CIRCULAR
Supplementary Guidance on Implementing Directive No. 251/CT dated September 21, 1983, of the Council of Ministers regarding the supplementation of certain points on policies and regulations for cadres, workers, and civil servants.

On January 12, 1983, the Ministry of Finance issued Circular No. 01-TC/NTNT/K to guide the implementation of Directive No. 251/CT of the Council of Ministers concerning financial issues. Now, based on current circumstances and the requirements of some sectors and expert teams in Cambodia, after exchanging opinions and reaching consensus with the Office of the Council of Ministers, the Economic and Cultural Cooperation Commission with Laos and Cambodia, and the Ministry of Internal Trade, the Ministry of Finance supplements certain points in Circular No. 01-TC/NTNT/K to be consistent with the current situation as follows:
1. Regarding uniforms:
Point 3 of Circular No. 01-TC/NTNT/K provides guidance on the one-time allowance for cadres going on long-term missions of three years or more; before departing for Cambodia, each person was granted 800 dong to purchase necessary personal items. Now, due to significant changes in prices, the Ministry of Finance has revised this provision: Before departing for Cambodia, each person will be provided by the State with one set of medium-quality suit clothing; one poplin shirt; one cotton mosquito net; one pair of plastic sandals; one faux leather travel bag. The cadre will tailor or purchase these items at state-owned commercial stores according to the prices set by the Central Textile Garment Company, then settle the cost with their agency using the allocated funds. If a cadre is dispatched to Cambodia for any reason and returns earlier than the stipulated period (three years), they must return the unused portion of the clothing in cash at the original purchase price. If the cadre continues to stay in Cambodia for another three-year term, they will be provided with a second set.
2. Regarding annual leave benefits:
All long-term experts working in Cambodia for three years or more are entitled to one month of annual leave according to the regulations (excluding travel days). To ensure timely return to work and considering the need to wait for transportation if the distance from the workplace to the place of rest within the country exceeds 1,200 kilometers, air travel is allowed (for areas south of Binh Tri Thien, air travel is not considered). For staff and officials who have worked in Cambodia for three years or more and have been annually recognized as outstanding workers without disciplinary violations, and with distances as mentioned above, they are also entitled to one round-trip air travel per year between Ho Chi Minh City and Hanoi (the mode of travel determines the reimbursement method). Given the difficulties faced by experts, staff, and officials in obtaining transportation during their leave, the State has resolved to allow air travel, thus there is no justification for extending the leave period at home.
3. Regarding the supply of food and other necessities:
It is necessary to uniformly implement the standards and quantities as decided by Decision No. 218/HĐBT of the Council of Ministers. The State budget only compensates for the price difference according to the supplied quantity. If the Ministry of Internal Trade can provide additional supplies beyond the standards and quantities specified in Decision No. 218/HĐBT, the experts must purchase the excess at the guaranteed trading price of the Ministry of Internal Trade, and the State budget will not compensate for the excess quantity.
4. Regarding fabric coupons:
Cadres going on long-term missions of three years or more are provided with five meters of fabric coupons valid for one year and compensated for each meter at 57.50 dong according to Decision No. 118/HĐBT dated October 11, 1983, of the Council of Ministers. The agency that pays the salary to the cadre shall compensate for the fabric coupon money.
