REGULATIONS ON ECONOMIC AND TECHNICAL STANDARDS FOR SAFETY AND HEALTH TRAINING

Pursuant to the Labor Safety and Health Law;

On the basis of "10. Compel the removal of the violating content in films and related products; exhibitions; fine art exhibitions; photography exhibitions; sculpture workshops; advertising products;"4/2017/2017/ND-CP dated February 7, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;6/2015/ND-CP dated February 14, 2015 of the Government stipulating the mechanism for self-management of public service units;

Based on Decree No. 1Pursuant to Decree No. 16/2016/ND-CP dated October 10, 2016 of the Government stipulating the mechanism for self-management of public service units in economic services and other services; Pursuant to Decree No. 44/2016/ND-CP dated May 15, 2016 of the Government stipulating certain provisions of the Labor Safety and Health Law on technical supervision activities, safety and health training, and workplace environmental monitoring;

PURSUANT40/2018/ND-CP dated October 8, 2018 of the Government amending and supplementing certain Decrees related to investment conditions, business operations, and administrative procedures under the management of the Ministry of Labor, Invalids and Social Affairs;41/201Pursuant to Decree No. 37/2016/ND-CP dated May 15, 2016 of the Government detailing and guiding the implementation of certain provisions of the Labor Safety and Health Law on mandatory occupational accident insurance and occupational disease insurance;Decision No. 1508/QD-TTg dated July 27, 2016 of the Prime Minister promulgating the list of public services using state budget funds of the Ministry of Labor, Invalids and Social Affairs;The Minister of Labor, Invalids and Social Affairs issues this Circular stipulating economic and technical standards for safety and health training. This Circular annexes economic and technical standards for safety and health training including:

1. Economic and technical standards for safety and health training for Group 1 subjects: Managers responsible for safety and health work as specified in Appendix 1;Government 2. Economic and technical standards for safety and health training for Group 2 subjects: Personnel engaged in safety and health work as specified in Appendix 2;3. Economic and technical standards for safety and health training for Group 3 subjects: Workers performing jobs with strict requirements for safety and health as specified in Appendix 3; 4. Economic and technical standards for safety and health training for Group 5 subjects: Medical personnel as specified in Appendix 4;5. Economic and technical standards for safety and health training for Group 6 subjects: Safety and health officers as specified in Appendix 5.This Circular takes effect from February 10, 2019. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, municipal People's Committees directly under the central government, provincial Departments of Labor, Invalids and Social Affairs, municipal Departments of Labor, Invalids and Social Affairs directly under the central government, and relevant organizations and individuals are responsible for implementing this Circular.

Based on Decree No. 1During the implementation process, if there are any difficulties, they are requested to promptly reflect them to the Ministry of Labor, Invalids and Social Affairs for research and resolution.

PURSUANTpursuant to Decree No. 37/2016/NĐ-CP dated May 15, 2016 of the Government detailing and guiding the implementation of certain provisions of the Labor Safety and Health Law on compulsory occupational accident insurance and occupational disease insurance;Decision No. 1508/QĐ-TTg dated July 27, 2016 of the Prime Minister promulgating the List of public services funded by the State budget under the Ministry of Labor, Invalids and Social Affairs;the Minister of Labor, Invalids and Social Affairs issues this Circular stipulating economic and technical norms for labor safety and hygiene training; Accompanying this Circular are economic and technical norms for labor safety and hygiene training, including:

Pursuant to Decision No. 1. Economic and technical norms for labor safety and hygiene training for Group 1 subjects: Managers responsible for labor safety and hygiene as specified in Appendix 1;

At the proposal of the Director of the Occupational Safety and Health Inspectorate;

2. Economic and technical norms for labor safety and hygiene training for Group 2 subjects: Personnel engaged in labor safety and hygiene work as specified in Appendix 2; 3. Economic and technical norms for labor safety and hygiene training for Group 3 subjects: Workers performing jobs with strict requirements for labor safety and hygiene as specified in Appendix 3;

Article 1. 4. Economic and technical norms for labor safety and hygiene training for Group 5 subjects: Medical personnel as specified in Appendix 4;

5. Economic and technical norms for labor safety and hygiene training for Group 6 subjects: Safety and hygiene officers as specified in Appendix 5.

This Circular takes effect from February 10, 2019.

Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, municipal People's Committees directly under the Central Government, Departments of Labor, Invalids and Social Affairs, and Social Insurance Departments of provinces and centrally-administered cities, and organizations and individuals concerned are responsible for implementing this Circular.

During the implementation process, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for research and resolution.

5. The economic and technical norms for occupational safety training and labor hygiene for group 6 subjects: Safety and hygiene officers are specified in Appendix 5.

Article 2. This Circular takes effect from February 10, 2019.

Article 3. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, municipal People's Committees under central government jurisdiction, provincial Departments of Labor, Invalids and Social Affairs, municipal Departments of Labor, Invalids and Social Affairs under central government jurisdiction, provincial Social Insurance Departments, and organizations and individuals related to this matter shall be responsible for implementing this Circular.

During implementation, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for study and resolution.
