On Mobilizing and Encouraging Citizens to Donate Blood Voluntarily

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Resolution No. 90/CP dated August 21, 1997 of the Government on the orientation and policy for socializing educational, health, and cultural activities;
To ensure a sufficient supply of quality blood and blood products for medical treatment based on voluntary blood donation and to guarantee the safety of blood transfusion in healthcare facilities.
At the proposal of the Ministry of Health,
DECISION:
Article 1. April 7 each year shall be designated as "National Voluntary Blood Donation Day".
Article 2. The Minister of Health shall be responsible for:
- Coordinating with relevant ministries and sectors to organize propaganda on the humanitarian significance and mobilize the entire population to donate blood voluntarily; organizing the annual "National Voluntary Blood Donation Day".
- Ensuring mechanisms and technical conditions for receiving, supplying blood, and ensuring blood safety; reinforcing blood safety facilities from central to local levels to receive regular voluntary blood donations as well as on "National Voluntary Blood Donation Day".
- Organizing inspections and audits of the implementation of regulations on blood safety.
Article 3. Ministries, sectors, People's Committees at all levels shall proactively coordinate with the Vietnam Fatherland Front Councils at all levels and member organizations of the Front to mobilize the entire population to participate in voluntary blood donation, support, and create favorable conditions for the successful organization of "National Voluntary Blood Donation Day".
Article 4. This Decision takes effect from the date of issuance.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
