Regarding the approval of the Master Plan for Construction of the Open Economic Zone of Chu Lai, Quang Nam Province

Considering the proposal of the Minister of Construction at the report No. 80/TTr-BXD dated December 10, 2003,

Clause 4 of Article 6Approve the Master Plan for Construction of the Open Economic Zone of Chu Lai, Quang Nam Province with the main contents as follows:

1. Scope of Study

The planning area includes 14 communes, wards, and towns under Nui Thanh District and Tam Ky City, with a total natural land area of 27,040 hectares, bounded as follows:

East bordering the East Sea;

West bordering Tam My and Tam Thanh communes, Nui Thanh District, Quang Nam Province;

South bordering Binh Son District, Quang Ngai Province;

North and Northwest bordering Thang Binh District, Quang Nam Province.

2. On the nature

The Open Economic Zone of Chu Lai (including the duty-free zone) is one of the financial, banking, trading, tourism, telecommunications, and other service centers of Quang Nam Province, Central Coastal Region; it is a provincial and regional transportation hub and an important area concerning national defense and security.

3. Population Scale

It is expected that by 2010 there will be approximately 215,000 people, including:

Urban population about 100,000 people;

Rural and fishery population about 115,000 people.

It is expected that by 2020 and after 2020 there will be approximately 800,000 people, including:

Urban population about 750,000 people;

Rural and fishery population about 50,000 people.

Total natural land area is approximately 27,040 hectares, including land for the following functional zones:

5. Orientation for spatial organization

a) Development Orientation

Focus on developing construction in the eastern area along the Da Nang - Dung Quat expressway, fully exploiting the sand dune land along the coast, hills, and vacant land within the area to:

Prioritize allocating favorable land areas for the duty-free zone, industrial zones, and urban development;

Reserve part of the cultivated land, river and lake surfaces, and tidal flats for organizing economic activities in agriculture and fisheries;

Protect, restore, and exploit the natural scenery of beaches, lakes, rivers: Trai Giang, Ban Thach, Tam Ky, hills... to create a landscape for the open economic zone. Restore cultural historical relics, protect the environment.

b) Functional Zones

Duty-free zone:

This is a hard-fenced area located in Tam Quang commune, Tam Giang commune, and part of Tam Nghia commune, adjacent to Ky Ha port, with a scale of approximately 1,656.7 hectares.

Industrial zones: total land area of approximately 3,000.0 hectares, including the following industrial zones:

Bac Chu Lai Industrial Zone: area of 630 hectares, including planned industries such as processing of agricultural, forestry, marine products, building materials, machinery, electronics, microelectronics, automation, assembly, household goods...;

Tam Anh Industrial Zone: area of 1,915 hectares, including post-petroleum refining industries, light industries, processing of agricultural, forestry, marine products, machinery, building materials, animal feed production, electrical appliances, leather goods, sports equipment...;

Tam Hiep Industrial Zone: area of 125 hectares, including automobile manufacturing and assembly, animal feed production, ceramic tiles, high-end sanitary ware...;

Tam Thang Industrial Zone: area of 300 hectares, including building materials industry, quartz sand, handicrafts...;

An Phu Industrial Zone: area of 30 hectares, including garment, footwear, food processing, electronics, household goods industries...;

Tourism: tourist areas with a scale of approximately 2,100 hectares mainly distributed along the beach and Trai Giang River in Tam Hai, Bai Rang, Tam Hoa, Tam Tien, Tam Thanh communes and the Nui Thanh area.

Training: training, research, vocational education centers with a scale of approximately 295 hectares located in Tam Phu urban area.

Urban areas: consisting of three new urban areas with approximately 750,000 people, urban construction land up to 2020 approximately 5,245 hectares, initial phase up to 2010 approximately 1,800 hectares, urban quality equivalent to Class II cities, including:

Nui Thanh Urban Area: population of about 280,000 people; residential land approximately 1,900 hectares, average 68 square meters per capita;²/person;

Tam Hoa Urban Area: population of about 260,000 people; residential land approximately 1,640 hectares, average 63 square meters per capita;²/person;

New Tam Phu Urban Area: population of about 210,000 people, first phase 35,000; residential land approximately 2,000 hectares, average 95 square meters per capita;²/person.

Rural residential areas: population by 2020 approximately 50,000 people; construction land by 2020 approximately 1,070 hectares. Initial phase constructing several resettlement points serving land clearance for construction of functional zones such as: Tam Hiep, Bac Chu Lai, An Phu industrial zones, functional zones in the duty-free zone in Tam Quang, tourist areas in Tam Hai, Tam Hoa, etc.

