THE MINISTER OF HEALTH
Pursuant to Decree No. 49/2003/ND-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Circular No. 3543/VPCP-NC dated July 18, 2003 of the Office of the Government regarding the Prime Minister's opinion allowing the Council for Preventive Medicine and HIV/AIDS Control to use the national emblem seal;
At the proposal of the Director of the Department of Organization and Cadres and the Director of the Council for Preventive Medicine and HIV/AIDS Control - Ministry of Health,
DECIDES:
Article 1. To promulgate with this Decision the Regulations on the functions, tasks, powers and organizational structure of the Council for Preventive Medicine and HIV/AIDS Control.
Article 2. This Decision takes effect from the date of issuance. All previous regulations contrary to the provisions of this Decision shall be abolished.
Article 3. The Permanent Deputy Head of the Office, Heads of Departments under the Ministry of Health, Directors of the Council for Preventive Medicine and HIV/AIDS Control, and Heads of related units are responsible for implementing this Decision./.

OF THE COUNCIL FOR PREVENTIVE MEDICINE AND HIV/AIDS CONTROL

I. Functions, Tasks, Powers of the Council for Preventive Medicine and HIV/AIDS Control.
1. 1. Position and functions of the Council.
1.1. The Council for Preventive Medicine and HIV/AIDS Control is a specialized management agency under the Ministry of Health, assisting the Minister of Health in performing state management functions and enforcing laws, directing professional activities in the fields of preventive medicine, HIV/AIDS prevention and control, and border health quarantine throughout the country.
1.2. The Council has legal personality, maintains a bank account, uses the national emblem seal, and has its headquarters in Hanoi City. The operating budget of the Council is funded by the State budget and other legitimate sources.
2. 2. Tasks and powers of the Council for Preventive Medicine and HIV/AIDS Control.
2.1. 2.1. Lead in developing strategies, planning, and plans for the following areas: Disease surveillance and control, HIV/AIDS prevention and control, border health quarantine, social disease prevention, environmental health, school health, community nutrition, occupational health and occupational diseases, accident and injury prevention; vaccine and medical product production management; chemical insecticide and disinfectant management for approval by the Minister of Health within their authority or for submission to the Government for approval.

Develop, amend, and supplement draft Laws, Ordinances, and regulatory legal documents on preventive medicine, HIV/AIDS prevention and control, and border health quarantine for issuance by the Minister of Health within their authority or for submission to the Government; establish lists, standards, technical levels, and policies in the field of preventive medicine, HIV/AIDS prevention and control, and border health quarantine. 2.3. Manage and direct specialized activities in the preventive medicine system,

Lead in developing industry standards in the following areas: infectious disease prevention and control, HIV/AIDS prevention and control, border health quarantine, social disease prevention, vaccines and medical products; chemical disinfectants and insecticides in the health sector; environmental health, school health, occupational health and occupational disease prevention, accident and injury prevention; drinking water quality, domestic water supply, sanitation facilities.

Manage, direct, and implement measures to prevent and control diseases nationwide.
