into the Food and Foodstuff Technical Secondary School

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the agreement document No. 1062/THCN-DN dated February 12, 1999 on the transformation of the Food and Foodstuff Vocational Secondary School No. 2 into the Food and Foodstuff Technical Secondary School by the Ministry of Education and Training;

These regulations are hereby promulgated along with this Decision "Regulations on the Transfer, Rotation, and Temporary Assignment of Officials and Civil Servants of the Government Inspectorate."

DECISION:

Article 1. Now, the Food and Foodstuff Vocational Secondary School No. 2 is transformed into the Food and Foodstuff Technical Secondary School under the Ministry of Agriculture and Rural Development.

The Food and Foodstuff Technical Secondary School is a public service training unit with legal personality, its own seal, operational funds provided by the State, and it is allowed to open an account at the State Treasury.

The school's headquarters is located at Nguyen Duy Street, District 8, Ho Chi Minh City.

 Article 2The main tasks of the school are as follows:

1- Training and upgrading middle-level technical and economic cadres for the food and foodstuff industry in southern provinces.

2- Training and upgrading workers' ranks in the food and foodstuff industry.

3- Participating in research and application of scientific and technological advancements related to the school's training programs and transferring technological advancements to production.

4- Linking and cooperating with domestic and foreign organizations such as educational institutions, research centers, and production and business establishments to combine training with production.

5- Managing the organization, staffing, and assets of the school according to the management levels assigned by the Ministry and general regulations of the State.

Article 3Scale of training and fields of training:

1. Scale of training: student capacity from 600 to 800 students.

2. Fields of training:

a/ Secondary level:

Processing and preservation of food grains (Code 12-01)

Processing and preservation of food products (Code 12-02)

Industrial and household electrical engineering (Code 06-03)

Repair and operation of mechanical equipment (Code 04-02)

Accounting (Code 20-04)

For the above fields of study, the school is responsible for developing training plans, curricula, and textbooks to be submitted to the Ministry for approval to start classes from the 2000-2001 academic year.

b/ Secondary vocational and skill training: maintaining the current training programs.

Article 4.The organizational structure of the school includes:

1. Leadership:

The Principal and Deputy Principals of the school remain unchanged. The Principal is responsible before the Minister of Agriculture and Rural Development and the law for leading and managing all activities of the school. The Deputy Principal assists the Principal and is responsible for specific areas of work assigned by the Principal.

2. Functional Departments, Subject Groups, Trade Departments, Practical Workshops:

In the short term, the existing organizational structure of the school will be maintained and gradually implemented according to the regulations of public secondary schools as per Decision No. 761/GD-ĐT dated March 3, 1997 of the Ministry of Education and Training.

Article 5.The Director of the General Department of the Ministry, the Director of the Cadre and Civil Servant Organization Department, the Principal of the Food and Foodstuff Technical Secondary School, and the Heads of relevant units under the Ministry are responsible for implementing this Decision./.
