MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 15/ dated October 20, 2015 of Pursuant to the Government's Decision No. 72/1994/NQ-CP dated October 28, 1994 on tasks, powers, and organizational structure of ministries;
Pursuant to Decree No. 29/ dated October 20, 2015 of According to the proposal of the Director of the Political Work Department, of Education and Training;
The accompanying Decision hereby promulgates the Regulations on the Work of Boarding Students in Universities, Colleges, and Vocational Schools.
DECISION:
Article 1The Director of the Political Work Department shall be responsible for guiding the implementation of the Regulations on the Work of Boarding Students issued together with this Decision.
Article 2. This Decision takes effect 15 days after the date of signing. All previous provisions contrary to this Decision are abolished.

REGULATIONS
(issued together with Decision No.
43/2002/QĐ-BGDĐT dated October 22, 2002 of the Minister of
Education and Training).
1. Students who do not reside in dormitories managed by the school are referred to as boarding students. 2. Boarding students must be subject to management by the school, local authorities, and have the obligation to strictly implement the policies, laws, and regulations of the State, the school, and local authorities regarding the management of boarding students.
Chapter I
GENERAL PROVISIONS
Article 1. General Provisions.
Scope of Application. These Regulations on the Work of Boarding Students shall be uniformly applied to all boarding students in universities, colleges, and vocational schools throughout the country: For foreign students, separate provisions apply.
Objectives and Requirements of the Work of Boarding Students.
Article 2. 1. The work of boarding students in universities, colleges, and vocational schools aims at the following objectives:
a) Contributing to the training of boarding students in fulfilling their learning tasks as stipulated by the Education Law, the Charter of the School, and specific regulations of each school;
Article 3b) Establishing discipline and order in managing boarding students; ensuring timely understanding of the actual situation of boarding students;
c) Preventing, curbing, and fundamentally eliminating negative and unhealthy behaviors among boarding students, particularly social evils such as gambling and drug abuse.
2. The work of boarding students in universities, colleges, and vocational schools must meet the following requirements:
a) Close and regular coordination between units within the school, primarily between the Student Affairs Office (Department) and the Ho Chi Minh Communist Youth Union and the Student Association of the school.
b) Close and regular coordination between the school, families, and local authorities.
c) Timely and thorough understanding of the actual situation of boarding students.
Contents of the School's Management of Boarding Students.
1. Developing and implementing plans for managing boarding students that meet the objectives and requirements set forth in Article 3 of these Regulations.
2. Issuing specific regulations of the school on the work of boarding students in accordance with these Regulations.
Chapter II
SPECIFIC PROVISIONS
Article 4. Organizing the management machinery for boarding students.
3. Inspecting and evaluating the implementation of the work of boarding students.
Responsibilities of the School.
4. Establishing and issuing economic-technicalnorms, product and service standards, wage rates in accordance with Stateprovisions. 1. The Principal is the person primarily and directly responsible for directing the work of boarding students in the school.
2. The Student Affairs Office (Department) has the responsibility to assist the Principal in directing and organizing the implementation, inspecting, and evaluating the work of boarding students in the school.
Article 53. Social organizations within the school, primarily the Ho Chi Minh Communist Youth Union and the Vietnam Student Association, have the responsibility to contribute to the implementation of the work of boarding students in accordance with these Regulations.
Tasks and Powers of the Student Affairs Office (Department).
1. Coordinating with the police and local authorities where the students of the school usually reside or temporarily reside to:
a) Develop plans to ensure political security and social safety in residential areas for boarding students. b) Organize regular meetings (at least once per semester) with boarding students to provide information about the school and the locality and to gather their opinions on the work of boarding students.
Article 6c) Hold meetings at least once a year to inform the school about the situation of boarding students from the police and local authorities, thereby proposing measures to coordinate in managing boarding students effectively.
2. Guiding students to strictly comply with national laws, school rules and regulations, and local government regulations.
3. Issuing certificates to students of the school allowing them to reside outside the campus so that the police station can process temporary residence registration.
4. Compiling lists of boarding students by class and department, clearly indicating their permanent or temporary addresses (name of the host, house number, street (village), ward (commune, town), district (county), and date of permanent or temporary residence registration. 5. At the end of each semester or academic year, collecting comments from the police (according to Model Appendix No. 1 attached) regarding boarding students' compliance with national laws, local government regulations, contributions to the community, or violations committed by students.
