DIRECTIVE
OF THE MINISTER OF CULTURE AND INFORMATION
On Strengthening the Implementation of Fire Prevention and Control Work in the Cultural and Information Sector
In recent years, units within the cultural and information sector, including provincial Departments of Culture and Information and units under the Ministry (referred to as units), have made significant efforts in implementing the Ordinance "Regulating State Management over Fire Prevention and Control Work," while also effectively organizing the implementation of Government Prime Minister's Directives on enhancing fire prevention and control measures (PCCC). As a result, from 1991 to date, there have been no unfortunate fire or explosion incidents in any unit within the entire sector, which is a commendable achievement.
However, upon a serious review, it is observed that at many units, PCCC work is still sometimes complacent and lax. Some heads of units have not consistently paid attention to their unit's PCCC work, some places have not adequately equipped with PCCC equipment, or even if they have, they do not regularly check the readiness status of these devices. The training and rehearsal of PCCC plans for firefighting teams have not been conducted regularly, etc.
To strictly implement Directive No. 237/TTg dated April 19, 1996, of the Government Prime Minister "On Enhancing Measures to Implement Fire Prevention and Control Work," and to mark the 35th anniversary of President Ho Chi Minh signing the Ordinance "Regulating State Management over Fire Prevention and Control Work" (October 4, 1961 - October 4, 1996), the Minister of Culture and Information issues this Directive:
1. All units in the entire sector must organize for all staff and employees in the unit to thoroughly understand the contents of the national PCCC Ordinance, Directive No. 237/TTg dated April 19, 1996, of the Government Prime Minister, and local government and sectoral directives on strengthening PCCC work, thereby constantly reminding and raising awareness and responsibility of everyone in PCCC work, while encouraging staff and employees to actively participate in effectively implementing PCCC measures of the unit.
2. Provincial Departments of Culture and Information and cultural and artistic units under the Ministry need to consistently promote through cultural, artistic, information, and exhibition activities the dissemination and guidance of basic knowledge about PCCC for the public to know and implement. In the short term, they should organize contests for creating propaganda posters, poetry, musical, theatrical, film, and audiovisual works on PCCC topics.
The Publishing Department is responsible for reminding publishers to include October 4 each year in the printing schedule as "National Fire Prevention and Control Day" according to the decision of the Government Prime Minister starting from 1997.
3. Units need to review existing PCCC equipment and devices in the unit and develop plans to repair and replace outdated equipment that does not meet technical standards, while supplementing missing equipment and devices, especially paying attention to equipping key points such as warehouses, areas prone to fires and explosions, museums, exhibition halls, or storage rooms for valuable items and assets, with measures to ensure regular maintenance and inspection of PCCC equipment to ensure they can be effectively used immediately when a fire occurs.
New construction projects must consider fire safety from the technical design stage, and allocate part of the budget for installing necessary PCCC equipment and devices. Urgently consolidate firefighting teams of agencies, and annually organize for these teams to rehearse specific PCCC scenarios of each unit.
4. Directors of Provincial Departments of Culture and Information and heads of units under the Ministry are directly responsible for organizing and directing the implementation of PCCC work within their managed units, and in the short term, they need to develop plans to effectively implement this Directive.
Timely rewards should be given to collectives and individuals with outstanding achievements in PCCC work. From now on, PCCC work must be considered an important aspect of each unit and included as a content in annual reports of units.
5. Assign the Ministry Office the responsibility to coordinate with units to regularly monitor, urge, and inspect the implementation of PCCC work in units throughout the sector, promptly report to the leadership of the Ministry any urgent matters, and compile the situation regarding the results of PCCC work annually for the entire sector.
