Directive No. 439/2000/CT-BGTVT on organizing transportation to serve the Tet holiday (2001).

DIRECTIVE OF THE MINISTER OF TRANSPORTATION

Regarding the organization of transportation services for the Year of the Buffalo (2001) Tet holiday

This year, the demand for goods transportation and travel of the people will be higher than usual throughout the year. To ensure the satisfaction of stable transportation needs for production, to serve the safe and convenient travel of the people during the Tet holiday period, and to implement Directive No. 33/1999/CT-TTg dated December 27, 1999 of the Prime Minister on strengthening the responsibility of state management in ensuring traffic safety and order, the Minister of Transport instructs the Director of the Vietnam Highway Administration, the Director of the Vietnam Inland Waterway Administration, the Director of the Vietnam Maritime Administration, the Director of the Vietnam Inspection and Management Agency for CLCTGT, the Director of the Vietnam Vehicle Registration Agency, the General Director of the Vietnam Railway Corporation, the Directors of the Departments of Transport, the Departments of Transport and Public Works, the General Directors of the Joint Stock Companies, the companies responsible for managing and repairing transport infrastructure projects, and the companies engaged in passenger and cargo transportation within their respective duties to organize and implement the following tasks effectively:

1 -Immediately inspect the safety conditions of transport infrastructure along highways, inland waterways, railways, and sea routes, identify and prevent violations of traffic safety zones, take measures to address and resolve them promptly. Especially, violations that threaten transport safety must be addressed and resolved immediately, paying particular attention to the quality of safety of infrastructure damaged during the rainy season and recently restored, and weak bridges on highways.

Supplement sufficient traffic signs according to regulations on highways, inland waterways, particularly those with high vehicle density, newly improved, upgraded, constructed and put into operation, and inland waterways where high-speed vessels operate.

2 -Implement measures to inspect and prevent traffic accidents that may occur at locations frequently prone to accidents on highways, inland waterways, railways, especially in areas with many dangerous mountain passes on highways, high vehicle density on inland waterways, inland waterways with numerous ferry crossings, crowded with travelers during festivals, and places with dense residential areas near railways. Develop plans and solutions to prevent, intercept, and mitigate incidents when they occur, ensuring that traffic does not become congested at key intersections in major cities, particularly in Hanoi and Ho Chi Minh City.

Strictly enforce technical inspection of vehicles for safety, strictly prohibiting vehicles that do not meet safety standards from participating in traffic.

3 -Ferry terminals, bus stations, railway stations, and ferry terminals must be cleaned and beautified, providing thorough service to passengers while waiting, facilitating ticket purchases, and preventing passengers from waiting past midnight at these facilities. Coordinate with relevant forces to ensure good order and security work, intercept and strictly handle illegal terminals, unauthorized vehicles picking up passengers, and selling tickets along the road. Strictly prohibit arbitrary fare increases and freight rates for cargo transportation during the Tet holiday.

4 -All units responsible for management and transportation operations must recheck the quantity and quality of vehicles, drivers, and service personnel, organizing transportation in the following manner:

Organizing and participating in open market trading sessions.The Vietnam Railway Corporation should increase the number of train pairs and reasonably schedule train times on North-South routes, Hanoi-Lao Cai route, and Hanoi-Lang Son route.

Coordinate with other transportation units to organize intermodal transportation services for passengers when necessary.

b - The Vietnam Highway Administration and the Departments of Transport and Public Works must focus on directing passenger transportation by bus on the following main routes:

1- Hanoi to Dien Bien Phu and vice versa

2- Hanoi - Ha Giang  nt

3- Hanoi - Cao Bang              nt

4- Hanoi - Da Nang              ''

5- Quang Ninh - Vinh            ''         

6- Da Nang - Kon Tum           ''

7- Da Nang - Nha Trang                     ''          

8- Qui Nhon Pleiku                            ''

9- Nha Trang to Buon Ma Thuot        ''          

10- Kon Tum - Dalat                         ''

11- Ho Chi Minh City - Kon Tum        nt

12- Ho Chi Minh City - Dong Xoai      ''

13- Ho Chi Minh City - Nha Trang      ''

14- Ho Chi Minh City - Ca Mau           ''

15- Ho Chi Minh City - Rach Gia         ''

16- Ho Chi Minh City - Dong Thap     ''

For the above 19 transportation routes, the Vietnam Highway Administration shall convene meetings with the Departments of Transport and Public Works along these routes and allow transportation enterprises to register vehicles for operation. Vehicles participating must meet age and safety quality standards, have qualified drivers, have schedules for operation on the route, have publicly disclosed fares, and have management regulations established by the enterprises and implemented by the enterprise with the largest number of vehicles on the route.

If the localities along the route do not have enough vehicles, vehicles from other localities can be arranged to participate. If vehicles operate without registration, causing chaos, the localities along the route have the right to handle them according to Decree No. 36/CP issued on May 29, 1995 and Decree No. 49/CP issued on July 26, 1995 by the Government.

The Departments of Transport and Public Works need to direct the Traffic Inspectors to coordinate well with Traffic Police and Urban Order Police to inspect at terminals and on roads, strictly handling cases of drivers competing for passengers, forcing prices on passengers, selling tickets along the road, vehicles not entering terminals to pick up and drop off passengers; overloading passengers beyond seat capacity; carrying goods together with passengers, especially flammable and explosive goods.

The Vietnam Inland Waterway Administration and the Departments of Transport and Public Works must direct and inspect passenger transportation units using regular and high-speed vessels at key points such as Quang Ninh, Hai Phong, Ho Chi Minh City, Tien Giang, Can Tho, Ca Mau, Chau Doc, ensuring safety and order for passengers; coordinating inspections of vessels; equipping safety equipment on vessels, and preventing overloading of passengers beyond seat capacity or carrying goods with passengers beyond permitted limits.

5 -The Departments of Transport and Public Works shall convene meetings with local vehicle owners to ensure sufficient vehicles for inter-provincial and adjacent inter-provincial passenger transport services, and prevent agricultural and rickshaw-type vehicles from arbitrarily carrying passengers. Strengthen management and inspection of waterway passenger carriers and ferry boats to ensure quality, adequate life-saving equipment, and compliance with passenger capacity limits. Ferry stations with high traffic volumes must have responsible staff for operation management.

The heads of relevant units are requested to promptly implement and organize the execution of this directive. Any difficulties or issues that exceed their authority during implementation should be reported in a timely manner to the Ministry of Transport for consideration and resolution.

The Ministry of Transport requests the Ministry of National Defense, the Ministry of Public Security, the People's Committees of provinces and centrally governed cities, and related ministries and sectors, within their respective authorities and responsibilities, to closely cooperate with the transport sector to ensure smooth passenger and cargo transportation for the Tet holiday.
