Part 1.
GENERAL PROVISIONS
1.1. Scope and Applicability
This standard applies to the construction of motor vehicle driving test centers (hereinafter referred to as Centers) throughout the country.
It is encouraged that training institutions apply this standard in the construction of technical facilities.

1.3. Requirements for Centers
1.3.1. The Center is a place where driving tests are conducted to issue Driver’s Licenses, built according to planning, equipped with sufficient material and technical facilities to meet the requirements of driving tests as prescribed, located in areas with convenient transportation, easy access to electricity, water, drainage, and communication; the land must be dry, not polluted by air and affected by smoke and dust; it should not be subject to electromagnetic interference affecting error reporting and scoring devices.
1.3.2. Driving test centers are divided into three types.
a. Type 1 Center:
For issuing licenses for all categories A1, A2, A3, A4, B1, B2, C, D, E, and F, with a total construction area of at least 3.5 hectares, including a test track length of at least 1.5 kilometers; registered to use at least 2 kilometers of public roads, including scenarios such as intersections, pedestrian crossings, narrow roads, permitted U-turn locations, and moderate traffic density.
b. Type 2 Center:
For issuing licenses for categories A1, A2, A3, A4, B1, B2 and C, with a total construction area of at least 2.0 hectares, including a test track length of at least 1.0 kilometer; registered to use at least 2 kilometers of public roads, including scenarios such as intersections, pedestrian crossings, narrow roads, permitted U-turn locations, and moderate traffic density.
c. Type 3 Center:
For issuing licenses for categories A1, A2, A3 and A4 with a total construction area of at least 0.4 hectares.
1.3.3. The Center includes the following basic facilities:
a. Driving Skill Test Field.
b. Control Room
c. Ancillary Facilities
Part 2.
CONTENT OF DRIVING TESTS FOR ISSUING DRIVER’S LICENSES
2.1. Theory Test
2.1.1. Theory Test Questions:
Mainly include the content of the Road Traffic Law regarding Traffic Rules.
Additionally, it covers contents related to driving techniques; vehicle structure, maintenance, and transport operations.
2.1.2. Methodology for Theory Tests:
a. Conducted using computer-based multiple-choice questions.
b. For Type 3 Centers, the theory test can be conducted using paper-based multiple-choice questions according to a template.
2.2. Practical Driving Skill Test in the Test Field
2.2.1. Categories B1, B2, C, D, and E
Test Content Includes:
1. Starting and starting signal.
2. Stopping at pedestrian crossing lines.
3. Stopping on a hill and starting halfway up the hill.
4. Passing through tire tracks and perpendicular narrow roads.
5. Passing through intersections with traffic signals, including:
- Going straight at an intersection.
- Turning right at an intersection.
- Turning left at an intersection.
6. Passing through winding roads.
7. Parking maneuvers:
- Parallel parking for categories D, E.
- Perpendicular parking for categories B, C.
8. Stopping at railway crossings.
9. Changing gears, accelerating to 30 km/h and then decelerating to below 20 km/h over a distance of 50 meters on a flat road.
10. Final braking stop.
Maintain engine operation during the execution of the test content.
2.2.2. Category F
Test Content Includes:
Passing through a figure with five stakes and returning along the same figure in the opposite direction.
Maintain engine operation during the execution of the test content.
2.2.3. Category A3 and A4
Test Content Includes:
Passing through the letter "A" figure and reversing (for vehicles with reverse gear) or returning along the same figure in the opposite direction (for vehicles without reverse gear).3, A4 2.2.4. Category A

REQUIREMENTS FOR MOTOR VEHICLES AND TESTING EQUIPMENT

3.1. Motor Vehicles Used for Testing
Motor vehicles used for testing must comply with the provisions of this standard and the Technical Safety and Environmental Protection Standards for Motor Vehicles on Roads No. 22-TCN224-01.
3.1.1. Testing vehicles must be commonly used in Vietnam.
3.1.2. Cars used for testing must have auxiliary braking systems.

3.2. Equipment used for theoretical examination
3.2.1. The computer used for theoretical examination must be compatible with the IBM-PC standard and must meet the following conditions:
a. Capable of installing one of the Windows 9x, Me, NT workstation operating systems and the theoretical examination program.
b. Screen size of at least 14 inches, minimum resolution of 480x600, 256 colors.
c. Ethernet network card.
d. Free hard drive space of at least 100MB.
e. For the server, it must use a minimum Pentium 4 processor with a speed of 800MHz; RAM of 256MB, with two hard drives of 18GB each.
3.2.2. The printer used for printing examination results must be a laser printer capable of printing on A4 standard paper.4 The centralized or local power supply system used for the theoretical examination room and the control room must ensure stable power supply without interruption for a period of 30 minutes.
3.2.3. The theoretical examination software must be connected to the practical driving skills examination software.
3.2.4. Each Center must have one server and one laser printer. Each theoretical examination room must have at least 20 computers for candidates to take the test.
3.2.5. 3.3. Fault reporting and scoring equipment
Must operate accurately; Human intervention during the examination process is not allowed.
3.3.1. The user interface (menu) of the software managing the system must be displayed in Vietnamese.
Reflects errors occurring in real-time mode.
3.3.2. Has a mechanism to adjust working parameters of the equipment that deviate from the scoring criteria.
3.3.3. Details and systems installed at positions receiving and reporting faults must be able to work stably and accurately in high temperature conditions up to 80°C, humidity up to 95%, and dust.
3.3.4. Fault reporting and scoring equipment must simultaneously evaluate accurately for at least 10 vehicles being examined in the examination field.0All fault reporting and scoring equipment must ensure transmission speed, connected to the control room for consolidating examination results, and directly displayed to the person conducting the practical driving skills examination at the examination vehicle, while having a mechanism to check the operational status of each device from the Center. Additionally, the equipment must operate independently according to its function, failures of this equipment shall not affect the operation or cause failures in other devices or the entire system, except for the power supply equipment.
3.3.5. The fault reporting and scoring devices must simultaneously accurately evaluate at least ten vehicles undergoing the examination in the examination yard.
3.3.6. All fault reporting and scoring devices must ensure the transmission speed, be connected to the examination result management room, and directly display information to the individual conducting the automobile driving skill examination in the examination vehicle. Each device's operational status must also be capable of being checked from the Center. Additionally, these devices must operate independently according to their functions, and any issues with one device shall not affect the operation or cause malfunctions in other devices or the entire system, except for the power supply device.
3.3.7. The management software for examination results must have a mechanism to protect and ensure data security against external interference and data loss due to random incidents.
