Article 1. The Central Institute for Economic Management shall have a Director and not more than three Deputy Directors.

Article 2. The Director and Deputy Directors shall be appointed, relieved of duty, and dismissed by the Minister of Planning and Investment in accordance with the provisions of the law.

Article 3. The Director shall stipulate the functions, tasks, powers, and organizational structure of subordinate units; appoint, relieve of duty, and dismiss heads and deputy heads of subordinate units in accordance with the provisions of the law and the delegation of the Minister of Planning and Investment.

Article 4. The Director shall be responsible before the Minister of Planning and Investment and the law for all activities of the Institute. Deputy Directors shall be responsible before the Director and the law for the areas of work they are assigned to manage.

Article 5. Effectiveness and Responsibility for Implementation

Article 1. This Decision shall take effect from December 10, 2018, and replace Decision No. 117/2009/QĐ-TTg dated September 29, 2009, issued by

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government, and the Director of the Central Institute for Economic Management shall be responsible for implementing this Decision./.
