BASED ON THE DECREE NO. 73/CP OF NOVEMBER 1, 1995 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
BASED ON THE DECISION NO. 942/QD-BNN-PTLN OF MARCH 21, 2002 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT ASSIGNING THE 2002 PLAN - NEW PLANTATION PROJECT OF 5 MILLION HECTARES OF FORESTS TO SUBORDINATE UNITS;

Article 1. NOW ISSUED WITH THIS DECISION THE REGULATIONS ON PROCEDURES AND CONTENTS FOR PREPARING DESIGN AND ESTIMATE DOCUMENTATION FOR FORESTRY CONSTRUCTION PROJECTS UNDER PROJECT 661 AND OTHER PROJECTS FUNDED BY THE STATE BUDGET (OR DONATED FUNDS).
Article 2. SCOPE OF APPLICATION FOR PROJECT 661 AND OTHER PROJECTS FUNDED BY THE STATE BUDGET (OR DONATED FUNDS).
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 4. THE DIRECTORS OF THE MINISTRY'S OFFICE, THE DIRECTOR OF THE FORESTRY DEVELOPMENT DEPARTMENT, AND THE HEADS OF RELATED UNITS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
