Pursuant to the Law on Government Organization No. 63/2025/QH15;

Pursuant to the Investment Law No. 58/2025/QH15; the Law Amending and Supplementing Certain Provisions of the Bidding Law, Public-Private Partnership Investment Law, Customs Law, Value Added Tax Law, Export Tax Law, Import Tax Law, Investment Law, Public Investment Law, and State Asset Management and Use Law No. 90/2025/QH15;
Pursuant to the Law on State Budget No. 89/2025/QH15;
Pursuant to Resolution No. 162/2024/QH15 dated November 27, 2024 of the National Assembly approving the orientation for investment in the National Target Program on Cultural Development for the period 2025-2035;
At the proposal of the Minister of Culture, Sports and Tourism;
The Prime Minister issues this Decision on issuing the National Standards for Comprehensive Cultural Development at all levels for the period 2025-2030.
Article 1. Scope of Regulation and Applicability
1. This Decision stipulates the National Standards for Comprehensive Cultural Development at all levels for the period 2025-2030, including:
a) The National Standards for Comprehensive Cultural Development at the commune level for the period 2025-2030 (Annex I).
b) The National Standards for Comprehensive Cultural Development at the provincial level for the period 2025-2030 (Annex II).
2. This Decision applies to ministries, ministerial-level agencies, central agencies, other central agencies related to the matter (hereinafter referred to as ministries and central agencies); People's Committees of provinces and centrally-administered cities (hereinafter referred to as provincial People's Committees); People's Committees of communes, wards, and special administrative-economic zones (hereinafter referred to as commune-level People's Committees).
Article 2. Tasks of Central Ministries and Agencies, Localities
1. Within ninety days from the date this Decision takes effect, relevant central ministries and agencies shall, based on their assigned functions and tasks, announce specific targets, issue guidelines for implementation regarding the criteria and indicators within the National Standards for Comprehensive Cultural Development at all levels for the period 2025-2030, ensuring consistency, synchronization, feasibility, and suitability with actual conditions.
2. Ministry of Culture, Sports and Tourism
a) Guide the examination and recognition of localities achieving comprehensive cultural development standards;
b) Review the files for examination and recognition of centrally-administered cities achieving comprehensive cultural development standards upon the request of provincial People's Committees;
c) For the National Standards for Comprehensive Cultural Development at the commune level: The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with relevant central ministries and agencies to guide the contents of criteria 1.2.1, 1.3, 2.1, 2.3, 2.5, 2.9, 3.1, 3.2, 3.3, 4.1, 4.2.1, 4.2.2, 4.3, 4.4, 4.5, 4.7, 4.9, from 5.1 to 5.8, from 6.1 to 6.3, from 7.1 to 7.4, 8.1, 8.2, 8.3, 8.5, and 10.1;
d) For the National Standards for Comprehensive Cultural Development at the provincial level: The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with relevant central ministries and agencies to guide the contents of criteria 2.1, 2.2, from 3.1 to 3.3, 4.1, from 4.3 to 4.16, from 5.1 to 5.10, 6.1, 6.2, 6.3, from 6.5 to 6.8, from 7.1 to 7.8, from 8.1 to 8.7, from 9.1 to 9.11, and 10.1;
đ) During the implementation process, if there are emerging issues, take the lead and coordinate with relevant central ministries and agencies, localities to study, review, compile, and submit to the competent authority for consideration, adjustment, and supplementation of the aforementioned national standards, ensuring suitability with actual conditions;
e) Annually organize inspections and supervision of the implementation of the National Standards for Comprehensive Cultural Development at all levels.
3. Ministries of Home Affairs, Public Security, Defense, Education and Training, Industry and Trade, Health, Agriculture and Rural Development, based on their assigned functions and tasks, shall take the lead and coordinate with the Ministry of Culture, Sports and Tourism to issue guidelines for implementation regarding the criteria and indicators managed by their respective ministries within the National Standards for Comprehensive Cultural Development at all levels for the period 2025-2030.
a) The National Standards for Comprehensive Cultural Development at the commune level (Annex I)
The Ministry of Home Affairs shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 1.1.1;
The Ministry of Public Security shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criteria 1.1.2 and 2.4.1;
The Ministry of Health shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criteria 1.1.3 and 2.4.3;
The Ministry of Industry and Trade shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 1.2.3;
The Ministry of Agriculture and Rural Development shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 2.4.2;
The Ministry of Education and Training shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criteria 1.2.2, 2.6, 2.7, 2.8, and 4.8.
b) The National Standards for Comprehensive Cultural Development at the provincial level (Annex II)
The Ministry of Home Affairs shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 1.1;
The Ministry of Public Security shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 1.2;
The Ministry of Defense shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 1.3;
The Ministry of Education and Training shall take the lead and coordinate with relevant central ministries and agencies to guide the content of criterion 8.8.
4. Provincial People's Committees
a) Actively specify the criteria and indicators for commune, ward, and special administrative-economic zone comprehensive cultural development according to the division of responsibilities set out in the annex attached to this Decision; based on the guidance of relevant central ministries and agencies under Clause 1 of this Article, specify concretely for groups of communes, wards, and special administrative-economic zones suitable with actual conditions, cultural characteristics, and economic-social development needs of the locality, ensuring that the achievement standard is not lower than the central regulations;
b) If necessary, based on the economic, cultural, and social conditions of the locality, provide guidance or issue criteria for comprehensive cultural development in communities within the locality, ensuring consistency with the National Standards for Comprehensive Cultural Development at the commune level;
c) Annually organize inspections, supervision, and urging the maintenance and improvement of the quality of achieved comprehensive cultural development criteria within the locality;
d) The Chairman of the provincial People's Committee shall organize the review of files for examination and recognition and decide on the recognition of communes, wards, and special administrative-economic zones achieving comprehensive cultural development standards upon the request of the commune-level People's Committees.
Article 3. Effectiveness and Responsibility for Implementation
1. This Decision takes effect from the date of signing.
2. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairpersons of People's Committees at provincial level and directly governed cities, and related organizations and individuals shall be responsible for implementing this Decision./.

