Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Agriculture and Rural Development (report No. 184/TTr-BNN-TL dated January 23, 2009),

DECISION:

Article 1. Approves the Project to Upgrade and Construct New Freshwater Reservoirs and Build Irrigation Systems on Islands with Dense Populations with the main contents as follows:

1. Viewpoint:

- Upgrading and constructing new freshwater reservoirs and building irrigation systems on islands with dense populations is an urgent and long-term task for local authorities. Based on state support, mobilizing all resources and contributions from the people and economic sectors to invest in construction projects, ensuring sufficient fresh water for essential needs, stabilizing and gradually improving the living conditions of residents on the islands; contributing significantly to encouraging settlement and economic and social development on maritime islands, implementing the State's strategy for the sea until 2020.

- Surveying, planning, and scientific research must be carried out in advance; prioritizing implementation on large islands with dense populations or important positions in economic and social development and national security in the marine area.

- Building irrigation systems and freshwater reservoirs on islands must be consistent with local and sectoral development plans, closely integrated with environmental protection, ensuring sustainable development.

2. Objectives:

By 2015, ensure sufficient fresh water for essential living and production needs for stable living and economic and social development on some large islands with dense populations or important positions.

3. Scope:

Upgrading and constructing new freshwater reservoirs and building irrigation systems on some large islands with dense populations or important positions, including: Co To, Vinh Thuc, Van Don, Cai Chien (Quang Ninh), Cat Hai, Cat Ba, Bai Long Vi (Haiphong), Hon Me (Thanh Hoa), Con Co (Quang Tri), Cu Lao Cham (Quang Nam), Ly Son (Quang Ngai), Nhon Chau (Binh Dinh), Phu Quy (Binh Thuan), Con Dao (Ba Ria-Vung Tau), Kien Hai, Phu Quoc (Kien Giang), Hon Khoai, Hon Chau (Ca Mau).

4. Main Tasks:

a) Period 2009-2012:

- Conduct surveys on the socio-economic situation and natural conditions of the islands; review, supplement, and complete the irrigation planning of each island, based on which develop investment projects for water supply facilities;

- Implement investment projects for water supply and storage facilities according to priority, including: constructing, renovating, and upgrading freshwater reservoirs and water tanks; protecting embankments at key and urgent locations on the islands;

- Implement some applied science topics directly serving water supply, reservoir, and water tank construction.

b) Period 2013-2015:

- Continue to implement investment projects for water supply and storage facilities, completing irrigation systems and reservoirs on the islands;

- Summarize and draw lessons from the implementation of this project, propose tasks for the next phase in other difficult regions.

5. Key Solutions:

a) On irrigation planning: based on basic surveys of the socio-economic situation on the islands and local and related sector planning, review, supplement, and complete overall irrigation planning, consistent with the development orientation of the islands, serving as the basis for investment project development, ensuring sustainable service;

b) On mechanisms and policies: study and propose the State to issue mechanisms and policies to attract and encourage various economic sectors to participate in investment, operation, and utilization of irrigation facilities serving daily life, services, and tourism potential in places with favorable conditions; quickly socialize water supply on the islands, ensuring efficiency and conservation of water resources;

c) On science and technology: research and apply advanced foreign technologies, including exchanges and purchases, in solutions such as providing fresh water (storing, collecting, filtering...); constructing reservoirs and water tanks using new materials that are durable, cost-effective, and suitable for island conditions...; wastewater treatment technology to meet standards before discharge into the environment or reuse...

6. On Investment Capital:

a) Investment capital for irrigation systems and water supply for daily life and production is concentrated from various sources: state budget support, mobilization of economic sectors' participation, contributions from the people, and integration from programs and projects in the region. Among them:

- Central budget: implement investment in key and pivotal projects, difficult areas or important positions, including: constructing and upgrading irrigation systems, freshwater reservoirs, centralized water tanks, protective embankment works at vulnerable locations on the islands;

- Local budget: implement investment in upgrading small-scale irrigation and water storage systems;

- Capital mobilized from enterprises: invest in water supply facilities for daily life and services, irrigation systems, and water supply projects under BOO, BOT models, approved by competent authorities;

- People's contribution capital: build household water tanks; water supply systems for business operations (from the main water supply source on the island).

b) Estimated capital requirements and capital structure:

- Total investment capital: 3,024,080,000,000 VND

Where:

+ Central budget capital: 1,664,900,000,000 VND

+ Local budget capital: 320,750,000,000 VND

+ Capital mobilized from enterprises: 1,038,430,000,000 VND

- Investment phases:

+ Period 2009-2012: 1,246,160,000,000 VND

+ Period 2013-2015: 1,777,920,000,000 VND

7. Implementation

a) The Ministry of Agriculture and Rural Development is responsible for:

- Taking the lead and coordinating with relevant ministries, sectors, and localities to implement the project; researching and proposing mechanisms and policies to encourage the development of irrigation and freshwater supply on islands, submitting to competent authorities for decision.

- Guide, assist localities in reviewing, supplementing, and completing the planning for water conservancy on islands;

- Implement research and application of scientific and technological topics to serve the provision of fresh water on islands; construct new material reservoirs and water storage facilities; protect the environment...;

- Summarize and review the project at each stage to draw lessons to ensure investment effectiveness and the highest feasibility of the project;

b) People's Committees of relevant localities:

- Direct functional agencies of the locality to review, supplement, and plan water conservancy on islands; prepare specific investment projects for submission to competent authorities for approval and organize implementation according to regulations;

- Strengthen propaganda on the importance of fresh water resources, raise public awareness on saving and using fresh water efficiently and protecting the environment on islands;

- Allocate local budget funds to implement project components according to assigned tasks;

- Guide and assist the people in constructing fresh water supply facilities for household use;

- Create favorable conditions while promoting socialization efforts to attract organizations and individuals to participate in investment, construction, management, and exploitation of facilities, ensuring investment effectiveness;

c) Ministries and sectors, within their functions and responsibilities, shall coordinate with the Ministry of Agriculture and Rural Development and localities to implement the tasks of this Project.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
