CIRCULAR

Regulations on welding training equipment for intermediate vocational level and college vocational level training

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

Pursuant to Decision No. 47/2008/QD-BLDTBXH dated May 2, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating the framework program for intermediate vocational level and the framework program for college vocational level, for welding;

Based on the results of the Appraisal Council's review of the minimum equipment list for welding training and the proposal of the General Director of the Vocational Training Administration regarding the issuance of regulations on welding training equipment applicable to intermediate vocational level and college vocational level training,

The Minister of Labor, Invalids and Social Affairs hereby stipulates the regulations on welding training equipment for intermediate vocational level and college vocational level training as follows:

Article 1. Scope of regulation and applicable subjects

1. This Circular specifies in detail the welding training equipment for intermediate vocational level and college vocational level training applicable to intermediate vocational schools, college vocational schools, universities, colleges, and specialized secondary schools that have registered to conduct welding training at the intermediate vocational level and college vocational level (hereinafter referred to collectively as schools).

2. This Circular does not apply compulsorily to schools that do not train according to the framework programs already issued pursuant to Decision No. 47/2008/QD-BLDTBXH dated May 2, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating the framework program for intermediate vocational level and the framework program for college vocational level, for welding.

Article 2. Minimum equipment list for welding training

1. Minimum equipment list for welding training at the intermediate vocational level (Annex 1 attached).

2. Minimum equipment list for welding training at the college vocational level (Annex 2 attached).

Article 3. Content of the minimum equipment list

1. The minimum equipment list for welding training is developed based on the framework program for intermediate vocational level and the framework program for college vocational level, for welding. The equipment list includes:

a) The minimum quantity and types of equipment required to implement courses and modules;

b) Pedagogical requirements for each piece of equipment in each course and module;

c) A consolidated list of minimum equipment for compulsory courses and modules;

d) A consolidated list of minimum equipment for elective modules;

e) Common technical requirements for each piece of equipment.

2. The minimum equipment list for welding training at the intermediate vocational level and college vocational level is the minimum equipment list that schools must have to organize teaching and learning for a maximum of 18 students in one practical class, according to the framework programs already issued pursuant to Decision No. 47/2008/QD-BLDTBXH dated May 2, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating the framework program for intermediate vocational level and the framework program for college vocational level, for welding.

Article 4. Application of the minimum equipment list

Schools base their scale of training (number of practical classes); minimum equipment list for vocational training; specific practical plans to determine the necessary quantity of equipment, ensuring the quality of vocational training.

Article 5. Responsibilities of schools

Based on the provisions of this Circular, the Principals of schools shall organize and direct the development of investment plans, procurement, management, and utilization of vocational training equipment to ensure the effectiveness of investment capital.

Article 6. Implementation Provisions

1. This Circular shall take effect 45 days from the date of signature.

2. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the Vocational Training Administration, schools, and related units are responsible for implementing this Circular.

During implementation, if there are any difficulties, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for research and resolution./.