6. Using the police's comments to combine with the classification of students according to the regulations of the Ministry.
7. Cooperating with local authorities and the Ho Chi Minh Communist Youth Union to organize cultural, artistic, sports activities, and anti-drug and social evil campaigns for boarding students.
Responsibilities of Boarding Students. 1. Processing registration procedures to reside
outside the campus.
5. At the end of each semester and school year, collect the police's comments (according to the model in Appendix No. 1 attached) regarding students' compliance with national laws, local regulations, contributions to the community, or deficiencies and violations committed by the students.
6. Base the classification of students according to the regulations of the Ministry on the police's comments. 5.Implementing the tasks and powers stipulated in Clauses 3, 4, and 5 of Article 14of the Inspectorate Ordinance.
7. Coordinate with local authorities and the Ho Chi Minh Communist Youth Union to organize cultural, artistic, sports activities, and anti-drug and social evil prevention programs for off-campus students. . Responsibilities of off-campus students.

ID number... to reside outside the school (according to Model Appendix No. 2 attached), to register temporary residence with the police station (commune town) in accordance with Decree No. 51/CP of the Government on registration and management of household registration, Circular guiding of the Ministry of Home Affairs (now the Ministry of Public Security), and the provisions of this Regulation. Specifically, for students and trainees whose permanent residence is located at the place where the school is situated and who live together with their family, only need to submit an application without the opinion of the police station (commune town). 2. When permitted by the police station (commune town) to register temporary residence, within fifteen days from the date of permission, students and trainees must report to the school about their address for residing outside: host's name, house number, street (village, hamlet), ward (commune town), district (province), contact phone number (if any).
3. Students and trainees have the responsibility to comply strictly with all terms of the contract with the host; not to bring others into the accommodation without the host's consent; notify the host to register temporary absence with the police station (commune town) if they leave the accommodation for more than twenty-four hours.
4. When changing the place of residing outside, students and trainees must submit an application to the school for re-registering temporary residence with the police station (commune town) and must report to the school about their new address for residing outside.
5. Students and trainees must commit to the school and the police station (commune town) where they are residing outside to strictly comply with state laws, local regulations on public order and social safety, maintaining a healthy living environment. 6. Actively participate in cultural, artistic, physical education and sports activities, drug prevention, crime prevention, social evils, and other activities organized by the locality.
7. Strictly prohibit the following acts:
a) Producing, using, selling, transporting, storing drugs, weapons, explosives, flammable substances, toxic materials.
b) Participating in gambling, lottery betting, prostitution, and illegal motorbike racing.
c) Storing, circulating, using, or disseminating films, tapes, and obscene cultural products, violent incitement materials, documents containing reactionary content.
d) Causing noise, disorder, and other uncivilized behaviors; fighting, inciting fights; organizing gangs, factions, gathering to disrupt public order and security; polluting the environment where they reside.
đ) Engaging in illegal preaching, spreading superstitious beliefs, and outdated customs.
8. Fifteen (15) days before the end of the semester, students and trainees must submit the Police Station (Commune Town)'s Observation Certificate where they are residing outside to the school. . Rights of students and trainees residing outside.
1. Enjoying the rights of citizens residing in the territory; being provided favorable conditions and assistance by the local authorities and the school in residing outside.
2. Having the right to appeal and express legitimate wishes to the local authorities, the School Principal, and related agencies regarding issues related to student and trainee residing outside work.
Article 8. Rewards.
1. Organizations and individuals who have many achievements in contributing to student and trainee residing outside work will be rewarded according to current regulations.
2. Students and trainees who have achievements in student and trainee residing outside work, depending on the level of achievement, will be considered for rewards by the school and counted towards discipline points.
Chapter III
REWARD AND DISCIPLINE
Article 9. Disciplinary Measures.
1. Organizations and individuals violating the Student and Trainee Residing Outside Work Regulations will be subject to disciplinary measures, administrative penalties, or criminal prosecution depending on the nature and degree of violation. 2. Students and trainees violating the Student and Trainee Residing Outside Work Regulations, depending on the degree of violation, will be disciplined by the school from a warning to suspension of studies, expulsion (according to the Disciplinary Measures Framework stipulated in this Regulation)./