Green areas: including ecological green spaces and buffer zones between industrial zones and urban areas located along lakes and rivers (Dam Lake, Tam Ky River, Trai Giang River...), with a land area of approximately 750 hectares.

6. Orientation for technical infrastructure development

a) On external transportation

External transportation:

Air transport: expanding Chu Lai airport with an area of approximately 3,000 hectares (planned in detail by the Ministry of Transport);

Rail transport: constructing the Vietnam cross-country railway line (planned in detail by the Ministry of Transport);

Road transport: constructing the Da Nang - Dung Quat expressway running through the open economic zone towards the west; upgrading Provincial Route 616 to meet Western Highlands requirements; constructing the road east of Chu Lai airport connecting Ky Ha port with Dung Quat industrial park, Quang Ngai Province;

Maritime transport: investing in building Ky Ha port (planned by the Ministry of Transport).

b) Internal transportation

Transportation between urban areas.

Roadways:

North-South oriented vertical axes: upgrading the national route 1A section passing through the open economic zone; constructing the central axis in the East connecting the systems of urban centers of Tam Phu - Tam Hoa - Nui Thanh; building coastal roads serving tourism development along the coast and the Song Truong Giang river;

East-West oriented horizontal axes: constructing the northern route of Tam Ky city to connect with the expressway to the coastal road; routes connecting the expressway with the eastern axis, new urban area of Tam Hiep, urban area of Nui Thanh and Ky Ha port;

Urban railway: upgrading the existing Thong Nhat railway line to a double-track electrified railway for public transportation between cities (according to the planning of the Ministry of Transport);

Water transport: transforming the Song Truong Giang into an inter-urban waterway for tourism, cargo and passenger transport;

Internal traffic within urban areas;

Constructing main urban roads in cities and coastal tourist routes;

Traffic-related facilities;

Including bridges over Tam Ky River, Song Truong Giang River and inter-provincial, inter-urban parking lots, etc.;

Orientation for public transportation development:

Organizing bus routes, double-track electrified railway lines;

Water transport organizing ship routes, passenger-carrying vessels, water taxis serving inter-urban passenger transport;

c) Water supply

Water consumption standards:

Initial phase (until 2010): 120 liters/person.day for domestic water, 85% population having access to clean water;

Long-term phase (until 2020 and beyond): 150 liters/person.day for domestic water, 95% population having access to clean water;

Total water demand:

By 2010: 91,400 m³/year;³/art.;

By 2020: 406,700 m³/year;³/art.

- Solid waste treatment areas:

Total electricity demand:

By 2010: 247.18 MW;

By 2020: 956.6 MW;

Electricity source

Using a 110/35/22KV substation with initial capacity of 1 x 40MVA, future capacity of 2 x 40MVA to supply power to Nui Thanh district;

Building the 220KV Da Nang - Doc Soi line and the 500KV line with two circuits from Pleiku - Dungquat Da Nang (according to the overall development plan for the fifth stage of Vietnam Power Corporation) and at Doc Soi, constructing a 500/220/110KV substation with capacity of 1 x 450MVA, and a 220/110KV substation with capacity of 3 x 125MVA;

d) Wastewater discharge and environmental sanitation

Industrial zones and free trade zones

Constructing wastewater discharge networks and treatment plants for industrial zones with total capacity of 96,040 m³/day; treatment plants for free trade zones with total capacity of 36,900 m³/day, covering an area of 5.5 hectares;

Urban areas

Constructing wastewater discharge networks and treatment plants in urban areas and tourist sites according to land leveling designs;

Article 2.

1. Expanding the boundaries of the Chu Lai Open Economic Zone as defined in Decision No. 108/2003/QD-TTg dated June 5, 2003 of the Government, now including Tam Xuan II commune (based on current administrative boundaries);

2. The People's Committee of Quang Nam Province approves the technical design dossier of the General Planning for Construction of the Chu Lai Open Economic Zone to serve as a basis for planning management and implementation of subsequent investment construction steps;

3. Entrusting the Management Board of the Chu Lai Open Economic Zone:

To promulgate the Construction Management Regulations according to the General Planning for Construction of the Chu Lai Open Economic Zone after reaching agreement with the Ministry of Construction;

To organize the announcement of the General Planning for Construction of the Chu Lai Open Economic Zone and coordinate with relevant ministries, sectors, and localities to implement this General Plan after approval by the Prime Minister;

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. The Chairman of the People's Committee of Quang Nam Province, the Head of the Management Board of the Chu Lai Open Economic Zone, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for implementing this Decision./.
