Regarding the establishment of the National Committee for Preparing and Organizing the Fifth Asia-Europe Meeting (ASEM 5) Summit

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
To serve the preparation and organization of the Fifth Asia-Europe Meeting (ASEM 5) Summit in 2004;
Upon the proposal of the Minister of Foreign Affairs and the Chairman of the Government Office,
DECISION:
Article 1. The National Committee for Preparing and Organizing the Fifth Asia-Europe Meeting (ASEM 5) Summit in Hanoi in 2004 is hereby established, hereinafter referred to as the National Committee on ASEM 5.
Article 2. The National Committee on ASEM 5 shall be responsible for directing and coordinating among ministries, sectors, and localities in relevant areas of work during the preparation and organization of the ASEM 5 Summit in Hanoi in 2004.
Article 3. The National Committee on ASEM 5 shall be chaired by Deputy Prime Minister Vu Khoan, Vice-Chaired by the Minister of Foreign Affairs Nguyen Dy Nien, and shall include the following members:
1. Luong Van Tu, Deputy Minister of Trade.
2. Le Thi Bang Tam, Deputy Minister of Finance.
3. Tran Dinh Khien, Deputy Minister of Planning and Investment.
4. Tran Chien Thang, Deputy Minister of Culture, Sports and Tourism.
5. Mai Lien Truc, Deputy Minister of Posts and Telecommunications.
6. Nguyen Van Huong, Deputy Minister of Public Security.
7. Pham Hong Loi, Deputy Chief of General Staff, Ministry of National Defense.
8. Nguyen Quoc Huy, Deputy Director of the Government Office.
9. Pham Tu, Deputy Director-General of the Vietnam National Administration of Tourism.
10. Nguyen Van Dung, Head of the External Relations Department of the Vietnam General Confederation of Labor.
11. Dao Ngoc Dung, Permanent Secretary of the Communist Youth Central Committee Ho Chi Minh.
12. Tran Dac Loi, Secretary-General of the Vietnam Association of Friendship Organizations.
13. Nguyen Quoc Trieu, Deputy Chairman of the People's Committee of Hanoi City.
Article 4. The National Committee on ASEM 5 shall consist of four Subcommittees:
1. The Content Subcommittee, chaired by the Ministry of Foreign Affairs.
2. The Logistics Subcommittee, chaired by the Government Office.
3. The Security Subcommittee, chaired by the Ministry of Public Security.
4. The Propaganda Subcommittee, chaired by the Ministry of Culture, Sports and Tourism.
The Standing Secretariat assisting the National Committee on ASEM 5 shall be the ASEM 5 Secretariat, located at the Ministry of Foreign Affairs. Personnel working at the ASEM 5 Secretariat shall be officials and experts from the Ministry of Foreign Affairs, appointed by the Minister of Foreign Affairs.
Article 5. The National Committee on ASEM 5 shall dissolve itself upon completion of its mission to organize the ASEM 5 Summit.
Article 6. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial and municipal people's committees directly under the central government, and the individuals named in Article 3 shall be responsible for implementing this Decision.
