Approving the project to establish the Military Post and Telecommunications Corporation
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the State Enterprise Law dated November 26, 2003;
Pursuant to the Enterprise Law dated June 12, 1999;
Pursuant to Decree No. 180/2004/NĐ-CP dated October 28, 2004 of the Government;
Upon the proposal of the Minister of National Defense,
DECISION:
Article 1. Approving the Project to Establish the Military Post and Telecommunications Corporation with the following contents:
1- The Military Post and Telecommunications Corporation (hereinafter referred to as the Corporation) is under the Ministry of National Defense, established by the State's decision on investment and organization, based on restructuring the Military Post and Telecommunications Company to meet the requirements for expanding and developing business operations and ensuring the effective fulfillment of national defense and security tasks.
2- The Military Post and Telecommunications Corporation (hereinafter referred to as the Corporation) shall have its own seal, be allowed to open accounts at banks in accordance with the provisions of the law, operate in accordance with the Law on State-Owned Enterprises and the Charter of the Corporation.
- Full name: Military Post and Telecommunications Corporation.
- International trade name: VIETTEL CORPORATION.
- Abbreviation: VIETTEL.
- Head office: No. 1, Giang Van Minh Street, Ba Dinh District, Hanoi City.
3- Registered capital at the time of establishment: 950 billion VND (nine hundred and fifty billion VND).
4- Main business activities of the Corporation: Providing postal and telecommunications services; developing software products in the fields of electronics, telecommunications, information technology, and the internet; manufacturing, assembling, repairing, and selling electrical, electronic, and telecommunication equipment, information technology equipment, and radio transceivers; operating in the construction of postal, telecommunications, information technology, and power transmission sectors.
5- Organization and operation of the Corporation: The Minister of National Defense decides on the management structure suitable for the characteristics of a defense enterprise and ensures that the Corporation operates effectively.
6- Member units at the time of establishing the Corporation include:
a) Dependent accounting units
+ Viettel Fixed Telephone Company.
+ Viettel Mobile Telephone Company.
+ Viettel Transmission Company.
+ Viettel Telecommunications Company Region I.
+ Viettel Telecommunications Company Region II.
+ Viettel Telecommunications Company Region III.
b) Independent accounting units:
+ Viettel Internet Company.
+ Viettel Postal Company.
+ Viettel Survey and Design Company.
+ Viettel Construction Installation Company.
+ Viettel Import-Export Trading Company.
+ Viettel Construction Joint Stock Company.
c) Public service units:
+ Viettel Science and Technology Research Center.
+ Viettel Training Center.
+ Viettel Physical Culture Club.
7- The organization and operation of the Corporation are specifically stipulated in the Charter of the Corporation.
Article 2. Entrusting the Minister of National Defense to decide: the establishment of the Corporation and its member units; approval of the Charter of the Corporation; appointment of managerial positions in the Corporation in accordance with the provisions of the law.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Minister of National Defense, heads of relevant agencies, General Director of the Military Post and Telecommunications Corporation, and Director of the Military Post and Telecommunications Company are responsible for implementing this Decision.
