ISSUING STANDARDS FOR EXPENSES APPLICABLE TO PUBLIC SERVICES AND UTILITY SERVICES IN THE FIELD OF MANAGEMENT AND MAINTENANCE OF NATIONAL RAILWAY INFRASTRUCTURE IMPLEMENTED THROUGH PROCUREMENT USING THE STATE BUDGET FROM REGULAR EXPENDITURE FUNDSBASED ON THE GOVERNMENT DECREE NO. 32/2019/NĐ-CP OF APRIL 10, 2019 ON ASSIGNING TASKS, PLACING ORDERS, OR TENDERING FOR THE SUPPLY OF PRODUCTS AND PUBLIC SERVICES USING THE STATE BUDGET FROM REGULAR EXPENDITURE FUNDS;

Pursuant to the Price Law dated June 19, 2023;
THE MINISTER OF TRANSPORT ISSUES THIS CIRCULAR TO ESTABLISH STANDARDS FOR EXPENSES APPLICABLE TO PUBLIC SERVICES AND UTILITY SERVICES IN THE FIELD OF MANAGEMENT AND MAINTENANCE OF NATIONAL RAILWAY INFRASTRUCTURE IMPLEMENTED THROUGH PROCUREMENT USING THE STATE BUDGET FROM REGULAR EXPENDITURE FUNDS.
Pursuant to the Government Decree No. 06/2021/NĐ-CP dated January 26, 2021 detailing certain provisions on quality management, construction works, and maintenance of construction projects;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Infrastructure Structure Department and the Director General of the Vietnam Railway Administration;
ARTICLE 1. ATTACHED TO THIS CIRCULAR ARE THE FOLLOWING EXPENSE STANDARDS
1. COMMON PRODUCTION COST STANDARDS, MANAGEMENT COST STANDARDS, PROFIT COST STANDARDS, TEMPORARY HOUSING AND CONSTRUCTION SITE MANAGEMENT COST STANDARDS, AS SET OUT IN ANNEX I ATTACHED HEREWITH.
2. MANAGEMENT AND SUPERVISION COST STANDARDS FOR RAILWAY FACILITY MAINTENANCE WORK, AS SET OUT IN ANNEX II ATTACHED HEREWITH.
THIS CIRCULAR ESTABLISHES EXPENSE STANDARDS RELATED TO PUBLIC SERVICES AND UTILITY SERVICES IN THE FIELD OF MANAGEMENT AND MAINTENANCE OF NATIONAL RAILWAY INFRASTRUCTURE IMPLEMENTED THROUGH PROCUREMENT USING THE STATE BUDGET FROM REGULAR EXPENDITURE FUNDS.
Article 2. Scope of Application
THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 1, 2025./.
Article 3. Effectiveness
This Circular takes effect from January 1, 2025./.