ANNEX I
NATIONAL STANDARDS FOR COMPREHENSIVE CULTURAL DEVELOPMENT AT THE COMMUNE LEVEL FROM 2025 TO 2030

I. Classification of Objectives
Group 1 includes communes, wards, and special zones in the following provinces: Tuyen Quang; Cao Bang; Lang Son; Lao Cai; Son La; Lai Chau; Dien Bien; Thai Nguyen; Phu Tho; Bac Ninh; Quang Ngai; Dak Lak; Gia Lai; Lam Dong.
Group 2 includes communes, wards, and special zones in the following provinces: Thanh Hoa; Nghe An; Ha Tinh; Quang Tri; Khanh Hoa; Vinh Long; An Giang; Dong Thap; Ca Mau.
Group 3 includes communes, wards, and special zones in the following provinces and centrally governed cities: Hanoi; Ho Chi Minh City; Hue; Da Nang; Can Tho; Hai Phong; Quang Ninh; Hung Yen; Ninh Binh; Dong Nai; Tay Ninh.
II. Framework Procedure for Assessment and Recognition of Communes, Wards, and Special Zones Meeting Comprehensive Cultural Development Standards
1. The People's Committee at commune level shall assess and report on the implementation results of the National Standards for Comprehensive Cultural Development at the Commune Level, soliciting opinions from the Vietnam Fatherland Front Committee at the same level.
2. The People's Committee at commune level shall build and complete the dossier for assessment and recognition of communes, wards, and special zones meeting comprehensive cultural development standards according to the guidelines of the Ministry of Culture, Sports and Tourism, and submit it to the People's Committee at provincial level.
3. The People's Committee at provincial level shall organize the review, assessment, and recognition of communes, wards, and special zones meeting comprehensive cultural development standards.
4. The decision recognizing communes, wards, and special zones meeting comprehensive cultural development standards shall be publicly announced in newspapers, radio, television, and the provincial electronic information portal. The Chairman of the People's Committee at provincial level shall organize the announcement of communes, wards, and special zones meeting comprehensive cultural development standards.
The Ministry of Culture, Sports and Tourism shall provide specific guidance on the procedures, formalities, dossiers for assessment and recognition, revocation of recognition decisions, and models of certificates for recognition of communes, wards, and special zones meeting comprehensive cultural development standards.

II. FRAMEWORK PROCEDURE FOR ASSESSING AND RECOGNIZING PROVINCES AND CENTRALLY GOVERNED CITIES AS MEETING THE STANDARDS FOR COMPREHENSIVE CULTURAL DEVELOPMENT
1. The provincial People's Committee evaluates and reports on the results of implementing the National Standards for Provincial Comprehensive Cultural Development, solicits opinions from the Vietnam Fatherland Front Committee at the provincial level.
2. The provincial People's Committee builds and completes the dossier for assessing and recognizing provinces and centrally governed cities as meeting the standards for comprehensive cultural development according to the guidelines of the Ministry of Culture, Sports and Tourism, and sends it to the Ministry of Culture, Sports and Tourism.
3. The Minister of Culture, Sports and Tourism establishes the Central Appraisal Council for assessing and recommending recognition of provinces and centrally governed cities as meeting the standards for comprehensive cultural development (hereinafter referred to as the Central Appraisal Council), comprising representatives of leaders of relevant central ministries and agencies, and experts in related fields. The Chairman of the Central Appraisal Council is the Minister of Culture, Sports and Tourism - Member of the Central Steering Committee for National Target Programs. In cases where necessary, the Chairman of the Central Appraisal Council may establish a multi-sectoral working group to conduct field surveys and inspections at localities, ensuring substance, efficiency, and streamlined operations.
4. The provincial People's Committee studies, adopts, and explains the appraisal opinions, and completes the dossier, sending it to the Ministry of Culture, Sports and Tourism (through the coordinating agency assisting the National Target Program on Cultural Development for the period 2025 - 2035).
5. The Ministry of Culture, Sports and Tourism examines and decides on recognizing provinces and centrally governed cities as meeting the standards for comprehensive cultural development. The model certificate for recognizing provinces and centrally governed cities as meeting the standards for comprehensive cultural development is guided by the Ministry of Culture, Sports and Tourism.
6. The decision recognizing provinces and centrally governed cities as meeting the standards for comprehensive cultural development shall be publicly announced in newspapers, radio, television stations, and the Government Portal. The Ministry of Culture, Sports and Tourism will announce provinces and centrally governed cities recognized as meeting the standards for comprehensive cultural development.
The Ministry of Culture, Sports and Tourism provides detailed guidance on the procedures, formalities, dossiers for assessment and recognition, models of certificates, and procedures for revoking recognition decisions for provinces and centrally governed cities as meeting the standards for comprehensive cultural development.
III. Provinces and centrally governed cities (referred to as provincial administrative units) recognized as meeting the standards for comprehensive cultural development must meet the following criteria:
1. All commune-level administrative units within the province must meet the standards for comprehensive cultural development under the program for the period 2025 - 2030.
2. The satisfaction index of citizens and organizations with the services provided by state administrative agencies under provincial management must reach 90% or higher.
