RESOLUTION

On the investment policy for the Son La Hydroelectric Power Plant Project

NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992;

Pursuant to Resolution No. 05/1997/QH10 of the 10th National Assembly, 2nd session on the criteria for major national projects to be submitted to the National Assembly for consideration and decision on investment policies;

Based on the consideration of Report No. 520/CP-CN dated June 13, 2001, of the Government; Report No. 651/UBKHCNMT10 dated June 16, 2001, of the Science, Technology, and Environment Committee of the National Assembly, and the opinions of the National Assembly deputies regarding the Son La Hydroelectric Power Plant Project;

RESOLVES

Article 1: Decides to approve the investment policy for the Son La Hydroelectric Power Plant Project - a national key project - with the main tasks as follows:

1- To provide electricity to promote economic and social development, serving the cause of industrialization and modernization of the country;

2- To contribute to flood control during the rainy season and water supply during the dry season for the Red River Delta;

3- To contribute to promoting economic and social development in the Northwest region.

Article 2:

1- Immediately after this session, the Government shall urgently prepare various scale options and promptly submit them to the National Assembly for examination and decision on the construction plan of the Son La Hydroelectric Power Plant with the following requirements:

a) Ensuring absolute safety for the project, downstream areas, and the capital city of Hanoi;

b) Achieving comprehensive economic efficiency;

c) Ensuring national defense and security in the Northwest region;

d) Minimizing negative impacts on the environment - ecology, biodiversity;

đ) Implementing measures to protect and enhance the cultural heritage values of ethnic groups.

2 - The Government is assigned to implement the following preparatory works:

a) Urgently carry out necessary works to start construction of the project in 2005;

b) Expand and upgrade National Highway No. 6;

c) Develop a comprehensive resettlement project according to various options, properly addressing policies for ethnic minorities, considering this as an important task alongside the construction of the project; pilot resettlement zones and model farms to draw lessons.

Article 3: The Standing Committee of the National Assembly and relevant National Assembly agencies within their respective functions and powers shall undertake the following tasks:

1 - Supervise the implementation of this Resolution;

2 - Organize research and field surveys; seek opinions from scientists on the Project; gather public opinions, especially those of people who will be relocated and residents of resettlement areas;

3 - Review the reports and related documents submitted by the Government for the Project to be examined and decided upon by the National Assembly.

Article 4: This Resolution takes effect from the date it is adopted by the National Assembly.

This Resolution was adopted by the tenth session of the National Assembly of the Socialist Republic of Vietnam at its ninth meeting on June 29, 2001.
