Regarding the organization and assignment of responsibilities for transmitting information on the Ministry of Agriculture and Rural Development's computer network
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 280/TTg dated April 29, 1997 of the Prime Minister on the construction of a wide-area computer network to transmit information among administrative agencies;
At the proposal of the Standing Committee of the Information Technology Program Steering Board and the Director of the Ministry's Office,
DECISION:
Article 1.- From May 1, 2001, the transmission of administrative information of the Ministry of Agriculture and Rural Development on the Ministry's computer network shall be implemented, including:
+ The Ministry's wide-area computer network (AGRUNET network);
+ The Ministry's Office webpage on the Internet.
Information obtained from the Ministry's computer network shall have the same value as the original.
All documents and information that are not classified secret issued by the Ministry of Agriculture and Rural Development, units under the Ministry, and related state agencies within the agricultural and rural development sector may be transmitted on the Ministry's computer network to ensure rapid, accurate, and cost-effective dissemination.
Documents requiring a red seal to be implemented: shall still be sent via postal service.
Documents and information transmitted on the Ministry's computer network must be registered in accordance with current regulations governing document management.
Article 2.- The Director of the Ministry's Office shall be responsible for:
1. Ensuring that the content and form of information transmitted on the Ministry's computer network comply with legal provisions regarding the protection of state secrets when transmitting information through computer networks and the Internet;
2. Managing, operating, and maintaining the Ministry's computer system and network, preventing viruses, updating information and shared databases on the network to serve the Ministry's management and directive functions;
3. Building the Ministry's Office webpage on the Internet (WEB page) containing information on directives and administrative documents related to agriculture and rural development, helping remote units to quickly and economically access information;
Providing guidance and training in technical skills for units participating in exploiting, using, and transmitting two-way information on the Ministry's computer network and email on the Internet.
Article 3.- Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, Chiefs of Forest Inspection Bureaus of provinces and centrally-administered cities, and agencies and units participating in exploiting and transmitting information on the Ministry's information network shall be responsible for:
1. Connecting to the Ministry's computer network to receive information from the Ministry to serve management, directive, and operational activities;
2. Organizing the collection, sending, and reporting of information through the Ministry's computer network and email on the Internet in accordance with regulations, accurately, and truthfully;
3. Accessing information on the network at least twice daily, in the morning and afternoon, to monitor and promptly grasp the Ministry's directives, new state documents;
Measures must be taken to strictly manage the sending and receiving of information; directly checking the information collected from the network before disseminating it for implementation
Article 4.- Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, Chiefs of Forest Inspection Bureaus of provinces and centrally-administered cities, and agencies and units participating in exploiting and transmitting information on the Ministry's information network shall be responsible for implementing this Decision.
