Issuing National Technical Regulations on Occupational Safety
for Elevators

Decree No. 132/2008/NĐ-CP Decree No. 39/2016/NĐ-CP dated May 15, 2016 of the Government detailing the implementation of certain provisions of the Labor Safety and Health Law;

This Circular promulgates the National Technical Regulations on Occupational Safety for Elevators.
At the proposal of the Director of the Occupational Safety and Health Inspectorate;
Code: QCVN 02: 2019/BLDTBXH.
1. Organizations and individuals producing, importing, distributing, installing, using, repairing, maintaining, and servicing elevators shall be responsible for complying with the regulations set forth in the standard issued together with this Circular.
2. Organizations conducting technical safety inspections and organizations certifying compliance with standards for elevators shall be responsible for complying with the regulations set forth in the standard issued together with this Circular.
3. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, centrally governed cities, and related organizations and individuals shall be responsible for implementing this Circular.
Article 2. Implementation
2. Circular No. 08/2011/TT-BLDTBXH dated April 22, 2011 promulgating QCVN 02: 2011/BLDTBXH National Technical Regulations on Occupational Safety for Electric Elevators; Circular No. 42/2013/TT-BLDTBXH dated December 30, 2013 promulgating QCVN 18: 2013/BLDTBXH National Technical Regulations on Occupational Safety for Hydraulic Elevators; and Circular No. 48/2016/TT-BLDTBXH dated December 28, 2016 promulgating QCVN 26: 2016/BLDTBXH National Technical Regulations on Occupational Safety for Elevators without Machine Rooms of the Minister of Labor, Invalids, and Social Affairs shall cease to be effective from the date this Circular takes effect.
3. During the implementation process, if there are any difficulties, they should be promptly reported to the Ministry of Labor, Invalids, and Social Affairs for research and resolution./.
3. The ministries, ministerial-level agencies, government agencies, provincial people's committees under the central government, and related organizations and individuals shall be responsible for implementing this Circular.
Article 3. Effectiveness
1. This Circular takes effect from July 1, 2021.
2. Circular No. 08/2011/TT-BLDTBXH dated April 22, 2011 promulgating National Technical Regulation QCVN 02: 2011/BLDTBXH on occupational safety standards for electric elevators; Circular No. 42/2013/TT-BLDTBXH dated December 30, 2013 promulgating National Technical Regulation QCVN 18: 2013/BLDTBXH on occupational safety standards for hydraulic elevators; and Circular No. 48/2016/TT-BLDTBXH dated December 28, 2016 promulgating National Technical Regulation QCVN 26: 2016/BLDTBXH on occupational safety standards for elevators without machine rooms issued by the Minister of Labor, Invalids and Social Affairs shall cease to be effective from the date this Circular takes effect.
3. In the course of implementation, if there are any difficulties, they shall be promptly reported to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
