Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on price management of postal and telecommunications services;
At the proposal of the Director of the Telecommunications Department;
DECISION:
Article 1. Intra-provincial connection charges for long-distance inter-provincial calls (PSTN or VoIP):
Telecommunication service providers offering long-distance inter-provincial calls (PSTN or VoIP) shall charge customers and pay intra-provincial networks (originating and terminating) an intra-provincial connection charge of 270 dong per minute.
Article 2. Intra-provincial connection charges for mobile-to-fixed-line calls from mobile networks (national mobile and intra-provincial mobile) to fixed-line networks:
a) In cases where the mobile network connects directly with the intra-provincial network, telecommunication service providers offering mobile services shall charge customers and pay the intra-provincial network an intra-provincial connection charge of 270 dong per minute.
b) In cases where the mobile network connects with the intra-provincial network through long-distance inter-provincial PSTN or VoIP networks, telecommunication service providers offering mobile services shall charge customers and pay the connection charge as follows:
- Pay the intra-provincial network an intra-provincial connection charge of 270 dong per minute;
- In cases where the call is transferred through a long-distance inter-provincial PSTN network to reach the intra-provincial network, the connection charge paid to the long-distance inter-provincial PSTN network shall be as follows:
+ For connections to one toll switch in a region (1 Toll), the connection charge is 300 dong per minute;
+ For connections to two toll switches in a region (2 Toll), the connection charge is 250 dong per minute;
+ For connections to three toll switches in a region (3 Toll), the connection charge is 200 dong per minute;
- In cases where the call is transferred through a long-distance inter-provincial VoIP network to reach the intra-provincial network, the connection charge paid to the long-distance inter-provincial VoIP network shall be agreed upon by the enterprises but not higher than the connection charge when connecting with the inter-provincial PSTN network and shall not discriminate between enterprises.
Article 3. The connection charges stipulated in this Decision apply to off-peak hours calls and do not include value-added tax.
Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with the provisions of this Decision shall be abolished.
Article 5. The Head of the Office, Directors of the Telecommunications Department, Heads of agencies and units under the Ministry of Information and Communications, General Directors, Directors of telecommunication service providers, and related units are responsible for implementing this Decision./.
